Protecting Women and Children: LGU Carmen Holds Joint Advocacy Program
(August 10, 2026 @ Carmen Senior High School)

The Gender and Development (GAD) unit extends its deepest gratitude to the Local Government Unit of Carmen, led by Mayor Rogelio T. Taliรฑo, together with the Sangguniang Bayan under Vice Mayor Roger Ryan Taliรฑo and Committee Chair Hon. Ivy Carolino-Pobre, and Barangay Poblacion, headed by Captain Joseph Navidad and the Barangay Council, for their warm support and partnership in conducting the Joint Capability-Building Advocacy Program. The activity aimed to strengthen local efforts for Violence Against Women and Their Children (VAWC), Local Council for the Protection of Children (LCPC), Barangay Committees for the Protection of Children (BCPC), and Gender and Development (GAD).

This orientation was organized to inform the community about the risks of early teenage pregnancy and to share key details about Republic Act No. 11596, the law banning child marriage and setting penalties for violators. Guest speaker Atty. Krystine Joy B. Sitjar-Nietes, RN, LLM shared expert legal advice, while Ms. Cristy Grave Reyes, RN, MAN and her team from the Rural Health Unit (RHU) discussed important health topics for women and young people.

The event was organized by the Municipal Social Welfare and Development Office (MSWDO) led by Head Social Worker Rahib Abas, Social Workers and volunteers.

Congratulations to everyone for the successful conduct of the event! It was an active and meaningful gathering with strong support from students, parents, and teachers of Carmen Central Elementary School, Carmen Northwest Elementary School, Carmen National High School, and Carmen Senior High School. This teamwork shows the strong promise of Carmen to keep women and children safe and healthy.

Behind every job application is a dreamโ€”to earn an honest living, support loved ones, or build a better future. Yet traffickers exploit these dreams through fraudulent online job offers and scam operations that turn hope into fear.

For many women and girls, false promises of work, education, or a better life become the very means by which they are trafficked and subjected to sexual exploitation, forced labor, online exploitation, and other forms of abuse. They deserve opportunities that lead to a better futureโ€”not lives marked by violence and exploitation.

As we observe the ๐—ช๐—ผ๐—ฟ๐—น๐—ฑ ๐——๐—ฎ๐˜† ๐—”๐—ด๐—ฎ๐—ถ๐—ป๐˜€๐˜ ๐—ง๐—ฟ๐—ฎ๐—ณ๐—ณ๐—ถ๐—ฐ๐—ธ๐—ถ๐—ป๐—ด ๐—ถ๐—ป ๐—ฃ๐—ฒ๐—ฟ๐˜€๐—ผ๐—ป๐˜€, our call grows stronger: let us ensure that no dream is ever used against those who simply seek a better life. Let us stand together to end all forms of human trafficking.

Together with government agencies, civil society organizations, and communities, the Philippine Commission on Women (PCW) will continue working to prevent trafficking, protect survivors, and raise awareness so that no one else falls into the hands of traffickers.

โœจ EQUIPPED TO PROTECT AND SERVE! โœจThe Gender and Development (GAD) team of the Local Government Unit of Carmen extends deepest gratitude to the Provincial Government of Cotabato for this vital initiative! On July 15, 2026, we successfully completed the Capability Enhancement Workshop for Frontline Advocates held at the IPHO Conference Hall, Amas, Kidapawan City.

Thank you Gov. Emmylou "Lala" Taliรฑo-Mendoza for bringing this timely and empowering training to our local defenders.

We are immensely proud of the active response of our Barangay Councils, MSWD, LCAT, and the invaluable presence of the PNP and WCPD. LGU Carmen is now fully-equipped to strengthen it's implementation of RA 9262 and safeguard our women and children! ๐Ÿ’ช๐Ÿ‡ต๐Ÿ‡ญMSWDcarmen
