Youth Pre-Con: Listening to the Future

“The youth is the future.” This was the over-all message of the Youth Pre-Conference, the lead-up to the United Cities and Local Governments-Asia Pacific (UCLG ASPAC) Conference and Executive Bureau 2017. Held a day before the UCLG ASPAC’s 3-day main event, the youth pre-con seeks to create and establish a stronger connection between Local Government Units and the youth sector. It also aims to impress on the young participants that they play a significant role in achieving a sustainable society.
Setting the tone of the pre-conference, Ms. Rhea Penaflor, National Youth Commissioner of the Visayas, shared how important youth development programs are in every city all throughout the country. “Youth development is everybody’s concern,” she emphasized in her opening message.
Speaking as the keynote speaker, Senator Risa Hontiveros, took the opportunity to put a spotlight on the significance of mental health in folks of all ages. The senator noted that it is a significant health issue that has been in the dark for the longest time. The stigma, discriminations and misconceptions among people who suffer from mental health issues should also be addressed, the speaker added. “Mental health is for all,” the senator highlighted all throughout the duration of her speech.
Mayors from different cities have also witnessed the Youth Pre-conference, each of them was given ample amount of time to deliver an individual speech. Mayor Juan Carlo Medina (Vigan City) acknowledged the important roles played by the youth while Mayor Emil Elestianto Dardak (Trenggalek Indonesia) focused on Urban Civic Movement. On the other hand, Mayor Stephany Uy-Tan (Catbalogan City) expressed her gratitude to everyone while Mayor Bernard Faustino Dy (Cauayan City) emphasized the essence of connectivity among young individuals.
Dr. Sheridan Anthena Gajete from the National Youth Commission – Visayas Center discussed the highlights of the 2015 National Youth Assessment Study. The statistics showed the current situation of the Filipino youth, some of which were categorized as alarming data.
The plenary session, where speakers shared about their experiences, was also held in the pre-conference. The guests were also able to entertain questions raised by the youth. They were composed of Mx. Mario Balibago, Mr. Ryan Victor Miranda, Ms. Anzaira Roxas, Ms. Claire Eden Cabosoura, Mr. Reden Sabela, Dr. Sheridan Gajete, Hon. Bernard Dy and Hon. Juan Carlo Medina.
Breakout sessions were also done where the youth were able to come up with their suggestions and ideas to the kind of programs or governance that mayors around the Asia Pacific can listen to. These can be seen as a starter towards a more connected society, where young people are not seen as mere individuals but as partners in achieving a holistic development.
