On August 18, we proudly witnessed the opening and blessing of the new livelihood project of the Lambo Hagnaya Association, made possible through the Project Development and Advancement Grant (PDAG) of the DSWD Sustainable Livelihood Program (SLP).

This grant serves as an incentive and support for the association’s continued commitment to sustaining and developing their livelihood, empowering members toward greater economic opportunities and self-reliance.

The meaningful occasion was made even more special by the presence of the Municipal Mayor, who graced the activity and shared his support for the association and its livelihood initiatives.

On August 18, 2026, the Municipal Social Welfare and Development Office (MSWDO), in partnership with the DSWD Sustainable Livelihood Program (SLP), successfully conducted a Financial Education Training and Basic Livestock Farming Training for selected beneficiaries under the PUNLA Phase and Project Development and Advancement Grant (PDAG).

The activity aimed to equip beneficiaries with practical knowledge on proper financial management, savings, and responsible use of livelihood resources, as well as basic skills in livestock farming to help them develop and strengthen sustainable sources of income.

Through activities such as these, the MSWDO and DSWD-SLP continue to empower individuals and families by providing them with opportunities to enhance their skills, improve their livelihoods, and work towards a more sustainable and productive future.

On August 18, 2026, the Municipal Mayor personally delivered a Smart TV to Triumfo Child Development Center as part of the Mayor’s initiative to provide Smart TVs to all Child Development Centers in the municipality.

Stronger coordination, stronger protection πŸ€πŸ’œ

Today, the Municipal Social Welfare and Development Office (MSWDO) conducted the Quarterly Barangay Council for the Protection of Children (BCPC) and VAWC Meeting, together with the Barangay Secretaries and the PNP Women and Children Protection Desk (WCPD).

The meeting provided an avenue to discuss updates, concerns, and responsive actions concerning the protection and welfare of women and children, while strengthening coordination among barangay officials, social welfare workers, and law enforcement.

Through continued collaboration and shared responsibility, we work together toward a community where women and children are safe, protected, heard, and empowered.πŸ’œ

Creating Awareness Through Art | World Day Against Trafficking 2026

In observance of the World Day Against Trafficking 2026, the Municipal Social Welfare and Development Office (MSWDO), through the Local Council for the Protection of Children (LCPC), successfully conducted a Painting Contest last July 30, 2026, at Carmen National High School.

More than a competition, the activity provided students with a creative platform to express their commitment to ending human trafficking and promoting the rights, safety, and protection of every child. Through their artworks, participants transformed awareness into powerful visual messages that inspire action and encourage the community to stand against exploitation and abuse.

Every brushstroke reflected hope, every color carried a message, and every masterpiece became a reminder that our youth have an important role in building a safer and more compassionate society.

Together, let us continue to use our voices, talents, and creativity to protect children and end human trafficking.

As part of the observance of the World Day Against Trafficking 2026, the Municipal Social Welfare and Development Office (MSWDO), through the Local Council for the Protection of Children (LCPC), successfully conducted the second day of its Information, Education, and Communication (IEC) Campaign on July 30, 2026, at Carmen National High School, in coordination with the Philippine National Police – Carmen Municipal Police Station.

The activity aimed to strengthen students' awareness and understanding of child protection and safety through discussions on Human Trafficking, Children's Rights, the Anti-Bullying Act, the Safe Spaces Act, and the Comprehensive Dangerous Drugs Act.

Through collaborative efforts, we continue to empower our youth with knowledge, promote respect for human dignity, and encourage every learner to become an advocate for a safer, more inclusive, and child-friendly community.

Empowering Children Through Awareness and Protection

In celebration of the World Day Against Trafficking in Persons (WDAT) 2026, the Municipal Social Welfare and Development Office (MSWDO) of LGU Carmen successfully conducted the first day of its two-day Information, Education, and Communication (IEC) Campaign at Hagnaya Elementary School today, July 29, 2026.

The campaign aimed to raise awareness not only on Human Trafficking but also on other important child protection laws and policies that promote the safety, welfare, and rights of every child. Topics discussed included:

Empowering Abilities, Building Sustainable Livelihoods! πŸ’™β™Ώ

In celebration of National Disability Rights Week 2026, the Local Government Unit of Carmen, through the Municipal Social Welfare and Development Office (MSWDO)– Persons with Disability Affairs Office (PDAO), successfully conducted a Livelihood Training for Persons with Disabilities (PWDs) on July 25–26, 2026, in partnership with TESDA-PTC Carmen.

This meaningful two-day training equipped our PWD participants with practical livelihood skills that can help enhance their capabilities, promote self-reliance, and create opportunities for sustainable income generation. The success of this activity reflects the importance of collaboration in empowering persons with disabilities and ensuring that they have equal opportunities to develop their skills and improve their quality of life.

The LGU of Carmen extends its heartfelt gratitude to TESDA PTC Carmen for its invaluable partnership and unwavering support in making this training a success. Together, we continue to champion inclusive programs that uphold the rights, dignity, and potential of every Person with Disability.

Celebrating National Disability Rights Week 2026

The Local Government Unit of Carmen through the Municipal Social Welfare and Development Office (MSWDO) successfully celebrated the **National Disability Rights Week 2026** with the theme, "Rights First, Legislation Forward: Strategic Action for Equal Participation and Inclusive Development."

The celebration brought together Persons with Disabilities (PWDs), their families, barangay representatives, local officials, and partner agencies in a meaningful day dedicated to promoting inclusion, empowerment, and the recognition of the rights and abilities of every person with disability.

The program featured a variety of activities, including the PWD Livelihood Exhibit, showcasing the creativity and entrepreneurial skills of our PWDs; the PWD Talent Showcase, where participants confidently shared their talents and abilities; and Family Day Activities, which strengthened family bonds through fun, interactive, and inclusive games.

The MSWDO extends its heartfelt gratitude to our valued partner agenciesβ€”the Municipal Health Office (MHO), Commission on Elections (COMELEC) Carmen, Local Civil Registrar (LCR), Municipal Agriculture Office (MAO), Bureau of Fire Protection (BFP) Carmen, and Operation Smile Philippinesβ€”for their unwavering support and for bringing essential services closer to our PWD community. Your collaboration greatly contributed to the success of this celebration.

We also express our sincere appreciation to our Municipal Mayor, Hon. Mayor Carlo Teves Villamor, for his thoughtful ice cream treat that brought smiles and added sweetness to the day for all our PWD participants and guests.

Empowering Youth, Strengthening Democracy! πŸ—³οΈβœ¨

The Municipality of Carmen, through our Local Youth Development Office (LYDO), proudly participated in the Voter's Education Training of Trainers (TOT) organized by the Cebu Provincial Youth Development Office (CPYDO).

This initiative aims to equip youth leaders and ABTIK Leaders Camp Alumni with the knowledge, skills, and facilitation techniques needed to become advocates of voter education and democratic participation in their respective communities.

Through the active participation of our representative, the Municipality of Carmen continues to support programs that empower young leaders to become responsible, informed, and engaged citizens who inspire positive change.
