👀CONDUCT OF PROVINCIAL PROJECT MANAGEMENT OFFICE AND TECHNICAL WORKING GROUP (PPMO-TWG) QUARTERLY UPDATING MEETING
The Provincial Project Management Office and Technical Working Group (PPMO-TWG) successfully conducted the Quarterly Updating Meeting last May 11, 2026, Monday, at 157th Street Hotel and Restaurant, Catbalogan City. The activity gathered partner agencies, stakeholders/PTWG Members to discuss key updates, accomplishments, and implementation concerns under the Philippine Multi-Sectoral Nutrition Project (PMNP).

The meeting featured several important presentations and updates from the PPMO team. Discussions included the PMNP Calendar of Activities and the IS Results Framework as of Q1 2026 presented by Alexander C. Astorga, RN, followed by the presentation of the PBG Tranche 3 Verification Tool, Documentary Requirements and Brief discussion on PMNP 2.0 Connect by Chippy C. Taday, RM, RN. Updates on LGU Deliverables Status were also discussed by Kier Kenneth G. Tarrayo to monitor the progress and compliance of participating municipalities.
During the afternoon session, Carmi Rose M. Gamba presented the status of PBG Tranche 1 and Tranche 2 implementation, while Renel Justin P. Aquino discussed updates regarding the HPG status. The activity concluded with an Open Forum facilitated by Gillian Nicole S. Borrel, allowing participants to raise concerns, clarify issues, and share recommendations to improve project implementation and monitoring.

Overall, the PTWG Quarterly Updating Meeting strengthened collaboration among stakeholders and reaffirmed the commitment of partner agencies in improving nutrition outcomes, enhancing monitoring systems, and ensuring the successful implementation of PMNP initiatives throughout the Province of Samar.

🗣️The PMNP National Project Management Office (NPMO) successfully conducted the 2nd Quarter Technical Services National Convention (Q2 TS NatCon)

This activity served as a vital platform to strengthen collaboration, enhance technical capacities, and align implementation strategies across all regions. Key discussions focused on municipal nutrition planning, Social and Behavior Change (SBC) implementation, local governance mechanisms, and effective grant utilization.

Participants also reviewed and updated essential operational tools, including the Capacity Building Inventory, ISSM deployment status, Local Nutrition Action Plans (LNAPs), and the functionality of Local Nutrition Committees (LNCs).

The convention was attended by dedicated representatives from Eastern Visayas, whose active participation contributed to meaningful exchanges, shared learning, and strengthened commitment toward achieving project goals.

👀The Philippine Multi-Sectoral Nutrition Project continues to strengthen nutrition governance and program delivery across the 20 Project Municipalities in the Province of Samar through the enhancement of the 2026–2028 Local Nutrition Action Plans (LNAP) cm Barangay Nutrition Action Plans (BNAP) Formulation Updates, convened at MGrand Royale Hotel from 🗓️April 27–30, 2026.

Following the completion of LNAPs under the Performance-Based Grants (PBG) Tranche 2, participating LGUs are now undertaking annual plan updates in line with the Nutrition Leadership and Governance–Nutrition Program Management (NLG-NPM) modules and the National Nutrition Council’s Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro). This ensures that local nutrition plans remain data-driven, adaptive, and responsive to the evolving needs of communities.

Through the enhancement workshop, participants reassessed their local nutrition situation using updated data from key systems such as FHSIS, OPT Plus, and HCSC. Equipped with tools like problem tree and bottleneck analysis, LGUs refined their strategies to better address malnutrition and related challenges. A strong emphasis was placed on integrating evidence-based Social Behavior Change (SBC) approaches to address critical behavioral and environmental factors influencing nutrition outcomes.

In parallel, the formulation and updating of the 2026–2028 BNAPs reinforced the importance of grassroots-level planning, ensuring that interventions are responsive and aligned from the barangay up to the provincial level. The workshop also highlighted the adoption of effective monitoring and evaluation systems to track progress and sustain gains.

This initiative not only enhances the technical capacity of LGUs but also strengthens commitment, accountability, and long-term sustainability of nutrition programs. By aligning local plans with national priorities and reinforcing evidence-based strategies, the PMNP empowers communities to deliver targeted, inclusive, and impactful interventions—paving the way for healthier and more resilient populations across Eastern Visayas.

PRE-DEPLOYMENT meeting was successfully conducted in the Municipality of Basey. This activity served as a preparatory step for the ISSM implementation scheduled.

The meeting focused on aligning the team on objectives, strategies, roles and responsibilities, and key activities to ensure the smooth and effective conduct of ISSM. It also provided an opportunity to clarify expectations, address potential challenges, and reinforce coordination among stakeholders.

The Integrated Supportive Supervision and Mentoring (ISSM) activity was successfully conducted in Basey, Samar, bringing together key personnel from various partner agencies and institutions. The activity was facilitated by the Regional Local Government Unit (RLGU) and the Mobilization Team (MobTat), in collaboration with the PMNP Contractors—SEED Inc., Human Capital Asia, and UPLB.

Over the three-day activity, participants engaged in sessions aimed at strengthening coordination, enhancing technical capacities, and ensuring the effective implementation of the Philippine Multisectoral Nutrition Project (PMNP) at the local level. The ISSM serves as a vital mechanism to harmonize supportive supervision across key program areas, promoting alignment, accountability, and improved service delivery.

With the active participation of representatives from PMNP, DSWD, NNC, HIMSOG, SEED Inc., UPLB, and Human Capital Asia—alongside the Municipal Nutrition Committee, Health Facility representatives, and the community of Brgy. The Philippine Multisectoral Nutrition Project (PMNP) continues to strengthen its implementation through collaboration among various government agencies, aligned with their respective mandates. With established multisectoral platforms at different levels, PMNP ensures synergy with existing health and nutrition programs—maximizing impact and optimizing resources for better community outcomes.

Prior to the ISSM Orientation proper, key updates were presented to set the direction for effective implementation. The session opened with the presentation of the Household Convergence Scorecard (HCSC) Q1 data collection by Alexander Astorga, Project Associate II, highlighting initial insights on household-level nutrition monitoring. This was followed by the PMNP Calendar of Activities presented by Reymart Dote, Project Associate II, outlining upcoming engagements and milestones for partner Local Government Units (LGUs).

Financial updates were then shared by Carmi Rose Gamba, Senior Project Assistant, focusing on the utilization of Tranches 1 and 2. To further guide LGUs, Chippy Taday, Project Associate II, discussed the Tranche 3 Verification Tool along with the required documentary compliance.

Building on these discussions, participants proceeded to the Integrated Supportive Supervision and Mentoring (ISSM) Orientation—an initiative designed to harmonize supportive supervision across key technical areas, including Nutrition Leadership and Governance, Data Quality Checks for the Field Health Services Information System and Operation Timbang Plus, Integrated Nutrition and Primary Health Care, Social Behavior Change, and the Household Convergence Scorecard (HCSC).

👀Strengthening nutrition systems through data and collaboration! 📊🌱

The PMNP PPMO successfully conducted the 3-day Roll-out Training on the Landscape Analysis on Nutrition Situation Assessment (LANA) on April 6–8, 2026 at MGrand Royale Resort in Catbalogan City.

The activity equipped key municipal stakeholders—including the MHO, PHN/FHSIS Coordinators, MNAO, Technical Managers, and MWDOs—with the knowledge and skills to update their MLGU LANA profile dashboards. It deepened their understanding of the eight key components of LANA, including their relevance, definitions, appropriateness, and data sources.

Emphasis was also placed on ensuring data quality through proper validation and quality checks prior to dashboard entry.

✨ Key highlights of the training included:
• Hands-on actual data entry to the LANA Dashboard, where participants were able to apply their learnings using the LANA ODK entry forms across all components and successfully complete draft MLGU LANA dashboards
• The development and presentation of Municipal Re-entry Plans, where LGUs outlined their planned activities on data collection, validation and approval, data encoding, and utilization of the LANA Dashboard for local planning and policy development

Guided by the provided template, the re-entry plans identified timelines, responsible personnel, and the necessary support from the LGU and RPMO to ensure effective implementation.

Selected LGUs—Almagro, Tarangnan, and Hinabangan—presented their outputs, showcasing practical and strategic approaches to operationalizing LANA at the local level. Their presentations reflected strong commitment to continuous data updating, quality assurance, and integration into MNAP/BNAP and other local initiatives.

This 3-day training marks a vital step toward strengthening evidence-based planning and improving nutrition outcomes in our communities.

The Philippine Multisectoral Nutrition Project (PMNP), in partnership with UNICEF, continues to roll out key interventions to improve nutrition outcomes across the country. Through six major technical packages—Nutrition Leadership and Governance, Integrated Nutrition and Primary Health Care, Social and Behavior Change, Data Quality Checks (FHSIS & OPT Plus), and the Household Convergence Scorecard—we are moving toward a more coordinated and effective nutrition system.

Out of 60 LGUs selected as pilot sites, the Municipality of Daram proudly stands as one of the two chosen in the Province of Samar! 🎉 This selection was based on a multi-criteria analysis considering health indicators, socio- demographic & economic conditions, and geographical factors—ensuring that interventions reach areas where they are most needed.

At the heart of this initiative is the Integrated Supportive Supervision and Mentoring (ISSM)—a system that goes beyond monitoring. It strengthens collaboration, builds capacity, and ensures that services truly reach our communities. ISSM is not about inspection—it is about partnership. We don’t just identify gaps—we work together to solve them.

👀In line with the implementation of the Philippine Multisectoral Nutrition Project (PMNP), a series of simultaneous field-level support and technical assistance activities were conducted from February 4 to 6, 2026, in coordination with concerned Local Government Units (LGUs) in the Province of Samar.

The activity aimed to provide focused technical assistance on the Harmonized Approach to Cash Transfer (HACT) liquidation for Direct Cash Transfer (DCT) 1, as well as to support LGU compliance with the documentary requirements for the release of Health Promotion Grant (HPG) DCT 2. These efforts were undertaken to ensure timely, accurate, and compliant fund utilization in accordance with PMNP guidelines.

The field activity was led by UNICEF consultants—Mr. Martin Sucuano, Ms. Mary Lourdette Panes, Mr. Spencer Barcena, Ms. Leah Tacsan, and Ms. Flory Ann Dycoco—together with the PMNP Finance Officers/Senior Project Assistant and Project Associate II, with active support from the Provincial Project Management Office (PPMO) of Samar.

Throughout the activity, the team provided on-site guidance to LGUs, facilitated coordination and clarification sessions, reviewed financial and programmatic documents, and addressed compliance gaps related to liquidation and grant release requirements. The presence and participation of the PPMO were instrumental in strengthening coordination, reinforcing technical guidance, and ensuring that LGUs were adequately supported in meeting project standards.

This activity contributed to improved LGU readiness for fund liquidation and grant release, enhanced understanding of HACT and PMNP financial procedures, and strengthened collaboration among UNICEF, PMNP, PPMO, and LGU partners—ultimately supporting the effective and accountable implementation of nutrition interventions at the local level.
