To Officially 𝐊𝐢𝐜𝐤 𝐎𝐟𝐟 the 𝐓𝐚𝐧𝐝𝐚𝐲𝐚 𝐅𝐞𝐬𝐭𝐢𝐯𝐚𝐥, the Employees of the Provincial Government of Samar gathered in faith and unity for a holy mass, followed by an energetic motorcade.

Following the parade, provincial employees and attendees gathered at Tandaya Hall for the festival’s official opening program.

The 𝐓𝐚𝐧𝐝𝐚𝐲𝐚 𝐅𝐞𝐬𝐭𝐢𝐯𝐚𝐥 serves as Samar's premier cultural event, commemorating the province's pre-colonial name while showcasing its local talent, rich folklore, and strong community spirit through a series of commemorative activities.

On July 22 and 29, 2026, the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐇𝐮𝐦𝐚𝐧 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞r successfully conducted Human Resource Management Personnel Selection Board (HRMPSB) deliberations for prospective applicants.

Present during both scheduled sessions were PDRRM Officer 𝐌𝐚𝐧𝐮𝐞𝐥 𝐕𝐚𝐧 𝐀. 𝐓𝐨𝐫𝐫𝐞𝐯𝐢𝐥𝐥𝐚𝐬, standing in as the representative of 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐒𝐡𝐚𝐫𝐞𝐞 𝐀𝐧𝐧 𝐓𝐚𝐧, together with Provincial Human Resource Management Officer 𝐄𝐯𝐚𝐧 𝐊𝐡𝐫𝐢𝐬𝐭𝐢𝐧𝐞 𝐑. 𝐒𝐢𝐚𝐳𝐨𝐧, 2nd Level Representative 𝐌𝐞𝐥𝐢𝐭𝐚 𝐍. 𝐌𝐚𝐥𝐥𝐚𝐫𝐢, and 1st Level Representative 𝐆𝐞𝐥𝐲𝐧 𝐏𝐚𝐥𝐞𝐫𝐦𝐨.

They were joined across the separate deliberations by Provincial Administrator 𝐅𝐞 𝐓𝐚𝐧 𝐀𝐫𝐜𝐚𝐥𝐞𝐬, Assistant Department Head 𝐀𝐥𝐞𝐣𝐨 𝐏. 𝐐𝐮𝐢𝐭𝐚𝐥𝐢𝐠, Secretary to the Sangguniang Panlalawigan 𝐀𝐭𝐭𝐲. 𝐉𝐨𝐬𝐞 𝐂𝐫𝐢𝐬𝐨𝐬𝐭𝐨𝐦𝐨 𝐆𝐮𝐚𝐝𝐞𝐬, and 𝐌𝐬. 𝐉𝐞𝐧𝐧𝐢𝐟𝐞𝐫 𝐋𝐨𝐦𝐞𝐧𝐭𝐢𝐠𝐚𝐫 representing 𝐃𝐫. 𝐉𝐨𝐧𝐚𝐭𝐡𝐚𝐧 𝐆𝐚𝐛𝐫𝐢𝐞𝐥 𝐏𝐚𝐪𝐮𝐢𝐭, serving as representatives for the respective offices where vacancies exist.

As part of the Provincial Government of Samar’s commitment to the health and well-being of its employees, the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐇𝐮𝐦𝐚𝐧 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞r (𝐎𝐏𝐇𝐑𝐌𝐎), in partnership with 𝐎𝐬𝐩𝐢𝐭𝐚𝐥 𝐬𝐚 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 – 𝐎𝐩𝐭𝐢𝐜𝐚𝐥 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬, conducted vital eye examinations and consultations for our provincial workforce, followed by the distribution of prescription eyeglasses to qualified beneficiaries.

We extend our deepest and most sincere gratitude to the Ospital sa Barangay – Optical Services, under the leadership of 𝐉𝐨𝐬𝐞𝐥𝐢𝐧𝐨 𝐉𝐨𝐡𝐧 𝐉𝐫 𝐋𝐢𝐦 𝐄𝐥𝐥𝐞𝐭𝐚, for their tireless dedication, expertise, and compassionate service in providing quality eye care to our employees.

As part of the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐇𝐮𝐦𝐚𝐧 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞𝐫’𝐬 (𝐎𝐏𝐇𝐑𝐌𝐎) continuous learning and development commitments, the Provincial Government of Samar, through the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 (𝐏𝐌𝐎) led by Ms. 𝐋𝐮𝐜𝐢𝐥𝐥𝐞 𝐋𝐨𝐭𝐞𝐫𝐭𝐞, successfully conducted a dynamic two-day Executive Session: “𝐂𝐡𝐚𝐦𝐩𝐢𝐨𝐧𝐢𝐧𝐠 𝐂𝐡𝐚𝐧𝐠𝐞 𝐟𝐨𝐫 𝐁𝐞𝐭𝐭𝐞𝐫 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐢𝐧 𝐒𝐚𝐦𝐚𝐫.”

This session gathered our Assistant Department Heads, Division Heads, and Program Managers, the operational backbone of our provincial administration.

Under the 𝐁𝐫𝐢𝐝𝐠𝐢𝐧𝐠 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐏𝐫𝐨𝐠𝐫𝐚𝐦, this initiative sharpens the leadership capabilities of our key managers, from Assistant Department Heads to Division and Program Leads, enabling them to drive innovation and deliver seamless government services.

Towards better governance and continuous improvement!

The 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐇𝐮𝐦𝐚𝐧 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 (𝐎𝐏𝐇𝐑𝐌𝐎) successfully completed its 𝐀𝐮𝐝𝐢𝐭 𝐄𝐱𝐢𝐭 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞 with the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐥 𝐀𝐮𝐝𝐢𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬, headed by its OIC– Provincial Internal Audit Service, 𝐌𝐚𝐫𝐢𝐬𝐬𝐚 𝐒. 𝐌𝐚𝐛𝐢𝐧𝐠𝐧𝐚𝐲 alongside her dedicated audit team.

The conference served as a comprehensive evaluation of OPHRMO’s core administrative functions, focusing heavily on personnel relations, the accurate management of service records, streamlined leave application processing, and the proper maintenance of employee 201 files. Through this productive session, both offices reviewed key audit findings and discussed concrete steps to further optimize operational efficiency, ensure full regulatory compliance, and uphold transparency across all human resource operations in service of provincial personnel.

Continuous improvement = better service for everyone

We would like to clarify that the incident currently circulating on social media did not happen at Samar Provincial Hospital (SPH). It occurred in a private hospital in Catbalogan City.

Samar Provincial Hospital has two operational ambulances available per shift for patient referrals to higher-level hospitals whenever needed. Each ambulance is staffed by a driver and an ambulance nurse, and this service is provided free of charge, including fuel. In this particular instance, both of our ambulances were already transporting patients to Tacloban when assistance was requested.

We also wish to clarify that SPH does not charge patients any ambulance fee for hospital referrals.

We respectfully urge the public to verify information before posting or sharing negative comments, especially when they involve institutions that were not connected to the incident.

Lastly, we extend our heartfelt condolences to the bereaved family. Our thoughts and prayers are with them during this difficult time.
