BAGONG PILIPINAS BARANGAYS SCHOLARS PAY-OUT!
Today, September 08, 2026 the Bagong Pilipinas Barangay Scholars Pay-Out was successfully conducted for our deserving student beneficiaries.
But before this meaningful day, a transparent and community-based selection process was undertaken.
Way back July 20, 2026, Barangay Central officially received Memorandum Circular No. 2026-038, containing the Implementing Guidelines for the Bawat Barangay Makikinabang: Presidential Assistance under the Socio-Civic Project Funds.
Immediately after the receipt of Memorandum Circular No. 2026-038, Hon. Salus D. Gargallo, Punong Barangay, issued instructions for the immediate dissemination of information regarding the Bawat Barangay Makikinabang: Presidential Assistance under the Socio-Civic Project Funds, particularly the Bagong Pilipinas Barangays Scholars Program.
Following the directive of the Punong Barangay, the information was cascaded to the Barangay's Purok Leaders and Barangay Health Workers (BHWs), who served as the frontline personnel in informing the community. They conducted a house-to-house information campaign to personally notify all identified incoming fourth-year college students and their respective parents or guardians regarding the scholarship program.
During the house-to-house visits, the BHWs explained the objectives of the Presidential Assistance Program, the eligibility requirements, the documentary requirements, and the date, time, and venue of the orientation and selection meeting. Parents and guardians were likewise encouraged to support their children's participation in the selection process and were informed of the importance of complying with the requirements prescribed under the Implementing Guidelines.
This systematic and community-based information dissemination ensured that all identified qualified students and their families received timely, accurate, and complete information regarding the program. It also promoted transparency, inclusiveness, and equal opportunity by providing every qualified applicant the chance to participate in the orientation and selection process.
Pursuant to the Memorandum, the Barangay convened a meeting on July 22, 2026 to discuss the guidelines and conduct the selection of the five (5) most deserving incoming fourth-year college students who would qualify under the Bagong Pilipinas Barangays Scholars Program. In accordance with the Implementing Guidelines, the Committee on Education was designated to supervise and manage the entire selection process.
The meeting formally commenced at 2:20 PM with opening remarks delivered by Hon. Salus D. Gargallo, Punong Barangay, who welcomed the participants and discussed the significance of the program as well as the implementing guidelines issued by the national government. He emphasized the Barangay's responsibility to ensure a transparent, fair, and objective selection process for the beneficiaries.
During the meeting, the participants were thoroughly informed about the allocation of the ₱200,000.00 Presidential Assistance granted to the Barangay. It was explained that ₱100,000.00 is allocated for the Bagong Pilipinas Barangays Scholars, while the remaining ₱100,000.00 is intended for Assistance for Barangays – Identified Development Priorities.
The eligibility criteria for the Bagong Pilipinas Barangays Scholars were carefully presented and explained. Particular emphasis was given to the prioritization criteria under Section 5.2.1.1(d) of the Memorandum, which states that priority shall be given to applicants from families with no member who has completed tertiary education.
Following the presentation, Hon. Rolando E. Bilay, Chairperson of the Committee on Education, together with Hon. Mark Allan L. Hibo, SK Chairperson, shared their insights regarding the Educational Cash Assistance Program and encouraged all aspiring scholars to uphold honesty and integrity throughout the selection process.
Out of the twenty-one (21) aspiring applicants who attended the orientation, eleven (11) voluntarily withdrew their applications after openly acknowledging that they already had siblings who had completed tertiary education. Their decision demonstrated integrity and respect for the provisions of the Memorandum, allowing the remaining qualified applicants to proceed in the selection process.
One applicant was unable to attend the meeting due to illness. However, prior to the deliberation, the applicant submitted a statement through chat explaining why she should be considered as one of the five deserving Barangay Scholars. The statement was read before the remaining applicants by Hon. Mark Allan L. Hibo, SK Chairperson, to ensure that the absent applicant would still be fairly represented during the selection process.
The remaining applicants were likewise given the opportunity to personally express their reasons for deserving the scholarship. During the sharing of personal circumstances and academic aspirations, two (2) additional applicants voluntarily withdrew after hearing the stories of the other candidates.
They expressed that the financial assistance was more urgently needed by the remaining applicants, stating that despite their own financial difficulties, they were still capable of continuing their studies with the support of their families. Their selfless act was acknowledged and sincerely appreciated by the Committee.
With nine (9) qualified applicants remaining—including the applicant who was absent due to illness—the Committee sought their consensus on the most appropriate method for selecting the final beneficiaries. By unanimous agreement, the applicants decided to conduct a secret written voting among themselves. The absent applicant remained included in the list of candidates to ensure equal opportunity and fairness.
Based on the results of the written voting, the following applicants emerged as the official beneficiaries of the Bagong Pilipinas Barangays Scholars:
Kiana E. Dino – 8 votes
Mark Kian J. Jarilla – 7 votes
Zyanni Alessandra E. Supillo – 7 votes
Nilo B. Opemia – 5 votes
Carla E. Grefal – 4 votes
The remaining four applicants received three (3) votes or fewer.
The announcement of the results was met with acceptance and respect from all participants. No objections, disputes, or untoward incidents were recorded, reflecting the transparency and credibility of the selection process.
Before the conclusion of the meeting, the Committee extended its sincere gratitude to all participants, especially those who voluntarily gave way for the benefit of others. Assurance was likewise given that all eligible applicants, whether selected as Barangay Scholars or not, would still receive Educational Cash Assistance through the Sangguniang Kabataan funds.
Immediately after the selection, the five official Barangay Scholars proceeded to the Office of the Punong Barangay, where they received further orientation and reminders regarding the responsible and appropriate utilization of the educational cash assistance they would receive.
The meeting was formally adjourned at 5:40 PM, having successfully completed a transparent, participatory, and merit-based selection process in accordance with the provisions of Memorandum Circular No. 2026-038.
And today, September 08, 2026, we celebrate the fulfillment of that process as our selected scholars receive their much-needed educational assistance.
