The local government of Catbalogan City has hit a major milestone in its proactive fight against poverty. On June 1โ€“2, 2026, the city successfully concluded its intensive 2-Day City Poverty Reduction Action Plan (CPRAP) 2026โ€“2028 Formulation Workshop.

Driven by a shared vision of inclusive growth, key city stakeholders, department heads, and community leaders united to map out concrete, data-driven solutions designed to uplift the lives of every Catbaloganon.

The conclusion of this workshop marks the beginning of a more rigorous, unified implementation phase. The City Government remains steadfast in its vow to transform these planned strategies into tangible realities that felt by ordinary citizens.

When we work as one, progress is inevitable. Let us keep moving forward toward a more prosperous, resilient, and poverty-free Catbalogan City!

The City Social Welfare and Development Office (CSWDO), in collaboration with the Gender and Development Focal Point System (GFPS) Council and the City Committee on Anti-Trafficking and Violence Against Women and their Children (CCAT-VAWC), successfully conducted the Joint 2nd Quarter Council Meeting on May 25, 2026, at Villa Josefa, Brgy. 08 Poblacion, Catbalogan City.

The meeting served as a venue for the presentation and reporting of Programs, Projects, and Activities (PPAs) implemented and not implemented under the Gender and Development (GAD) Fund. It also provided an opportunity for council members and partner agencies to discuss accomplishments and recommendations to further strengthen the implementation of GAD-related initiatives and programs addressing trafficking and violence against women and children in the city.

The City Council for the Protection of Children (CCPC) successfully conducted the Joint 2nd Quarterly Meeting of the GFPS, CCAT-VAWC, and CCPC on May 25, 2026, at Villa Josefa, Brgy. 08 Poblacion, Catbalogan City.

One of the highlights of the meeting was the presentation of the Child-Friendly Local Governance Audit (CFLGA) results by CLGOO Janice B. Terado, which emphasized the Cityโ€™s accomplishments and key areas for improvement in advancing child-friendly governance.

The gathering also served as a venue to discuss pressing child protection concerns, strengthen inter-agency collaboration, and reaffirm the commitment of stakeholders in safeguarding the rights, welfare, and best interests of every child in Catbalogan City.

Yesterday, May 23, 2026, personnel from the City Social Welfare and Development Office (CSWDO) participated in the Quarterly Stress Management Activity held at the CCDRR Center, STEP North, Barangay Payao.

The activity featured insightful discussions from Dr. Mae V. Caรฑal on managing stress in the helping profession, including topics on stress, burnout, compassion fatigue, secondary trauma, coping mechanisms, emotional regulation, self-awareness, and breathing techniques.

This initiative aimed to strengthen the well-being, resilience, and mental wellness of frontline service providers as they continue delivering compassionate and dedicated public service to the community.

Earlier today May 06, 2026, the City Government of Catbalogan, through the City Social Welfare and Development Office (CSWDO) conducted the Regular Meeting of the Child Representative Association.

The activity was presided over by the CCPC child representative, Mr. Chris Timothy Crebello, and served as a venue for child representatives to discuss the issues and concerns affecting children in their respective communities and collaboratively formulate activities and action plans to address the identified concerns.

The meeting highlighted the importance of child participation in promoting and protecting the rights and welfare of children in the community.

Earlier today, April 25, 2026, the City Social Welfare and Development Office (CSWDO) conducted a General Assembly at Bodega Skol Bar and Resto, Catbalogan City, with BCPC Child Representatives and their parents from the upland, island, Poblacion, northern, and southern barangays of the city.

The activity strengthened participantsโ€™ understanding of the importance of the Barangay Council for the Protection of Children (BCPC) and the Local Council for the Protection of Children (LCPC), highlighting the roles and responsibilities of BCPC Child Representatives at the barangay level and reinforcing their active participation in promoting and protecting childrenโ€™s rights within the community.

April 20โ€“24, 2026 โ€” The City Social Welfare and Development Office (CSWDO), in partnership with the Department of the Interior and Local Government (DILG), has successfully conducted a five-day Capacity Building Training for the Protection of Children at M Grand Royale Resort.

The activity gathered 175 Barangay Council for the Protection of Children (BCPC) members from 57 barangays, with each barangay represented by the Barangay Chairperson, Chairperson of the Committee on BCPC, and Barangay Secretary.

The training focused on the pre-assessment of BCPC functionality and the provision of coaching sessions aimed at strengthening the effectiveness and responsiveness of barangay-level child protection mechanisms. It was conducted in scheduled batches per barangay to ensure more focused engagement and efficient delivery of technical assistance.
This initiative highlights the continued commitment of local government units to strengthen child protection systems and promote the rights and welfare of children at the grassroots level.

Today, April 23, 2026, the City Social Welfare and Development Office (CSWDO), in coordination with the City Health Department (CHD), PNP Women and Children Protection Desk (WCPD), City Disaster Risk Reduction and Management Office (CDRRMO), and City Law Enforcement Auxiliary Office (CLEAO), successfully rescued a homeless non-resident individual at Barangay 03 Poblacion, Catbalogan City.

Earlier, on April 7, 2026, the CSWDO, headed by Ms. Annie G. Mustacisa, together with the Women and Family Program staff, conducted a brief interview with the individual. Based on the interview, the person stated that his family resides in Victoria, Northern Samar. Coordination with the said municipality confirmed that his immediate family is indeed a resident there.

At present, as the individual has not yet been reunited with his family, the City Government of Catbalogan, under the leadership of City Mayor Dexter M. Uy, has taken appropriate action. Through the coordinated efforts of the City Social Welfare and Development Office (CSWDO), City Health Department, City Disaster Risk Reduction and Management Office (CDRRMO), City Law Enforcement and Auxiliary Office (CLEAO), and the Philippine National Police (PNP), he has been referred to Samar Provincial Hospital for further medical treatment. The individual is currently experiencing cough, dehydration, and malnutrition.

The City Social Welfare and Development Office successfully conducted a Solo Parent Forum with over 100 solo parent participants from various barangays of Catbalogan City, Samar.

This was held in celebration of Solo Parents Week with the theme, โ€œHindi ka nag-iisa sa iyong pag-iisa: Yakap at Kalinga para sa Solo Parent.โ€

Our focal person, Maโ€™am Judith Delos Reyes, expressed her sincere gratitude to all the participants for taking the time to attend and actively engage in the event.

The activity was made even more meaningful through our resource speaker, Maโ€™am Annie Llauderes, RSW, JD, a Family Court Social Worker. Her dedication to educating and empowering solo parents, along with her words of wisdom, deeply touched the lives of the participants and made the forum a truly impactful experience.
