BFP raises alert status for Oplan Kaluluwa, modernizes response with Unified Hotline 911
The Bureau of Fire Protection is set to enforce strict alert status nationwide from October 28 to November 3, 2026 to ensure public safety during the observance of All Saintsβ and All Soulsβ Day.
Under the OPLAN KALULUWA 2026, the bureau will activate Code Blue (Heightened Alert Status) from October 28 to 29 and Code Red (Full Alert Status) will take effect from October 30 to November 3. The OPLAN KALULUWA 2026 will address specific risks during the holiday. The BFP anticipates massive crowds in cemeteries, heavy traffic in transport terminals, and higher risk of fires or theft in unattended homes left by traveling families.
To mitigate these risks, the BFP will run intensified awareness campaigns, strategic visibility, workforce augmentation and field documentation. The BFP will mobilize approximately 24,106 personnel. (16,301 for Fire Suppression, 3,109 Emergency Medical Services personnel will be on standby to provide medical assistance and emergency response; 1,187 Special Rescue Force and 3,373 Fire Safety Inspectors.) 2,245 Fire trucks, 371 Ambulances, and 260 Motorcycles will be stationed at visible public gathering points and major roads. Inspection teams will also conduct compliance checks at terminals, ports and cemeteries.
All regional command centers will maintain active and continuous communication to the National Emergency Operations Center. The BFP will also link its operations directly to the Unified Hotline 911, utilizing new dispatch systems and real-time monitoring for faster emergency response.
Officer-in-Charge FCSUPT Wilberto Rico Neil A Kwan Tiu called on the public to cooperate in ensuring a safe and fire-free Undas 2026. He urged them to observe fire safety precautions during the Undas observance.

Candles should be placed on stable, non-flammable holders and kept away from combustible materials such as curtains, dried leaves, flowers, and garbage.
Avoid electrical overloading, especially when using extension cords for multiple devices.
Visitors cleaning graves are advised not to burn dried leaves or trash, as this remains a common cause of fire incidents during the Undas season. Waste should be disposed of properly, and containers of water or sand should be kept nearby for emergencies.
If no one will be left at home, it is best to switch off the main electrical circuit breaker.
