VALUES RESTORATION PROGRAM
"EMPATHY"
Under the management of 𝐉C𝐒𝐔𝐏𝐓 𝐑𝐈𝐋𝐋 𝐅 𝐒𝐎𝐍𝐎𝐍, DSC, JD, Regional Director of BJMPRO VIII, and the excellent leadership of SJO1 Rafael S Vestra Jr., Acting District Jail Warden, the Catarman District Jail conducted the Values Restoration Program with the theme: "EMPATHY"
During the program, JO2 Eugene Cardeño shared a meaningful message:

“As jail officers, we deal with different kinds of people every day, especially Persons Deprived of Liberty. Sometimes, we may see only their mistakes, their offenses, or the circumstances that brought them inside the jail. But bhind every PDL is a person a father, mother, son, daughter, brother, sister, or friend who may be carrying problems, regrets, fear, and hope.

There are times when our duties become stressful. We become tired, pressured, and sometimes frustrated because of the demands of our work. In those moments, it is easy to become impatient or forget that the person in front of us may also be struggling. This is where empathy becomes important.

For me, empathy does not mean being weak or being too lenient. We can still be firm while being compassionate. We can enforce rules while respecting the dignity of every person. A simple act of listening, a respectful response, or a few words of encouragement can make a difference in someone's day.”

Through the continuous implementation of the Values Restoration Program, Catarman District Jail remains committed to strengthening positive values, developing character, transforming perspectives, and inspiring meaningful change among its personnel and stakeholders.

The Bureau of Jail Management and Penology (BJMP), under the guidance and supervision of JSSUPT RILL F SONON, DSC, JD, Regional Director of BJMP RO VIII, the personnel of Catarman District Jail led by SJO1 Rafael S Vestra Jr., Assistant Jail Warden, together with other Law Enforcement Agencies and Employees of the Local Government Unit, actively participated the Monday Flag-Raising Ceremony held at Municipal Covered Court, Brgy. Acacia, Catarman, Northern Samar.

🎓 TESDA SKILLS TRAINING CULMINATION DAY | CATARMAN DISTRICT JAIL

The Catarman District Jail, under the supervision of JCSUPT RILL F SONON, DSC, JD, Regional Director of the Jail Bureau, and under the guidance of SJO1 Rafael S Vestra Jr, Acting District Jail Warden, in partnership with the Technical Education and Skills Development Authority (TESDA), successfully conducted its TESDA Skills Training Culmination Day, celebrating the dedication, perseverance, and accomplishments of its participating Persons Deprived of Liberty (PDL) and BJMP personnel.

The training covered Motorcycle/Small Engine Preventive Maintenance, Entrepreneurship Training, and Basic Electrical House Wiring Installation, providing Personnel and Persons Deprived of Liberty (PDL) with practical knowledge and valuable skills that can support their personal development and future livelihood opportunities.

The activity highlights the commitment of the Bureau of Jail Management and Penology (BJMP) to strengthening rehabilitation and reformation programs through skills development and technical-vocational training. These initiatives aim to equip Persons Deprived of Liberty (PDL) with competencies they can utilize as they prepare for their eventual reintegration into the community.

The activity aimed to provide Persons Deprived of Liberty (PDL) with practical technical and entrepreneurial skills through TESDA training on Motorcycle/Small Engine Preventive Maintenance, Entrepreneurship, and Basic Electrical House Wiring Installation. It also aimed to promote self-reliance, productivity, livelihood opportunities, and positive behavioral development, while preparing PDL for successful reintegration into the community upon release.

During the program, SJO1 Rhyan Mat E Arban shared a meaningful message:

“Citizenship is about service, responsibility, and having a sincere heart for the people we serve. As a jail officer and a public servant, I have come to realize that wearing the uniform is not simply a profession. It is a responsibility that I carry every day.

Being a jail officer has taught me that public service is not about being recognized or receiving praise. Sometimes, genuine service means doing our duty quietly, even when nobody notices. It means reporting for duty despite being tired, treating people with respect even when situations are difficult, and doing what is right even when no one is watching. .”

Staying calm, understanding, and positive demonstrates our professionalism and strengthens our ability to perform our duties effectively.”

NATIONAL HEROES DAY 2026

The Bureau of Jail Management and Penology (BJMP) under the supervision of JSSUPT RILL F SONON, DSC, JD, Regional Director of BJMP RO VIII, and the leadership of SJO1 Rafael S Vestra Jr., Acting Jail Warden of Catarman District Jail, participated in the Wreath Laying Ceremony in observance of National Heroes Day 2026 held at the Municipal Covered Court, Catarman, Northern Samar.

The solemn ceremony was spearheaded by Hon. Mayor Dianne E Rosales together with the Sangguniang Bayan Members and representatives from various Law Enforcement Agencies, to honor and pay tribute to the heroism and sacrifices of our Filipino heroes.
