This initiative highlights the cityโ€™s commitment to bringing essential government services closer to the peopleโ€”from health and medical assistance, social services, employment and business opportunities, to youth programs, agriculture support, treasury, legal aid, and more.

The activity was attended by Hon. Josephine Pescos, Sangguniang Panlungsod Member, representing Hon. Mayor Dexter M. Uy, City Mayor. Representatives and personnel from various offices and national agencies, such as CDRRMO, CLEAO, PCG, PNP, and other partner agencies, were also present, along with fire volunteers in the City.

LGOO II Engr. Anthony T. Salamida delivered an inspiring message highlighting the Departmentโ€™s mission to ensure peace and order, promote public safety and security, uphold excellence in local governance, and build resilient and inclusive communities.

As DILG officers, we remain committed to strengthening local governance and championing proactive safety measures in the City of Catbalogan.

City Officials Oriented on Foreign Travel Authority Policy During 1st Quarter 2026 ManCom Conference

CATBALOGAN CITY โ€” Executive and Legislative officials and personnel of the City Government of Catbalogan were oriented on the Foreign Travel Policy during the 1st Quarter 2026 Management Committee Conference held on February 5, 2026, at Bodega Iskolbar, Catbalogan City.

The orientation was attended by 58 Executive and Legislative functionaries and personnel and formed part of the regular Management Committee Conference agenda. The activity aimed to enhance awareness and compliance with the policies governing official foreign travel of local government officials and employees.

The orientation was presented by CLGOO Janice Terado, who discussed the key provisions and implementing guidelines of DILG Memorandum Circular No. 2025-023 dated March 4, 2025, which serves as the policy basis for the issuance of Foreign Travel Authority (FTA). The presentation emphasized the importance of securing proper authorization prior to any official foreign travel in accordance with national government policies.

A detailed walkthrough of the Foreign Travel Authority (FTA) Online System was also conducted, covering the processes for application submission, review, endorsement, and approval. The roles and responsibilities of concerned officials, focal persons, and approving authorities were clarified to ensure smooth and timely processing of foreign travel requests.

Participants were further oriented on the required documents, application timelines, and common issues encountered in FTA applications, with the objective of avoiding delays and ensuring full compliance with existing guidelines.

The activity underscored the City Governmentโ€™s commitment to good governance, transparency, and accountability by ensuring that all official foreign travel of its officials and employees is properly authorized and aligned with DILG Memorandum Circular No. 2025-023.

Through the orientation, City officials and personnel are expected to demonstrate improved compliance with the Foreign Travel Policy and more effective utilization of the FTA Online System in future foreign travel applications.

IMMIGRATION OFFLOADING: REMINDER FOR LGU OFFICIALS AND EMPLOYEES TRAVELING ABROAD
There have been recent reports of Immigration offloading involving Local Government Unit (LGU) officials and employees with planned overseas travel.
In view of this, all LGU officials and employees are reminded to secure a Foreign Travel Authority (FTA) from the Department of the Interior and Local Government (DILG) before traveling abroad to avoid possible offloading at the airport. Immigration authorities are currently enforcing travel requirements more strictly, particularly during the One-Year State of National Calamity declared from November 7, 2025 to November 7, 2026, pursuant to Proclamation No. 1077, s. 2025.
LGU officials and employees are strongly advised to coordinate early with their assigned DILG Field Officers for the following:
1. Assistance in the FTA application process
2. Review and validation of required documents
3. Guidance prior to submission through the online system
Applications are recommended to be submitted at least seven (7) working days before the intended date of travel.
Please comply with existing travel clearance requirements prior to departure. Proper preparation helps prevent travel delays and inconvenience at the airport.

CATBALOGAN CITY โ€“ Local Government Operations Officer VI Janice Terado made a courtesy call with Mayor Dexter Uy as she officially returned to her post as the City of Catbalogan's City Local Government Operations Officer (CLGOO).

Accompanied by Department of the Interior and Local Government (DILG) Samar Director Judy Batulan, CLGOO Terado presented comprehensive updates regarding the city's standing in various DILG-led assessments and audits conducted in 2025. The meeting provided an opportunity to discuss the city's performance across different governance metrics and areas requiring attention.

During the same gathering, CLGOO Terado informed Mayor Uy that Barangay Poblacion 13 in Catbalogan City has been identified as the designated area for this year's implementation of the Retooled Community Service Program. This Philippine government initiative aims to address the root causes of conflict and promote peace through community-identified projects under a Whole-of-Nation Approach. KATIG KATBALOGAN SECTARIES:
Strengthening Local Governance Through Empowered Barangay Secretaries

In a significant move to bolster local governance, the DILG Catbalogan formally launched the association of Barangay Secretaries in Catbalogan City. This initiative, which culminated during the observance of Local Government Month, is seen as a strategic step to unify and empower the barangays.

The newly formed association has been aptly named KATIG KATBALOGAN SECRETARIES (KKS). The term "katig" is a Waray-Waray word for the outrigger of a boat. Just as the outrigger provides stability, balance, and support to the vessel, the name symbolizes the crucial and foundational role that Barangay Secretaries play in ensuring the smooth and effective operation of their respective barangays. They are the stabilizing force, the meticulous record-keepers, and often the first point of contact for administrative matters within the community.

As part of the formalization process, the Barangay Secretaries gathered to elect their core set of officers. This leadership will be instrumental in steering the association's activities, coordinating with the DILG and City Hall, and advocating for the needs of its members.

Simultaneously, the members were strategically divided into clusters, with each cluster assigned a dedicated team leader. This organizational strategy is designed to create a more manageable, collaborative, and responsive network.

The DILG Catbaloganโ€™s decision to formalize and structure this association stems from a recognition that the Barangay Secretary is an indispensable pillar of local government. By providing them with a formal, organized platform like KATIG KATBALOGAN SECRETARIES, the Office aims to:

a. Elevate Professionalism: Encourage continuous professional development, ensuring secretaries are equipped with the latest knowledge in local government law, administrative procedures, and digital record-keeping.

b. Foster Unity: Break down isolation among secretaries, building a unified front that can collectively address administrative inconsistencies and challenges across Catbaloganโ€™s barangays.

c. Ensure Stability: Reinforce the position of the secretary as a non-political, stable administrative functionary, ensuring continuity in local governance regardless of changes in barangay leadership.

The establishment of KATIG KATBALOGAN is more than just a ceremonial activity, it is an investment in the administrative backbone of the Barangays. By empowering these "outriggers" of the community, the DILG is laying the groundwork for stronger, more efficient, and more responsive service delivery at the grassroots level.
