𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬 𝗣𝗔𝗡𝗜𝗞𝗜𝗔𝗡, 𝗖𝗔𝗥𝗥𝗔𝗦𝗖𝗔𝗟, 𝗦𝗨𝗥𝗜𝗚𝗔𝗢 𝗗𝗘𝗟 𝗦𝗨𝗥 — The Sangguniang Bayan of Carrascal successfully conducted its 42nd Regular Session and 3rd Flying Session in Barangay Panikian, reaffirming its commitment to responsive, participatory, and people-centered governance.

The Flying Session provided an avenue for the local legislative body, municipal department heads, and barangay officials to engage directly with the community and discuss matters affecting the welfare and development of Barangay Panikian. Among the concerns raised by the Barangay Council headed by Punong Barangay Mamelito Cabadonga were the construction of the Maslog Covered Court, dredging of the Dinayhugan Dam and irrigation canals, road concreting of an access road affected by right-of-way concerns, and issues pertaining to the barangay’s share from national wealth.

In addition to addressing these local concerns, the Sangguniang Bayan deliberated and approved several resolutions and legislative measures aimed at promoting public welfare, improving the delivery of basic services, and supporting the continued growth and development of the Municipality of Carrascal.

The session also highlighted the importance of collaboration between the municipal government and barangay officials in identifying solutions to community issues and ensuring that development priorities are effectively communicated and acted upon.

The Sangguniang Bayan extends its gratitude to the officials and residents of Barangay Panikian for their active participation and valuable contributions during the session. Appreciation is likewise given to the municipal department heads for providing updates, technical inputs, and responses to the concerns raised by the community.

Through the continued conduct of Flying Sessions, the Sangguniang Bayan brings legislative governance closer to the people, ensuring that the voices of every barangay are heard and translated into meaningful action.

The 12th Sangguniang Bayan of Carrascal convened its 40th Regular Session, tackling matters that directly affect community welfare, public safety, environmental governance, and institutional development.

During the Question Hour, 𝗠𝗿𝘀. 𝗝𝗲𝘀𝘀𝗲𝗹𝘆𝗻 𝗘. 𝗟𝗶𝗮𝗻𝘇𝗮, 𝗠𝗕𝗔 and 𝗘𝗻𝗴𝗿. 𝗠𝗮𝗿𝗸 𝗤. 𝗥𝗼𝘀𝗶𝗹 appeared before the Body to address concerns regarding the reported unsafe and unhealthy water condition in Sitio Pili, Barangay Panikian. Meanwhile, discussions on the present particular location of the ancestral domain were also taken up with the appearance of 𝗔𝘁𝘁𝘆. 𝗜𝘀𝗮𝗯𝗲𝗹 𝗟𝘂𝗰𝗵𝗶𝗲 𝗖. 𝗚𝘂𝗶𝗺𝗮𝗿𝘆-𝗟𝗶𝗮𝗻𝘇𝗮 and 𝗘𝗻𝗴𝗿. 𝗥𝗼𝘆𝗹𝗲𝗺 𝗕𝗮𝗹𝗶𝗻𝘁𝗼𝗻, underscoring the importance of proper consultation and factual determination on matters affecting Indigenous Peoples and local communities.

The Body also acted on various communications and committee reports, including the proposed implementation of the Social Pension for Indigent Senior Citizens (SPISC) Program, infrastructure projects involving the construction of Day Care Centers in Sitio Gango and Caglayag, and the request for the enactment of local ordinances for safer communities pursuant to DILG Memorandum Circular No. 2026-029.

Additional matters taken up included barangay budget concerns, accreditation applications, and provincial measures promoting organizational development, employee incentives, and learning and development systems within government service.

A continuing demonstration of responsive and participatory local legislation, where issues confronting the community are elevated, heard, and addressed through meaningful deliberation and policy action.

The Sangguniang Bayan of Carrascal held its 38th Regular Session and 2nd Flying Session in Barangay Adlay, carrying out its full order of business.

The session became a platform for meaningful dialogue as the Barangay Chairman of Adlay, Hon. Norberto O. Rubi, on behalf of the community, raised key concerns during the dedicated Barangay Hour. Present to respond were PMAJ Elmar R. Claret, Local Chief of Police, who addressed peace and order concerns, and MENRO Lawrence Brion T. Cortes, who provided guidance on environmental matters affecting the barangay.

Deliberations also moved forward on the pending measure granting incentives to outstanding individuals, teams, coaches, and trainers who excel in sports, skills, and academic competitions.

A session that reflects active listening, collaboration, and concrete action—bringing the voice of Barangay Adlay directly into local legislation.

The Sangguniang Bayan of Carrascal successfully held its 37th Regular Session, where important matters concerning development, governance, and public welfare were thoroughly discussed. One of the highlights of the session was the appearance of Engr. Vincent I. Samson, Municipal Engineer of this municipality, regarding the Babuyan Resettlement Housing Phase 2 Project. During his presentation, clarifications were raised on the sufficiency of the budget allocation, updates on the current construction status, and the future expected developments of the project.

The session also approved several significant resolutions focused on strengthening infrastructure and housing initiatives, enhancing skills development and employment opportunities, supporting local associations and community organizations, and improving services for Overseas Filipino Workers (OFWs) and their families. Matters related to employee welfare and financial support for barangay operations were likewise given due attention to ensure efficient and responsive local governance.

Ordinances on the creation of mandatory municipal offices and key positions were also approved, aimed at strengthening the organizational structure of the local government for more effective service delivery. Furthermore, the institutionalization of PESO was discussed which generated extensive and meaningful deliberations among the members of the Sanggunian.

Through productive discussions and decisive legislative action, the Sangguniang Bayan of Carrascal continues to uphold its commitment to responsive governance and programs that bring progress and opportunities to the people.

The 36th Regular Session of the 12th Sangguniang Bayan underscored continued progress in strengthening both local agriculture and public health.

Presided over by 𝗛𝗢𝗡. 𝗝𝗢𝗛𝗡 𝗔𝗡𝗚𝗘𝗟𝗢 𝗧. 𝗔𝗥𝗥𝗘𝗭𝗔, 𝗖𝗘, as 𝙏𝙚𝙢𝙥𝙤𝙧𝙖𝙧𝙮 𝙋𝙧𝙚𝙨𝙞𝙙𝙞𝙣𝙜 𝙊𝙛𝙛𝙞𝙘𝙚𝙧, the Council welcomed a presentation from the Department of Agrarian Reform (DAR) on the Village-Level Farm-Focused Enterprise Development (VLFED) Project. The Maslog Carrascal Agriculture Cooperative (MACAGCO) was designated as the primary beneficiary, supporting efforts to expand organic fertilizer production and further enhance farmer livelihoods while promoting sustainable farming practices.

In the health sector, Dr. Sherwin V. Josol appeared before the Body to address clarifications on the proposed institutionalization of performance-based incentives for eligible healthcare workers of the Carrascal Primary Health Care Facility. The Sangguniang Bayan subsequently authorized the initiative, which will utilize PhilHealth Capitation Funds through a 50-50 allocation for facility improvements and incentives for healthcare workers, recognizing their continued service and dedication. In addition, the Council approved a resolution requesting the Department of Health (DOH) to deploy a Doctor to the Barrios (DTTB) to strengthen medical services in remote communities.

From empowering local farmers to strengthening the healthcare workforce, this session reflected a comprehensive vision for a more resilient and progressive Carrascal.

The 12th Sangguniang Bayan of Carrascal successfully conducted its 35th Regular Session through its first-ever “flying session,” held in Barangay Gamuton, marking a meaningful shift from the usual session hall to the heart of the community.

A dedicated segment of the session opened the floor to the Barangay Council of Gamuton, allowing them to directly raise local concerns and pressing issues. In response, the Municipal Engineer was present to provide immediate clarifications and technical insights, fostering a more responsive and solutions-oriented dialogue.

This initiative reflects the Sangguniang Bayan’s continuing commitment to make governance more accessible, participatory, and attuned to the real needs of the people—bringing public service closer to every barangay it serves.

The 12th Sangguniang Bayan of Carrascal continues to uphold its commitment to transparent, efficient, and people-centered governance as it convened for its 34th Regular Session.

Guided by its mandate under the Local Government Code, the Sanggunian carefully deliberated on key communications and measures, including the endorsement of the 2026 Local Disaster Risk Reduction and Management Fund (LDRRMF) Work and Financial Plan, as well as several provincial resolutions affirming local ordinances and promoting data privacy compliance across government offices.

In line with strengthening local development and community empowerment, the body also reviewed committee reports on the accreditation of farmers’ associations and the implementation of vital infrastructure projects—such as road concreting, construction of a dog pounding facility, and the development of a multi-purpose building in Barangay Gamuton.

Through diligent legislative work and proactive oversight, the Sanggunian ensures that policies, programs, and projects are aligned with the needs of the people—promoting sustainable growth, public welfare, and institutional accountability.

The 12th Sangguniang Bayan of Carrascal continues to put public interest at the forefront of its legislative agenda. During the 33rd Regular Session, the body held a direct dialogue with CARTMODA President, Mr. Wendil Getigan, to address reports of alleged fare overcharging. It was officially clarified that no fare increase has been implemented, as the association awaits further coordination with the Local Government Unit.

Recognizing that this is an urgent and time-sensitive concern, the Sanggunian has directed CARTMODA to submit a formal proposal for immediate review. The Committee on Transportation, in close coordination with the Executive Branch, is prioritizing this matter to ensure a timely, fair, and balanced solution that protects the welfare of both commuters and operators.

In a landmark move toward more inclusive governance, the Sanggunian also announced the launch of 𝗙𝗹𝘆𝗶𝗻𝗴 𝗦𝗲𝘀𝘀𝗶𝗼𝗻𝘀 starting next month in Barangay Gamuton. This initiative is designed to bring the legislative process directly to the community, fostering stronger public participation and ensuring that local policies are rooted in the actual needs of the people.

The 𝐂𝐚𝐩𝐚𝐜𝐢𝐭𝐲 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝐨𝐧 𝐁𝐚𝐬𝐢𝐜 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐃𝐨𝐜𝐮𝐦𝐞𝐧𝐭 𝐃𝐫𝐚𝐟𝐭𝐢𝐧𝐠 𝐚𝐧𝐝 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐓𝐫𝐚𝐧𝐬𝐚𝐜𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐜𝐞𝐬𝐬𝐢𝐧𝐠, organized by the Office of the Sangguniang Bayan of Carrascal, was successfully conducted on March 11, 2026 at RVL Events Place.

The activity gathered dedicated public servants and resource speakers in a meaningful exchange of knowledge and practical skills aimed at strengthening legislative and administrative processes within the local government. Through the sessions and workshops, participants were able to deepen their understanding of legislative drafting, financial documentation, and proper procedural practices essential to effective governance.

The event received very positive feedback from both speakers and participants, many of whom shared that throughout their years in public service, this was the first time they had experienced a training initiative of this kind focused on legislative documentation and processes. Such reflections underscore the importance and timeliness of the program.

The success of the activity reflects the collective commitment of the local government of Carrascal to capacity building, professional growth, and the continuous improvement of public service delivery.
