The Provincial Veterinary Office (PVO), in collaboration with the Municipal Agriculture Office (MAO) of Lavezares, Northern Samar, successfully conducted a four-day Anti-Rabies Vaccination and Neutering Activity from July 21โ€“24, 2026, covering six (6) barangays and five (5) poblacion barangays in the municipality.

The activity was initiated by the Municipality of Lavezares through the Municipal Agriculture Office as part of its continuing efforts to control the growing dog and cat population, promote responsible pet ownership, prevent the spread of rabies, and ensure a safer community for its residents.

During the activity, a total of 182 dogs and 58 cats were vaccinated against rabies, while 29 dogs and 25 cats were successfully castrated/neutered. These interventions contribute significantly to the municipalityโ€™s rabies prevention and control efforts and help address the increasing population of stray and unwanted animals.

The Provincial Veterinary Office will continue its outreach activities, with the remaining barangays of Lavezares scheduled to be visited in the succeeding activities to ensure wider coverage and access to essential veterinary services.

The PVO expresses its heartfelt appreciation to the Municipality of Lavezares, through the Municipal Agriculture Office, for taking the initiative to organize and support activities that promote animal health, responsible pet ownership, rabies prevention, and community safety.

The PVO likewise expresses its sincere gratitude to the UEP-VKV Fraternity and VLV Sorority volunteers for their invaluable assistance and dedication throughout the four-day activity. Their active participation greatly contributed to the smooth and successful implementation of the vaccination and neutering campaign.

Through strong collaboration between the Provincial and Municipal Governments, the PVO remains committed to working hand in hand with local communities toward a rabies-free and safer Northern Samar.

The Provincial Veterinary Office (PVO) of Northern Samar, headed by Dr. Jose Luis Acompaรฑado, OIC-Provincial Veterinarian, actively participated in the Consultation Meeting with Agricultural Extension Workers (AEWs) under the Livestock Program organized by the Department of Agriculture โ€“ Regional Field Office VIII (DA-RFO VIII).

The consultation meeting brought together livestock extension workers and focal persons from the municipalities of Allen, Mondragon, Capul, Palapag, Biri, San Isidro, Victoria, San Roque, Catubig, Catarman, San Antonio, Lavezares, Bobon, Pambujan, Silvino Lubos, Gamay, Laoang, and Las Navas. Also in attendance was Engr. Jennifer Surio, Agricultural Program Coordinating Officer (APCO) of DA-RFO VIII, whose presence further strengthened coordination between the regional office and local government units.

The activity served as an important venue for updating local implementers on the status and accomplishments of the DA Livestock Programs. It also provided an opportunity to discuss current issues and challenges encountered in the implementation of livestock interventions across the region, promote the sharing of best practices among municipalities, and identify strategies to further improve livestock production, animal health services, and program delivery.

Presentations were delivered by Ms. Janelle Adarayan and Mr. Toi Morbos of the DA-RFO VIII Livestock Division, who provided comprehensive updates on the Department's priority livestock programs and major projects. Among the programs discussed were the Livestock Economic Enterprise Development (LEED) Program, which supports the establishment and expansion of sustainable livestock enterprises; the Swine Recovery Project (SRP), which supports the rehabilitation and recovery of the swine industry following the impacts of African Swine Fever (ASF); the Livelihood Opportunities and Viable Enterprise (LOVE) Program, which aims to improve farmers' livelihoods by promoting sustainable and income-generating livestock enterprises; the National Animal Genetic Resource Improvement Program, which promotes genetic improvement of livestock through artificial insemination and breeding technologies; the National Livestock, Poultry and Dairy Animals Distribution Program, which provides quality breeder animals to qualified beneficiaries; and the Goat and Sheep Expansion Program (GSEP), which promotes the expansion and genetic improvement of the goat and sheep industry to enhance local meat production and provide additional livelihood opportunities for livestock farmers.

The speakers likewise emphasized the eligibility requirements, implementation guidelines, target beneficiaries, monitoring mechanisms, and reporting requirements of each program. Participants were encouraged to strengthen collaboration among Local Government Units, improve data collection and reporting systems, and ensure the efficient implementation of livestock interventions at the municipal level.

An open forum followed the presentations, allowing participants to raise concerns, clarify program guidelines, and share field experiences and best practices in implementing livestock projects within their respective municipalities. The discussion fostered collaborative problem-solving and reinforced the commitment of all stakeholders toward achieving the goals of the national livestock development program.

The participation of the Provincial Veterinary Office in this consultation meeting underscores its commitment to supporting the Department of Agriculture's livestock development initiatives and strengthening partnerships with DA-RFO VIII and Local Government Units. The knowledge and updates gained from the activity will contribute to the more effective planning, implementation, monitoring, and evaluation of livestock programs in Northern Samar, ultimately benefiting livestock farmers and enhancing food security and rural livelihoods throughout the province.

The Provincial Veterinary Office (PVO), through its Animal Health Quarantine and Regulatory Division, conducted a series of on-site inspections and one-on-one interview to farm owners, stockyard establishment owners, meat establishment owners, and poultry and hatchery owners across select municipalities in Northern Samar as part of its continuing regulatory and biosecurity monitoring functions.

The inspections were carried out to assess the biosecurity status of hatchery, piggery, stockyard, and poultry operations within the province, ensuring that animal-related establishments adhere to standard biosecurity protocols that safeguard both animal health and public health.

In addition to biosecurity assessment, the activity likewise served to facilitate the registration of animal-related establishments not yet registered with the Bureau of Animal Industry (BAI), as well as to process renewals for establishments with existing BAI registration. The team also secured production data from animal-related establishments at each destination site to support the provinceโ€™s regulatory database and inform future animal health interventions.

The on-site inspections were conducted on the following dates and municipalities:

The Provincial Veterinary Office (PVO) of Northern Samar swiftly mobilized and conducted a mass anti-rabies vaccination drive for dogs and cats in the poblacion barangays of the Municipality of San Jose on June 15-18, 2026, following a reported case of a dog suspected to be infected with the rabies virus in Barangay Balite.

The incident was brought to the attention of authorities after the dog's owner reported the animal's abnormal aggressive behavior to the Municipal Agriculture Office (MAO). According to the report, the dog inflicted unprovoked bites on three (3) individuals prior to its death on June 10, 2026. The unprovoked nature of the attacks and the subsequent death of the animal raised serious public health concerns, prompting immediate response from the PVO.

In response to the alarming situation, the PVO immediately deployed its veterinary team to conduct emergency anti-rabies mass vaccination in the affected and surrounding barangays within the poblacion area. The activity aimed to create an immunological barrier and prevent the further spread of the disease among the animal population.

A total of one hundred ninety-seven (197) dogs and twenty-two (22) cats were vaccinated against rabies during the activity.

The PVO noted that the remaining eight (8) barangays located in the interior areas of the municipality were not yet covered in the initial phase of the operation due to their remote location. These barangays have been scheduled for vaccination in July 2026, ensuring that the anti-rabies campaign will reach all communities within the municipality.

The PVO urges pet owners and the general public to remain vigilant and to immediately report any animals displaying unusual or aggressive behavior to the nearest Municipal Agriculture Office or to the Provincial Veterinary Office. The public is also reminded to seek immediate post-exposure prophylaxis (PEP) at the nearest Animal Bite Treatment Center (ABTC) in the event of a dog or cat bite.

The Provincial Veterinary Office of Northern Samar remains committed to protecting public health through proactive animal disease surveillance, prevention, and control, consistent with the goals of the National Rabies Prevention and Control Program (NRPCP) and the One Health approach.

The Provincial Veterinary Office (PVO) of Northern Samar and the Municipal Agriculture Office (MAO) of Bobon, Northern Samar, jointly conducted a mass anti-rabies vaccination and neuter activity in Barangay San Juan, Bobon, upon the invitation of the LGU Bobon on May 29, 2026.

The MAO of Bobon initiated the program, implementing it one barangay at a time to ensure organized and effective delivery of veterinary services across the municipality. During the activity, each office took charge of specific interventions โ€” the PVO led the neutering procedures, while the MAO of Bobon spearheaded the mass anti-rabies vaccination for dogs and cats.

A total of 14 dogs and 4 cats were administered anti-rabies vaccines, while 8 cats and 4 dogs successfully underwent neutering or castration procedures.

The barangay-by-barangay approach demonstrates the MAOโ€™s dedication to systematically reaching every community in Bobon, promoting responsible pet ownership, rabies prevention, and animal population management in close collaboration with the Provincial Government of Northern Samar.

As part of the Municipality of Allenโ€™s celebration of Buwan ng Magsasaka at Mangingisda 2026, the Provincial Veterinary Office (PVO) was invited to conduct a mass vaccination and neutering activity for dogs and cats on May 26, 2026, at the Municipal Agriculture Office of Allen. The activity aimed to promote responsible pet ownership and support the local governmentโ€™s commitment to animal health and welfare in the community.

A total of 42 dogs and 11 cats received anti-rabies vaccinations during the one-day outreach, while 11 dogs and 3 cats were successfully castrated. The services were provided free of charge to pet owners in the municipality, giving residents the opportunity to have their animals protected and attended to by trained veterinary personnel. Adding to the festive spirit of the event, UNACHO Inc. also participated by distributing freebies to fur parents who brought their pets to the activity, making the experience even more rewarding for the community.

The activity reflects the continued partnership between the PVO, local government units, and private organizations such as UNACHO Inc. in bringing essential veterinary services closer to the public. Through initiatives like this, all stakeholders reinforce the importance of animal disease prevention and population management.

The Provincial Veterinary Office (PVO) of Northern Samar spearheaded a free anti-rabies vaccination activity for dogs and cats on May 23, 2026, at the Boulevard in Barangay Dalakit, Catarman, Northern Samar. The activity served as one of the featured services offered during the โ€œSummer Saya sa Ibabaoโ€ celebration, which was organized by Provincial Tourism Office in connection with the 61st Founding Anniversary of the Province of Northern Samar. The event drew enthusiastic participation from fur parents in the community who took the opportunity to have their beloved pets protected against the deadly rabies virus at no cost.

A total of 64 dogs and 31 cats were successfully vaccinated during the one-day outreach activity, reflecting the strong turnout and the communityโ€™s growing awareness of responsible pet ownership. In addition to the anti-rabies vaccination, five (5) dogs also received deworming services, further contributing to the overall health and well-being of the animals served. The PVO team worked diligently to accommodate all pet owners who came to avail of the free veterinary services, ensuring that each animal received proper care and attention throughout the event.

The activity was made even more meaningful through the generous participation of UNAHCO Inc., a leading animal health and nutrition company in the Philippines. UNAHCO Inc. delighted the fur parents by distributing freebies that included dog food, shampoo, electrolytes and other pet care products, adding a festive touch to the event. The PVO expressed its heartfelt gratitude to UNAHCO Inc. for their continued support and partnership in promoting animal health and welfare in the province.

The successful conduct of this veterinary outreach is a testament to the PVOโ€™s unwavering commitment to public health and animal welfare in Northern Samar. Rabies remains a serious public health concern, and through activities such as this, the PVO continues to work toward a rabies-free province. The office encourages all pet owners to actively participate in future outreach programs and to keep their petsโ€™ vaccinations up to date for the safety of both animals and the communities they live in.

The Department of Agriculture Regional Field Office 8 (DA RFO), in collaboration with the Provincial Veterinary Office (PVO) of Northern Samar, conducted a serosurveillance activity on livestock and poultry species through blood collection from May 5 to 7, 2026, covering the municipalities of Las Navas, Catubig, Rosario, Allen, Victoria, and San Antonio.

Animals housed at the Libas Demonstration Farm in Pambujan were likewise included in the blood sampling, extending the activity's reach to government-managed livestock facilities in the province.

The serosurveillance focused on various animal species and aimed to determine the prevalence of endemic diseases threatening the livestock and poultry sector. Among the diseases being monitored are African Swine Fever (ASF), Foot and Mouth Disease (FMD), Avian Influenza (AI), and Caprine Arthritis Encephalitis (CAE) and other diseases โ€” illnesses that pose significant risks not only to animal productivity but also to public health and the agri-based economy of the region.

The activity serves multiple critical purposes. It provides an early warning system for the detection of public health threats arising from animal diseases, supports the verification of disease-free status needed for the movement and trade of livestock and poultry, and supplies data that will guide government veterinarians and agricultural officers in formulating effective disease prevention and control strategies.

Serosurveillance, which involves the analysis of blood serum samples to detect the presence of disease-specific antibodies or antigens, is a key tool in national and regional animal health programs. By tracking disease patterns across selected municipalities, the DA RFO 8 and PVO aim to ensure that Northern Samar's livestock and poultry industries remain protected, productive, and competitive.
