PRO-8 Swiftly Apprehends Suspect in MacArthur Shooting Following Hot Pursuit

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, swiftly apprehended a suspect involved in a shooting incident following a hot pursuit operation conducted in Brgy. Palale 2, MacArthur, Leyte, Wednesday morning, August 20, 2025.

Authorities identified the suspect as alias “Osep,” a 40-year-old male, self-employed and resident of MacArthur, Leyte. While the victim, identified as alias “Eco,” a 40-year-old security guard, with live-in partner, also a resident of the same town.

Initial investigations revealed that the conflict between the two parties began a day before the incident, when the victim reportedly had a confrontation with the suspect’s son. On the morning of the incident, the suspect confronted the victim regarding the said matter, which escalated into a heated argument and subsequently resulted in the suspect firing a shot using a firearm of unidentified caliber.

The victim managed to evade the fired bullet and subsequently turned over one fired cartridge case and one bullet of unknown caliber to authorities.

In response, officers from MacArthur Municipal Police Station (MPS), working alongside the victim, conducted a hot pursuit operation that led to the suspect’s arrest just outside his residence; however, the firearm used in the incident was not recovered.

The suspect is now in the custody of the MacArthur MPS and will face charges for illegal discharge of fi****ms.

RD CAPOY praised the prompt and decisive action of the operating unit in arresting the suspect. He affirmed, “PRO-8 is steadfast in strengthening its efforts against crime and lawlessness. We will not waver in pursuing those who endanger our communities, ensuring justice is prompt and impartial.”

PRO-8 will continue to intensify its campaign to curb gun-related violence through swift and decisive law enforcement. Likewise, PRO-8 urges the public to cooperate and report suspicious activities to prevent similar incidents from occurring.

PRO 8 Swift 911 Response, Police Coordination Result in Recovery of Stolen Vehicle in Calbayog City

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8, under the leadership of PBGEN JASON L CAPOY, Regional Director, reported the successful recovery of a stolen vehicle through the swift response of Calbayog City Police Station on August 19, 2025.

At approximately 7:19 PM, Calbayog City Police Station personnel promptly responded to a 911 call from the complainant, alias “Javier,” who tracked his stolen vehicle via GPS in Brgy. San Policarpo, Calbayog City.

The stolen vehicle was recovered inside an auto repair shop in Brgy. San Policarpo, Calbayog City. While the rear plate number was missing and the front plate number differed from the original, verification through the engine number confirmed a match with the owner’s Certificate of Registration, thereby validating the vehicle’s identity.

Investigation revealed that the incident had already been reported to the Calamba City Police Station, and arrangements for the proper turnover of the vehicle between Calbayog CPS and Calamba CPS are currently underway for appropriate disposition.

PBGEN CAPOY commended the quick response of the operating team, emphasizing that the recovery highlights PRO 8’s commitment to crime prevention and swift police action to ensure public safety. “This accomplishment reflects our strong dedication to protect our communities — swift in action, firm in service,” he said.

PRO 8 Nets Region’s No. 1 Most Wanted Person

CAMP KANGLEON, PALO, LEYTE – In fortifying the intensified anti-criminality operations across Eastern Visayas, the Police Regional Office 8, led by PBGEN JASON L. CAPOY, commended the 804th Maneuver Company, Regional Mobile Force Battalion 8, for the successful arrest of the Region’s No. 1 Most Wanted Person in Purok 2, Barangay West Awang, Calbayog City, Samar, on August 20, 2025.

“The arrest of the Region’s No. 1 Most Wanted Person is a major accomplishment in our intensified anti-criminality operations. This success reflects the dedication, courage, and teamwork of our police personnel. PRO 8 remains steadfast in pursuing fugitives and bringing them to justice to ensure peace and security for the people of Eastern Visayas.”

Accordingly, the suspect was identified as alias “NenNen,” a 37-year-old male, delivery Personnel, and a resident of Brgy. Matobato, Calbayog City, Samar. The suspect was arrested by virtue of a warrant of arrest for two (2) counts of Qualified R**e of a Minor (Violation of RA 8353 in relation to RA 11648) with no bail recommended, and R**e through Sexual Assault with a recommended bail of Php120,000.00.

Meanwhile, the successful operation was a collaborative effort of the 804th Maneuver Company, RMFB8; Calbayog City Police Station (CPS); Western Samar Provincial Highway Patrol Team (WSPHPT); Western Samar Maritime Police Station (MARPSTA); Provincial Intelligence Team (PIT) Samar; Regional Intelligence Unit (RIU) 8 with its Tracker Team; Provincial Intelligence Unit (PIU) Samar; and the 1st Samar Provincial Mobile Force Company (SPMFC).

The accused was brought to Calbayog CPS for proper disposition.

PRO 8 will continue to intensify its law enforcement operations and pursue wanted persons to ensure the safety and security of the people of Eastern Visayas.

PRO 8 Nabs Illegal Hunters; Fi****ms and Ammunition Seized in Biliran

CAMP KANGLEON, PALO, LEYTE – Strengthening its campaign for peace, order, and environmental protection in Eastern Visayas, the Police Regional Office 8, under the leadership of PBGEN JASON L CAPOY, arrested six suspects for illegal possession of fi****ms and ammunition while allegedly engaged in illegal hunting in Brgy. Calipayan, Culaba, Biliran, on August 20, 2025.

Joint operatives of the Provincial Intelligence Unit (PIU) Biliran and Culaba Municipal Police Station conducted a patrol in the mountainous area of the barangay following reports of wildlife hunting.

The suspects were intercepted in possession of six improvised fi****ms locally known as sumpak, one shotgun, and 22 live ammunition for a 12-gauge shotgun, while allegedly hunting wild boar. They were identified as alias “Joey” (39), “Mar” (37), “Rodi” (39), “Ry” (23), “Lando” (38), and “Mel” (30), all residents of Brgy. Calipayan.

When required to present proper licenses to own, register, and carry fi****ms, the suspects failed to comply, constituting a violation of Republic Act 10591, or the “Comprehensive Fi****ms and Ammunition Regulation Act.” Moreover, their failure to secure a hunting permit from the Department of Environment and Natural Resources (DENR) also placed them in violation of Republic Act 9147, the “Wildlife Resources Conservation and Protection Act.”

PBGEN CAPOY commended the swift action of the operating units, noting that the arrest highlights PRO 8’s commitment to law enforcement and environmental conservation. “We are determined to keep illegal fi****ms off the streets and at the same time safeguard our natural resources. PRO 8 will continue to uphold our responsibility to ensure both public safety and environmental protection for future generations,” he said.

The suspects and the seized fi****ms were brought to Culaba MPS for documentation and the filing of appropriate charges.

Swift Police Action Nets Hacking Suspect in Lope De Vega

CATARMAN, NORTHERN SAMAR – In line with its campaign against criminality and strict enforcement of the 5-minute response policy, the Northern Samar Police Provincial Office (NSPPO), under the leadership of PCOL SONNIE B OMENGAN, Provincial Director, commended the Lope De Vega Municipal Police Station for the prompt arrest of a suspect involved in a hacking incident on August 20, 2025, in Purok 2, Brgy. Poblacion, Lope De Vega, Northern Samar.

A concerned citizen immediately reported the incident. Responding without delay, Lope De Vega police personnel proceeded to the scene, resulting in the swift apprehension of the suspect.

Authorities identified the suspect as a 37-year-old male farmer, while the victim was identified as a 42-year-old male. Both are residents of Purok 2, Brgy. Poblacion, Lope De Vega, Northern Samar.

Initial investigation revealed that the suspect and the victim had a drinking session earlier, which later escalated into a hacking incident. The victim sustained an injury to the right arm and was promptly transported to the Northern Samar Provincial Hospital (NSPH) for medical attention.

The suspect remains in custody for appropriate legal disposition.

Dalawang Akusado Sa Kasong Frustrated Murder, Arestado Ng Catarman PNP

CATARMAN, NORTHERN SAMAR – Matagumpay na naaresto ng Catarman Municipal Police Station (MPS), sa ilalim ng pamumuno ni PLTCOL JOHN RYAN C DOCEO, Hepe ng Pulisya, katuwang ang 804th Regional Mobile Force Battalion (RMFB), ang dalawang akusado sa kasong Frustrated Murder sa isinagawang operasyon ngayong Agosto 21, 2025 sa Barangay New Rizal, Catarman, Northern Samar.

Kinilala ang mga akusado bilang si alias “Macario,” 18 taong gulang at pangunahing akusado, na No. 8 sa Municipal Level Most Wanted Person list; at si alias “Hermon,” 21 taong gulang, na nakalista bilang Rank No. 7 Most Wanted Person, kapwa residente ng Brgy. New Rizal, Catarman.

Ang operasyon ay naisagawa sa bisa ng warrant of arrest na inilabas noong Agosto 19, 2025 ng Presiding Judge ng Regional Trial Court, Branch 19, 8th Judicial Region, Catarman, Northern Samar, na may inirerekomendang piyansa na ₱200,000.00.

Sa oras ng pag-aresto, binasa sa mga akusado ang kanilang mga karapatang konstitusyonal alinsunod sa legal na proseso. Nadokumento rin ang operasyon gamit ang alternatibong body camera bilang recording device upang matiyak ang transparency at accountability.

Matapos ang standard procedure tulad ng mugshot at booking, dinala ang mga akusado sa korte kung saan inisyu ang naturang warrant.

Kaugnay nito, binigyang-diin ni PLTCOL DOCEO ang kahalagahan ng operasyon laban sa mga wanted person sa kanilang hurisdiksyon.

“Ang pagkakahuli sa mga kabilang sa listahan ng Most Wanted Persons ay nagbibigay ng kapanatagan sa ating mga kababayan. Ipinapakita nito na walang ligtas ang mga lumalabag sa batas at may hustisyang naghihintay sa kanila. Patuloy kaming magsisikap upang manatiling payapa at ligtas ang komunidad,” aniya.
