𝟭𝟬-𝗳𝗼𝗿-𝟭𝟬: 𝗖𝗮𝘁𝗯𝗮𝗹𝗼𝗴𝗮𝗻 𝗖𝗶𝘁𝘆 𝗦𝘄𝗲𝗲𝗽𝘀 𝟮𝟬𝟮𝟲 𝗥𝗟𝗚𝗖 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁, 𝗘𝗮𝗿𝗻𝘀 𝗦𝗽𝗼𝘁 𝗮𝘀 𝗣𝗼𝘁𝗲𝗻𝘁𝗶𝗮𝗹 𝗣𝗮𝘀𝘀𝗲𝗿

The City Government of Catbalogan has achieved a PERFECT PASSING RATE across ALL 10 GOVERNANCE AREAS for the assessment held today, August 28, 2026 at the Sangguniang Panlungsod Session Hall, Catbalogan City, Samar, earning a spot as a POTENTIAL PASSER under the 2026 Regional Local Governance Champions (RLGC).

The assessment was conducted by the DILG Samar Provincial Assessment Team, led by LGOO VII Carolina O. Ampong, together with team members Engr. Myla M. Nicolasora (LGOO V), Jennilyn N. Almeria (LGOO II), Atty. Marlito Joshua Amistoso (LGOO II), and Mr. Roque G. Abeto (LGOO II). Following this 100% clean sweep across all evaluation categories, Team Leader Ampong and the provincial assessors will formally recommend a PASSING RESULT to the DILG Regional Director.

This endorsement paves the way for Catbalogan City as it moves forward to the next major milestone: another round of Regional Validation and Assessment scheduled for this coming September 2026!

We extend our sincere appreciation to our City Local Government Operations Officer (CLGOO), Ms. Ma. Vanessa C. Borja, as well as to our previous CLGOO, Ms. Janice B. Terado, for their guidance, technical expertise, and support throughout this journey. Their leadership played a vital role in ensuring that our city departments were fully prepared and aligned with DILG standards.

On behalf of the City Government and the entire people of Catbalogan City, we express our deepest sorrow and heartfelt condolences on the untimely passing of Mr. Kelvin Rod Agbon Castro, a dedicated healthcare worker who lost his life in an accident while in the line of duty last August 27, 2026.

As a nurse assigned under the Department of Health National Health Workforce Support System, Kelvin served our fellow Catbaloganons with unwavering commitment, compassion, and selfless care—especially in underserved areas where healthcare services are needed most. His service went far beyond his duty as a nurse. He was a compassionate listener, a reliable ally, and a champion for community health and wellness across our city.

We in the City Government of Catbalogan stand in full solidarity with Kelvin's family, loved ones, and colleagues during this difficult time. We extend our utmost assistance and support to his bereaved family as we honor a true hero who gave his life in service to our community.

We pray for his eternal rest and that his legacy of public service continues to inspire us all!

The City Health Department of Catbalogan City deeply mourns the untimely passing of Mr. Kelvin Rod Castro, RN, a Department of Health National Health Workforce Support System (DOH-NHWSS) nurse assigned to the City of Catbalogan.

On August 27, 2026, Mr. Castro was deployed, together with the vaccination team, to the island barangays of Catbalogan City for the conduct of the Measles-Rubella Supplemental Immunization Activity (MRSIA).

At approximately 2:00 in the afternoon, while waiting for their scheduled motorboat service for their return to Catbalogan City, Mr. Castro stayed at a waiting shed near the port of Barangay Canhawan Gote. His vaccination partner briefly returned to the health center to retrieve his mobile phone.

During this time, the waiting shed unexpectedly collapsed. A Barangay Health Worker (BHW) immediately called for assistance. Mr. Castro’s partner rushed to the area and found him trapped beneath the collapsed structure. He immediately conducted a rapid assessment and initiated cardiopulmonary resuscitation (CPR). The City Health Officer was promptly informed of the incident.

Mr. Castro was subsequently transported by boat to Catbalogan City. During the journey, his partner continuously provided CPR and emergency assistance until they reached the port, where the City Disaster Risk Reduction and Management (CDRRM) Team was already waiting to facilitate his transport to the nearest hospital.

Despite the immediate emergency response and further evaluation and management at the Emergency Room, Mr. Castro was sadly pronounced dead on arrival.

The City Health Department is profoundly saddened by this tragic incident. We extend our deepest condolences to Mr. Castro’s family, loved ones, colleagues, and all those who had the privilege of working with him.

We respectfully ask everyone to allow the bereaved family the time, privacy, and space they need to grieve. We also appeal to the public to refrain from speculation, unverified information, or comments that may add to the pain and grief of the family during this difficult time.

This was a tragic incident that has left the entire health workforce deeply saddened and shocked. We are grateful for the immediate assistance extended by the BHWs, the local community, the responding teams, and everyone who contributed to the emergency response.

Mr. Castro passed away while performing his duties in public service, serving our communities and contributing to the
delivery of essential health services to the island barangays of Catbalogan City.

His dedication to duty and commitment to public service will not be forgotten.

We salute you, Nurse Kelvin.

May you rest in peace.

Bilang bahagi ng Measles-Rubella Supplemental Immunization Activity (MR-SIA) ng Department of Health (DOH), hinihikayat ang lahat ng magulang at tagapag-alaga na ipabakuna ang kanilang mga anak upang makatulong na maiwasan ang pagkalat at pagsiklab ng Tigdas at Rubella sa ating komunidad.

👶 Bakit mahalaga ang bakuna?
✅ Nagbibigay ng dagdag na proteksyon laban sa Tigdas at Rubella
✅ Nakakatulong upang maiwasan ang outbreak
✅ Pinoprotektahan hindi lamang ang ating mga anak kundi pati ang buong komunidad

Ang ROUTINE measles-containing vaccines (measles or MMR) ay naka-schedule ibigay sa local health centers at 9 months and 1 year old.

PERO pwedeng ibigay ang measles-containing vaccines 𝐚𝐬 𝐞𝐚𝐫𝐥𝐲 𝐚𝐬 𝟔 𝐦𝐨𝐧𝐭𝐡𝐬 in case of an outbreak. Meaning, pwede siya matanggap starting 6 months old.
