DOST-8 Samar PSTO Conducts Facility and Equipment Inspection at Mare-E-Monte Restaurant

Catbalogan City, Samar — The Department of Science and Technology Region VIII – Samar Provincial Science and Technology Office (DOST-8 Samar PSTO) conducted a facility and equipment inspection at Mare-E-Monte Restaurant, a beneficiary of the Small Enterprise Technology Upgrading Program (SETUP), in Catbalogan City, Samar.

The inspection team was led by Engr. Joseph Albert O. Lledo, together with Engr. Allaine A. Pulma and Ms. Renalyn L. Costo. The team was welcomed and accompanied throughout the inspection by Ms. Lourdes T. Singzon, owner of Mare-E-Monte Restaurant, who personally presented the facility and demonstrated the equipment acquired through DOST-8’s SETUP assistance.

The inspection provided an opportunity to assess the actual condition, utilization, and operational status of the equipment, as well as to determine how the technology intervention has contributed to the restaurant’s production and business operations. The team also discussed with the proponent the proper use, maintenance, and sustainability of the equipment to ensure that the assistance provided continues to generate meaningful benefits for the enterprise.

The Small Enterprise Technology Upgrading Program (SETUP) is one of the flagship technology assistance programs of the Department of Science and Technology (DOST) designed to help micro, small, and medium enterprises (MSMEs) improve their productivity, product quality, efficiency, and competitiveness through the adoption and upgrading of appropriate technologies.

Through SETUP, qualified enterprises may receive assistance such as technology and equipment acquisition, technical consultancy, testing and calibration, packaging and labeling assistance, product development, and other forms of technical support suited to their business needs.

More than simply providing equipment, SETUP seeks to enable MSMEs to upgrade their production capabilities, improve their processes, increase productivity, enhance product quality, and become more competitive in the market.

For Mare-E-Monte Restaurant, the equipment acquired through SETUP represents an investment in improving its operational capabilities and strengthening its capacity to provide quality products and services to its customers.

The facility and equipment inspection is part of DOST-8 Samar PSTO’s continuing effort to monitor, evaluate, and provide appropriate technical assistance to SETUP beneficiaries. Regular monitoring ensures that government-supported technologies are properly utilized, maintained, and translated into tangible improvements in enterprise operations.

DOST8 SAMAR PSTO JOINS 12TH REGULAR BOARD OF TRUSTEES MEETING OF CATBALOGAN CITY COMMUNITY COLLEGE

CATBALOGAN CITY, SAMAR — July 30, 2026. The Department of Science and Technology Region VIII – Samar Provincial Science and Technology Office (DOST8 Samar PSTO) participated in the 12th Regular Board of Trustees Meeting of the Catbalogan City Community College (CCCC) held in Catbalogan City, Samar.

As a member of the College’s Board of Trustees, DOST8 Samar PSTO took part in the deliberation and discussion of various proposed resolutions, institutional matters, and other concerns affecting the operations and development of the college.

Representing DOST8 Samar PSTO was Atty. Joseph Albert O. Lledo, who attended the meeting on behalf of Provincial Director Dr. Evelyn Bacarra-Tablante. Atty. Lledo actively participated in the deliberations, contributing in matters concerning institutional development, governance, and initiatives that support the advancement of education and science and technology.

The participation of DOST8 Samar PSTO in the Board of Trustees emphasizes the agency’s continuing commitment to supporting local higher education institutions and fostering collaboration among government agencies and academic institutions toward responsive, innovative, and sustainable educational development.

Happening Now: DOST Samar Conducts Basic Food Hygiene and Packaging and Labelling Training

Catbalogan City, August 04, 2026– The DOST 8 Samar Provincial Science and Technology Office (DOST 8 Samar PSTO) conducted a training on Basic Food Hygiene and Packaging and Labelling to the member MSMEs of RAFI Microfinance, Inc. (RAFI MFI).

As part of the Product Enhancement & Entrepreneurial Resiliency Scale-Up Program (PEER+ Program) of RAFI MFI, the training provided an overview on basic food hygiene, product packaging & labelling, and one-on-one product consultation.

Ms. Emelyn A. Maglahus, Supervising Science Research Specialist, provided a brief overview of DOST's key programs and services, as well as an insightful discussion of product packaging and labeling, while Engr. Philip John Condes, Science Research Specialist II, discussed the fundamentals of basic food hygiene.

The training emphasizes the importance of training and raising awareness about food safety responsibilities for business sustainability and consumer trust.

The activity is currently being held at Lily’s White House Events Place, Catbalogan City, Samar.

DOST Samar PSTO Participates in Provincial Land Use Committee Review of Talalora's Comprehensive Land Use Plan

The Department of Science and Technology Region VIII – Samar Provincial Science and Technology Office (DOST VIII Samar PSTO) actively participated in the Provincial Land Use Committee (PLUC) Meeting held on July 30, 2026, as one of the committee members tasked to evaluate and review the Comprehensive Land Use Plan (CLUP) of the Municipality of Talalora, Samar prior to its endorsement.

Representing Dr. Evelyn B. Bacarra-Tablante, Provincial Director of DOST VIII Samar PSTO, was Atty. Joseph Albert O. Lledo, RME, who took part in the technical deliberations and discussions together with the committee members. As the DOST representative to the PLUC, Atty. Lledo contributed science and technology-based perspectives to support evidence-informed land use planning and sustainable local development.

The meeting served as an important venue for the technical evaluation and collaborative discussion of Talalora's proposed CLUP, ensuring that the municipality's land use policies, development strategies, disaster risk reduction measures, environmental management strategies, and infrastructure plans are aligned with existing national policies and sustainable development goals.

The activity gathered representatives from various national government agencies, local government offices, and other key stakeholders who are members of the PLUC. Through an inter-agency review, the committee provided technical comments, recommendations, and policy guidance to further enhance the municipality's land use planning framework before its endorsement.
The Municipality of Talalora was represented by Mayor Rosabel O. Costelo, who led the municipal delegation in presenting the proposed CLUP. Together with the municipal planning team and other local officials, Mayor Costelo responded to the questions, comments, and technical clarifications raised by the committee members, demonstrating the municipality's commitment to crafting a comprehensive and responsive land use plan that addresses the present and future needs of its constituents.

As a member of the Provincial Land Use Committee, DOST VIII Samar PSTO reaffirmed its commitment to promoting science, technology, and innovation in local governance by providing technical inputs that contribute to resilient, sustainable, and inclusive development planning. The Provincial BNS Congress 2026 gathered inspiring delegates from all 24 municipalities and 2 cities of Samar, where creativity came alive as BNS participants showcased their vital roles in championing health, proper nutrition, and environmental protection in their communities.

As a dynamic partner in the Province's nutrition initiatives, DOST Samar represented by Ms. Emelyn Maglahus, Supervising SRS, took part as one of the panel of judges during the talent competition—an expression of its continued commitment to working hand in hand with the Provincial Government and partner agencies in harnessing science, technology, and innovation to build healthier people, stronger communities, and a more sustainable Samar.

DOST VIII Presides Over the 3rd SINP-PAMB Technical Working Committee Meeting in Catbalogan City, Samar

The Samar Island Natural Park (SINP) Protected Area Management Board (PAMB), through its Protected Area Management Office (PAMO), successfully conducted the 3rd Technical Working Committee (TWC) Meeting on July 28, 2026, at Luca Wharf, Catbalogan City, Samar.

The activity was spearheaded by the SINP Protected Area Management Office under the leadership of Ms. Leona M. Tumamak and gathered representatives from various member agencies and stakeholders to deliberate on key projects, programs, and policy matters concerning the management and protection of the Samar Island Natural Park.

The committee meeting was presided over by the Department of Science and Technology Regional Office VIII (DOST VIII), represented by Atty. Joseph Albert O. Lledo on behalf of Regional Director Dr. John Glenn D. Ocaña. During the meeting, the Technical Working Committee evaluated and deliberated on seven (7) project proposals and requests, including five (5) research proposals submitted by various proponents for endorsement and PAMB clearance.

Among the significant agenda items discussed were the request for PAMB clearance of the proposed Potable Water System Subprojects of the Province of Samar, which aim to provide safe and reliable water access to seventeen (17) barangays in the Municipality of Paranas, Samar; the revision of the Samar Island Natural Park Protected Area Management Plan; the updating of the SINP Manual of Operations; an overview and discussion of Department Administrative Order No. 2026-04 or the Environment and Natural Resources Law Enforcement Manual of Operations; and the request for PAMB Clearance for the construction of a Bureau of Fire Protection (BFP) Building in San Jose de Buan, Samar.

The conduct of the Technical Working Committee Meeting emphasized the collective commitment of government agencies, local government units, and partner institutions in ensuring that development initiatives within and around the protected area remain consistent with the principles of environmental stewardship, sustainable development, and biodiversity conservation.

Through collaborative governance and informed decision-making, the SINP-PAMB continues to strengthen its mandate of preserving one of the country's most significant protected landscapes while balancing the needs of communities that depend on its rich natural resources.

HAPPENING NOW: A collaborative meeting between DOST Samar, DTI-CITEM, and the LGU of Catbalogan City through the City Information and Communications Technology Office (CICTO) to explore opportunities to work together to advance Science, Technology and Innovation (STI) for sustainable development in the province of Samar.

The meeting features the promotion of the Sustainability Solutions and Exchange (SSEx) 2026, which will be held on October 15–17, 2026 in Manila. The event will provide a platform for MSMEs, LGUs, academe, and NGAs to showcase innovative and sustainable solutions.

The meeting also provided the opportunity to promote the Regional Smart Communities Exposition and Networking Engagement (rSCENE) 2026, presented by Mr. Exequiel Cabrigas, III highlighting opportunities for collaboration in building smarter and more sustainable communities.

A new chapter of service and excellence begins as DOST Samar PSTO proudly celebrates the appointment of two dedicated personnel to their new positions. Ms. Renalyn L. Costo officially assumed the position of Science Research Specialist I, while Ms. Ronalyn B. Pabello took her oath as Science Research Specialist II.

The oath-taking ceremony was administered by DOST8 Regional Director Dr. John Glenn D. Ocaña, marking the beginning of another meaningful chapter in their careers in public service and reaffirming their commitment to advancing science, technology, and innovation for the people of Samar.

Witnessing this memorable milestone were Provincial Science and Technology Director Evelyn Bacarra-Tablante, Supervising Science Research Specialist Ms. Emelyn Maglahus of DOST Samar PSTO, and Assistant Regional Director for Technical Operations Ms. Marilyn O. JUST NOW: The Samar Provincial Science and Technology Office (Samar PSTO) took part in the stakeholders' coordination meeting spearheaded by the Local Government Unit (LGU) of Paranas, led by Municipal Mayor Elvira Babalcon and Vice Mayor Atty. Eunice Babalcon. The meeting served as the venue to discuss updates on the collaborative implementation of DOST Samar and LGU Paranas initiatives aimed at strengthening the Blue Economy in Paranas, Samar.

During the session, Engr. Philip John Condes, Science Research Specialist II and program coordinator, presented the project's background, while Engr. Maria Myla Corales, Project Leader and Municipal Agriculturist of Paranas, reported the Year 1 project accomplishments and outputs to date.

The meeting fostered meaningful discussion and a productive exchange of ideas among key stakeholders, including DOST Samar PSTO, LGU Paranas, the Bureau of Fisheries and Aquatic Resources (BFAR) Samar, the Samar Provincial Fisheries Office, Barangay LGUs (BLGUs), and members of the Paranas Municipal Fisheries and Aquatic Resources Management Council (MFARMC). Together, the participants identified issues and challenges encountered in implementing the Blue Economy project in the municipality.

The Blue Economy concept advocates for the sustainable use of ocean and marine resources to drive economic growth, improve livelihoods, and generate job opportunities—all while safeguarding the health of ocean ecosystems.

The coordination meeting reaffirmed the shared commitment of DOST Samar, LGU Paranas, and the partner agencies to advancing Samar's Blue Economy agenda, ensuring that the sustainable use of ocean resources continues to benefit local communities economically while preserving marine ecosystem health for future generations.
