Carmen, Cotabato โ€” Earlier today, August 17, 2026, the Department of Agrarian Reform (DAR) Municipal Office of Carmen conducted a consultation meeting with Municipal Mayor Hon. Rogelio Taliรฑo and Vice Mayor Hon. Roger Ryan Taliรฑo to discuss the ongoing subdivision survey of the Malaguia Demacocom, Et Al. landholding located in Macabenban, Carmen, Cotabato, under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The discussion focused on the status of the subdivision survey, current concerns, and other matters related to the implementation of the SPLIT Project in the area. The consultation also provided an opportunity for DAR and the Municipal Government of Carmen to coordinate efforts, address concerns, and identify appropriate measures to facilitate the smooth implementation of the project.

The SPLIT Project aims to facilitate the parcelization of collective landholdings and the issuance of individual land titles to qualified agrarian reform beneficiaries (ARBs), thereby strengthening their land tenure security and providing greater certainty over the land they cultivate.

The consultation underscored the importance of close coordination between DAR, the Local Government Unit (LGU) of Carmen, and other concerned stakeholders in addressing field-level concerns and ensuring the effective implementation of agrarian reform programs.

Through continued coordination and collaboration, DAR remains committed to strengthening land tenure security and delivering responsive agrarian reform services that contribute to the welfare and development of agrarian reform beneficiaries.

Carmen, Cotabato โ€” The DAR Municipal Office of Carmen joined the Coordination Meeting for the Inclusive Partnerships for Agrarian Reform Communities (IPARC) Project on August 10, 2026.

The meeting focused on the prioritization of proposed infrastructure investments, identification of potential agribusiness enterprises, and preparation of the necessary project documents in support of the effective implementation of the IPARC Project.

The activity was attended by DAR Carmen personnel led by Municipal Agrarian Reform Program Officer (MARPO) Rowena Tedor, together with personnel from the DAR Provincial Office. The team actively participated in the discussions alongside representatives from concerned municipal offices.

The coordination meeting provided an avenue to strengthen collaboration among DAR, the Local Government Unit (LGU) of Carmen, and other concerned stakeholders in identifying and advancing initiatives responsive to the needs of agrarian reform communities.

Through strengthened partnerships and coordinated efforts, DAR and its stakeholders continue to support inclusive and sustainable development and create opportunities that contribute to the empowerment of agrarian reform beneficiaries and their communities.

MECHANICS
1. PARTICIPANTS :
โ€ข Open to children of Agrarian Reform Beneficiaries from Region XII. ARB household children are allowed.
โ€ข Age: 10-17 years old
โ€ข 3-5 contestants per province

2. Format and Duration
โ€ข On-the-spot poster making to be conducted at the DARMO where the contestant/s reside
โ€ข Contestants and facilitators will convene thru MS Teams to ensure that rules are followed
โ€ข Duration: 2 hours
โ€ข Materials: 1/4 illustration board and oil pastel shall be provided by DARRO XII with identifying mark/seal.
โ€ข Other coloring mediums like chalk pastel, crayons, and markers are allowed but shall be provided by the DARPO.
โ€ข No reference materials, sketches, or templates allowed

4. Criteria for Judging - 100%
โ€ข Relevance to Theme: 40% - How well it depicts the message
โ€ข Originality & Creativity: 30% - Unique concept and artistry
โ€ข Visual Impact: 20% - Clarity of message and overall presentation
โ€ข Neatness: 10% - Cleanliness and order of work

5. Guidelines
โ€ข Work must be original. No assistance from coaches/guardians/DARMOs during the contest
โ€ข Write on the back of the illustration board: Name, Age, Province, Municipality
โ€ข All participants must stop working after 2 hours. Late submissions will be disqualified
โ€ข All entries will become property of DAR XII and may be used for IEC materials
โ€ข The decision of the judges is final

The Municipality of Carmen proudly hosted the second leg of the 2026 ARB/ARBO/BARC Summit on August 5, 2026, at the Carmen Municipal Gymnasium. Organized by the Department of Agrarian Reform (DAR)-Province of Cotabato, the event marked another milestone in bringing agrarian reform stakeholders together following the successful District 1 Summit in Libungan, Cotabato.

The summit gathered Agrarian Reform Beneficiaries (ARBs), Agrarian Reform Beneficiary Organizations (ARBOs), and Barangay Agrarian Reform Council (BARC) members from the municipalities of Carmen, Banisilan, Kabacan, Matalam, Mlang, and Tulunan. Through the activity, participants were provided an opportunity to exchange experiences, strengthen partnerships, and reaffirm their shared commitment to advancing agrarian reform and rural development in the province.

Under the leadership of Provincial Agrarian Reform Program Officer II (PARPO II) Evangeline C. Bueno, the summit gathered representatives from partner government agencies, Local Government Units (LGU), Indigenous Peoples Mandatory Representatives (IPMRs), and other agrarian reform stakeholders. The strong turnout reflected the continued collaboration among partners in advancing programs that benefit agrarian reform communities.

DAR Sec Among Top-Performing Cabinet Officials

The RPMD Foundation Inc. has released its Index of Governance (IOG) - Trust & Performance Ratings as of July 26, 2026. The "Boses ng Bayan" survey highlights the top-performing and most trusted Cabinet Secretaries in the Philippines based on public perception.

Department of Agrarian Reform Secretary Conrado M. Estrella III was among those recognized for strong performance and high public trust with a rating of 81.7 percent.

The survey noted DARโ€™s continued efforts in land distribution, farmersโ€™ support, and bringing government services to rural communities under his leadership.

The IOG aims to reflect the voice of the people and measure how effectively government officials deliver on their mandate to serve Filipinos.

Carmen, Cotabato โ€” The Department of Agrarian Reform Municipal Office (DARMO) Carmen continued the Identification of Actual Occupants on July 9, 2026, at Sitio Kirumiay, Barangay Malapag, Carmen, Cotabato, for the Malaguia Demacocom, Et Al. landholding under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The activity forms part of the field validation process to support the implementation of Project SPLIT and facilitate the issuance of individual land titles to qualified agrarian reform beneficiaries.

The successful conduct of the activity was made possible through the collaborative efforts of the DARMO Carmen personnel, the Field Validation Team (FVT), and the LTID Survey Team, who continue to work in close coordination to ensure the effective implementation of Project SPLIT and strengthen land tenure security.
