The Aurora Pacific Economic Zone and Freeport Authority (APECO) is advancing an ambitious infrastructure program that could transform Casiguran, Aurora into the Philippines' premier Pacific Gateway for trade, logistics, and export-oriented industries.
At the heart of this vision is a proposed railway connecting Central Luzon's manufacturing and industrial centers directly to the Casiguran International New Port, creating a seamless rail-to-port logistics corridor designed to move export cargo from factories to international markets more quickly and efficiently.
According to APECO President and Chief Executive Officer Undersecretary Gil G. Taway IV, the railway is one of four flagship infrastructure projects being prepared to accelerate economic development in Aurora and strengthen the country's logistics network.
The four proposed flagship projects include the Casiguran International New Port, Casiguran International Airport, a high-speed road network, and a railway project. The road and railway projects are specifically envisioned to connect the east and west economic zones of Central Luzon, creating a new multimodal transport corridor that links the Luzon Economic Corridor with the Pacific coast.
Speaking during a media briefing this week, Taway said these strategic infrastructure projects are designed to improve connectivity, reduce logistics costs, and make APECO more attractive to global investors seeking efficient access to regional and international markets.
The proposed railway would provide manufacturers with a direct transport link from industrial estates in Central Luzon to the Casiguran International New Port, minimizing dependence on congested road networks while significantly improving cargo movement and supply-chain efficiency.
Meanwhile, the Casiguran International Airport is expected to enhance passenger mobility, support high-value and time-sensitive cargo, and improve access for investors, tourists, and business travelers.
Complementing these facilities is a high-speed road network that will strengthen land connectivity between Aurora and Central Luzon, enabling faster movement of goods, people, and services across one of the country's fastest-growing industrial regions.
Together, the four flagship projects will establish an integrated transportation ecosystem where rail, road, air, and sea work seamlessly to support manufacturing, logistics, agribusiness, cold-chain facilities, tourism, and export-oriented industries.
The infrastructure program is also expected to reinforce the objectives of the Luzon Economic Corridor, creating a new east-west gateway that complements existing north-south transport corridors while expanding the Philippines' access to the Pacific and Asia-Pacific markets.
Established under Republic Act No. 9490, APECO occupies a strategic location on Luzon's eastern seaboard and spans approximately 496 hectares on the mainland, with an additional 12,000-hectare San Ildefonso Peninsula reserved for future industrial, commercial, tourism, and logistics development.
If realized, APECO's rail-to-port strategy could reshape the country's logistics landscape by connecting Central Luzon's factories directly to a modern Pacific gateway, strengthening export competitiveness, attracting new investments, and positioning Casiguran as one of the Philippines' next major logistics and investment hubs.
