𝙋𝙖𝙧𝙖𝙣𝙖𝙨 𝙇𝙂𝙐 𝘾𝙤𝙣𝙙𝙪𝙘𝙩𝙨 𝙂𝘼𝘿 𝙊𝙧𝙞𝙚𝙣𝙩𝙖𝙩𝙞𝙤𝙣, 𝙎𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣 𝙂𝙚𝙣𝙙𝙚𝙧-𝙍𝙚𝙨𝙥𝙤𝙣𝙨𝙞𝙫𝙚 𝙂𝙤𝙫𝙚𝙧𝙣𝙖𝙣𝙘𝙚

The Local Government Unit (LGU) of Paranas, Samar successfully conducted a two-day Basic Orientation on Gender and Development (GAD) Planning and Budgeting and Other Related Laws and Provisions, including the Harmonized Gender and Development Guidelines (HGDG) Framework Seminar-Workshop on April 28 - 29, 2026, at Kirigtaan Hall.

Engr. Myla M. Nicolasora, LGOO V, facilitated the discussions on key topics such as Basic GAD Concepts, the salient provisions of PCW-DILG-DBM-NEDA Joint Memorandum Circular (JMC) 2024-01, and the application of the Harmonized Gender and Development Guidelines (HGDG) in local governance. The sessions combined theoretical foundations with practical approaches to effectively mainstream gender in policies, plans, and programs.

The seminar-workshop aimed to enhance participants’ capacity in GAD planning and budgeting, equipping them with the necessary knowledge and tools to design, implement, and evaluate gender-responsive programs, projects, and activities. Through interactive workshops and group exercises, participants deepened their understanding of gender issues and strengthened their skills in crafting inclusive and responsive initiatives aligned with national development goals.

The activity gathered members of the GAD Focal Point System (GFPS) Executive Committee, led by Hon. Elvira U. Babalcon, Municipal Mayor and GFPS Execom Chairperson, reaffirming the municipality’s commitment to institutionalizing gender-responsive and inclusive governance.

The activity also emphasized the vital role of the GFPS Executive Committee, GFPS Technical Working Group, and the Monitoring and Evaluation Team in sustaining GAD efforts within the LGU, ultimately contributing to improved governance and the promotion of gender equality in the municipality.

𝗗𝗜𝗟𝗚 𝗦𝗮𝗺𝗮𝗿 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝟮𝟬𝟮𝟲 𝗖𝗙𝗟𝗚𝗔 𝗮𝗻𝗱 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝘀 𝗟𝗖𝗣𝗖 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗥𝗲𝘀𝘂𝗹𝘁𝘀

The Department of the Interior and Local Government (DILG) Samar Provincial Operations Office successfully conducted an Orientation on the 2026 Child-Friendly Local Governance Audit (CFLGA) and Presentation of the 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment Results at the LGRC Conference Hall on April 29, 2026.

The orientation aimed to equip the Provincial Inter-Agency Monitoring Task Force (PIMTF) with a comprehensive understanding of the guidelines, indicators, and assessment process of the 2026 CFLGA. It also served as a platform to present the results of the 2026 LCPC Functionality Assessment to enable stakeholders to assess current performance and identify areas for improvement.

Former CFLGA Focal Officer and OIC-MLGOO Anthea-Mae P. Pascubillo led the orientation on the CFLGA, providing detailed insights into the audit process and emphasizing its importance in promoting child-friendly governance—meanwhile, Engr. Myla M. Nicolasora presented the 2026 LCPC Functionality Assessment results, highlighting key findings that will guide LGUs in strengthening their child protection systems.

The activity underscored the commitment of DILG Samar and partner agencies to support LGUs in identifying gaps, enhancing child protection mechanisms, and ensuring compliance with established standards for child-friendly governance.

In attendance were members of the Provincial Inter-Agency Monitoring Task Force (PIMTF), including EnP Joel O. Mancol, OIC-Provincial Planning and Development Officer, Michelle E. Betor, representative from Provincial Social Welfare and Development Office (PSWDO), Maria Kristina Solis of Provincial Health Office, Ysabel Karla L. Aquino, OIC-Provincial Nutrition Action Officer, and Nazareno E. Ortillo of DepEd Samar Division.

Through this initiative, participating agencies reaffirmed their collaborative efforts toward building safer, more responsive, and child-centered communities across the province.

The Project Development and Management Unit (PDMU) of the Department of the Interior and Local Government (DILG) Samar, led by Provincial Director Judy L. Batulan, conducted a site validation for the proposed FY 2026 Local Government Support Fund – Growth Equity Fund (LGSF-GEF) project in Brgy. Malonoy, Motiong, Samar.

PDMU Engineers Jericho Paolo Almeria and Jefrey Tawatao spearheaded the validation activity in coordination with barangay officials and representatives from the local government unit. During the visit, discussions focused on assessing the condition of the existing road and identifying the most appropriate interventions to further improve and upgrade the roadway for the benefit of the community.

The activity aimed to evaluate the current condition of the old road and determine the best possible approach for the proposed road improvement project. The on-site assessment considered several important factors, including accessibility, road condition, safety, environmental considerations, and the long-term benefits that the upgraded road would bring to residents.

Through the site validation, the DILG, together with the local government unit and the community, continues to strengthen project planning and implementation to ensure that the proposed infrastructure project is responsive to the actual needs of the residents of Brgy. Malonoy and the Municipality of Motiong.

The Department of the Interior and Local Government (DILG) Samar, under the leadership of Provincial Director Judy L. Batulan, actively participated in the Samar Enhanced Comprehensive Local Integration Program (E-CLIP) Caravan held at Camp General Vicente R. Lukban, Maulong, Catbalogan City, Samar on April 28–29, 2026.

The Samar E-CLIP Caravan was organized by the 8th Infantry Division of the Philippine Army in partnership with the Provincial Local Government Unit of Samar and other government agencies and Civil Society Organization (CSO) stakeholders to strengthen the peace and development efforts in the province by streamlining the processing of applications for E-CLIP benefits, as well as identifying gaps and challenges in program implementation.

Notably, the event also served as a venue for the Samar Provincial ECLIP Committee to conduct a validation interview to ensure the eligibility of Former Rebels (FRs), applying for program benefits, highlighting the distinct practice of the Samar Provincial E-CLIP Committee in reinforcing its commitment to the Whole-of-Nation Approach.

Through the Samar Police Provincial Office (SPPO), an orientation on the fi****ms renumeration under the E-CLIP DILG-administered package of assistance was discussed. Director Batulan was also in attendance, representing the Department as Secretariat to the Samar Provincial ECLIP Committee.

Other participating agencies included PhilHealth, the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), Philippine Statistics Authority (PSA), Department of Trade and Industry (DTI), Department of Agriculture (DA), Samar Provincial Hospital, Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), and the Samar Police Provincial Office (SPPO), all working together to deliver converged government services.

The E-CLIP is a government initiative that supports the reintegration of FRs into mainstream society by providing a comprehensive package of assistance that addresses legal and security concerns, as well as economic, social, and psychological needs, including financial aid, livelihood support, skills training, medical services, and access to basic government services.

DILG Samar reaffirms the unwavering commitment to sustain inclusive peacebuilding and reintegration efforts, in line with Executive Order No. 70 that institutionalizes the Whole-of-Nation Approach. Through continued convergence and collaboration, the Department commits itself to performing its oversight and secretariat functions in the ECLIP, among others, in promoting lasting peace and development across the Province of Samar.
