Earlier today, October 6, 2026, the PESO Managers Association of Northern Samar (PESOMANS) convened at the Governorโs Office, Provincial Capitol, Catarman, Northern Samar, for a dialogue with Governor Harris Christopher M. Ongchuan regarding the current status and continuing efforts toward the institutionalization of Municipal Public Employment Service Offices (MPESOs) across the province.
The dialogue highlighted the importance of strengthening the institutional foundation of PESOs through the creation of dedicated plantilla positions and the establishment of a permanent PESO Manager in every municipality. These measures are among the key indicators considered in the Seal of Good Local Governance (SGLG), particularly the enactment of an ordinance providing for the creation of the PESO, allocation of a regular budget, and establishment of a plantilla position for the PESO Manager, preferably at a permanent Division Chief-level position or its equivalent.
Ms. Rose Anne G. Suan, NSPESO Head and PESOMANS President, and Mr. Maurice A. De Guia led the presentation, providing an overview of the status of each MPESO in terms of institutionalization, plantilla positions, designation of personnel, and other relevant observations.
Based on the presentation, four (4) out of the 25 PESOs in Northern Samar are already fully institutionalized: the Provincial Government of Northern Samar, Catarman, Gamay, and Palapag. These offices demonstrate that a fully established PESO is achievable when local policies, personnel, and resources come together in support of employment services.
Meanwhile, several municipalities are continuing to build the necessary groundwork for institutionalization. Las Navas, San Jose, and San Vicente are identified as municipalities that are still working toward the issuance of an ordinance, resolution, or executive order providing for their PESO. Their current status presents an opportunity to strengthen local policy support and move closer toward a fully institutionalized PESO.
On the other hand, Rosario, San Antonio, and Silvino Lubos have already taken an important step forward through existing resolutions or executive orders, providing a foundation that can be further developed toward full institutionalization through the passage of the appropriate ordinance and the creation of plantilla positions.
Also present during the dialogue was Engr. Primo N. Guarin, Supervising Labor and Employment Officer and Officer-in-Charge of the DOLE Northern Samar Field Office, who shared insights and guidance on the importance of institutionalizing PESOs as a key mechanism in strengthening employment facilitation and bringing responsive labor and employment services closer to communities.
The dialogue served not only as a presentation of the current status but also as a platform for identifying gaps, recognizing progress, and discussing practical steps toward stronger and more sustainable PESOs across Northern Samar.
