The Department of the Interior and Local Government (DILG) Samar, headed by Provincial Director Judy L. Batulan, through its Provincial Project Monitoring and Development Unit (PDMU), together with Municipal Mayor, Hon. Christal Jean R. Elizalde, and Municipal Engineer, Ma. Beverly Raytos, conducted the final inspection of the Support to the Barangay Development Program (SBDP) FY 2025 projects and the inspection of the SBDP FY 2024 and FY 2024 Unprogrammed Appropriation (UA) projects in San Jose de Buan, Samar on August 5, 2026, to verify project compliance, assess remaining works, and facilitate the turnover of completed projects.

The inspection covered the completed SBDP FY 2025 renewable energy-based electrification projects in Barangays 1 and 2, where the inspection team verified compliance with the approved plans, specifications, and quality standards prior to turnover. Following the inspection, both projects were found ready for turnover.

The team also inspected the SBDP FY 2024 and FY 2024 UA farm-to-market road projects in Barangay 3. During the inspection, the remaining punch list items were identified, and the necessary corrective actions were communicated to the concerned parties to ensure compliance before the conduct of the final inspection and eventual turnover of the projects.

An exit conference was subsequently held with Hon. Christal Jean R. Elizalde to discuss the inspection findings, the required corrective measures, and the corresponding actions needed to address the remaining deficiencies. The meeting also covered the next steps to facilitate the completion and turnover of the projects.

The final inspection and exit conference form part of the continuing monitoring and validation efforts under the SBDP, ensuring that government-funded infrastructure projects are completed in accordance with established standards and are ready to serve their intended beneficiaries.

The Department of the Interior and Local Government (DILG) Samar, led by Provincial Director Judy L. Batulan, through its Project Development and Management Unit (PDMU) conducted a site validation of the proposed FY 2026 Growth Equity Fund (GEF) projects, a coordination meeting, and Local Project Monitoring Committee (LPMC) training in the Municipality of Marabut, Samar on July 29-30, 2026 to assess project viability, ensure compliance with technical standards, address implementation concerns, and improve local monitoring mechanisms.

The activity focused on the validation and assessment of the proposed potable water source in Barangay Tagalag and the identification of suitable locations for the installation of solar street lights in Barangay Tinabanan. DILG-PDMU engineers, together with barangay officials, conducted the validation to determine whether the water source is sufficient and feasible within the allocated budget and to identify the appropriate sites where the solar street lights will be installed in accordance with technical requirements and program standards.

Following the site validation, DILG facilitated a coordination meeting with local officials and technical personnel to discuss project requirements, implementation concerns, and other matters related to the ex*****on of government-funded projects. The discussions enabled stakeholders to identify issues requiring immediate action and establish appropriate measures to support project implementation.

The activity also included a training session for members of the LPMC, which aimed to enhance their capacity to monitor and evaluate government-funded projects. Participants were oriented on key monitoring procedures, documentation requirements, and reporting mechanisms necessary to ensure that infrastructure projects are implemented in accordance with approved plans and specifications.

The combined validation, coordination, and training activities provided local stakeholders with a clearer understanding of program requirements and strengthened their ability to oversee project implementation. Improved coordination among DILG, local government officials, technical personnel, and barangay representatives is expected to contribute to more efficient monitoring and timely resolution of implementation issues.

The initiative forms part of the DILG's continuing efforts to ensure that proposed FY 2026 GEF projects in Marabut are technically sound, compliant with government standards, and responsive to local development priorities while promoting accountability and effective public service delivery.

The Department of the Interior and Local Government (DILG) Samar, headed by Provincial Director Judy L. Batulan, through its Project Development and Management Unit (PDMU), together with the Local Government Unit (LGU) of Sto. Niรฑo, conducted a site validation of the proposed Fiscal Year (FY) 2026 Growth Equity Fund (GEF) of the Local Government Unit's projects on July 30, 2026, to assess the proposed upgrading and concreting of local roads amounting to โ‚ฑ21,811,200.00 and verify their readiness for implementation.

The activity validated the proposed road projects connecting Barangay Baras to Barangay Ilijan and the proposed local road project in Barangay Cabungaan. The validation team conducted an on-site assessment of the existing road conditions to determine whether the proposed scope of work corresponded with actual field conditions and supported the project's technical feasibility.

Throughout the site validation, the team examined the proposed project locations and review site conditions relevant to the planned infrastructure improvements. The field assessment enabled the team to identify conditions requiring technical consideration and provided information necessary for the refinement of project documents before implementation.

The validation generated updated field data that will support the technical evaluation and processing of the proposed projects under the FY 2026 GEF. By confirming existing site conditions and identifying issues that may require corrective action during the planning stage, the activity contributes to more efficient project implementation and helps ensure that the proposed road improvements respond to the transportation needs of the affected communities.

The site validation forms part of the continuing project preparation process for FY 2026 GEF-funded infrastructure initiatives and reflects the commitment of the concerned offices to implement local road projects that comply with technical requirements and contribute to improved accessibility and public service delivery in Sto. Niรฑo, Samar.

The Department of the Interior and Local Government (DILG) Samar Provincial Office, under the leadership of Provincial Director Judy L. Batulan, conducted an orientation on the 2026 Regional Local Governance Champions (RLGC) on August 4, 2026 at the Governor's Hall, Provincial Capitol, Catbalogan City to brief the provincial government of Samar on the updated indicators of the 2026 Regional Local Governance Champions and the preparations required for the upcoming assessment.

During the orientation, DILG Samar representatives presented the updated criteria and explained the corresponding evidence and supporting documents required under each governance area. Participants were also guided on timelines, reporting requirements, and mechanisms for coordinating with concerned offices to ensure the completeness and accuracy of submissions.

Discussions focused on aligning provincial government preparations with the standards set under the 2026 RLGC assessment. Participants raised operational concerns and sought clarifications on indicator requirements, enabling implementing offices and focal persons to better understand their respective responsibilities in the assessment process.

PD Batulan emphasized the lessons learned during the 2025 RLGC audit and reminded the Provincial Local Government Unit's SGLG team to learn from them and prepare in advance.

The orientation provided provincial offices with a clearer framework for organizing records, assigning responsibilities, and coordinating compliance efforts across departments. With a common understanding of the updated indicators and assessment requirements, concerned offices are expected to improve the efficiency of data gathering, documentation, and reporting processes necessary for governance evaluations and performance validation.

The activity forms part of DILG Samarโ€™s continuing efforts to assist local government units in meeting governance standards and assessment requirements. By equipping provincial officials and personnel with updated information and guidance, the orientation supports the province of Samar in preparing for the 2026 RLGC assessment and sustaining institutional practices that contribute to effective local governance and public service delivery.

The Department of the Interior and Local Government (DILG) Samar Provincial Office, headed by Provincial Director Judy L. Batulan, through its Provincial Project Development and Management Unit (PDMU), conducted the final inspection of the FY 2025 Financial Assistance to Local Government Units (FALGU) projects on August 3, 2026, in Jiabong, Samar, together with the Municipal Engineering Office, to assess the completion and readiness of the Child Development Center (CDC) projects for turnover.

During the inspection, DILG Samar PDMU Engr. Jericho Paolo N. Almeria and Engr. Jeremae M. Aying, accompanied by the Municipal Engineering Office, examined the completed civil works, structural components, architectural finishes, and other project features. The inspection team documented observations, identified items requiring final attention, and coordinated with the implementing office on the necessary actions before project acceptance and turnover.

The final inspection also provided an opportunity for the implementing office and the inspection team to confirm the project's overall status and ensure that any remaining concerns would be addressed before the facilities are placed into operation. The activity supports the government's quality assurance process by verifying that completed infrastructure projects meet the required standards for public use.

Upon completion of the necessary final works and compliance with inspection recommendations, the CDC is expected to provide safe and functional learning spaces for young children in the municipality. The completion and turnover of these facilities will enable the local government to improve the delivery of early childhood care and development services while providing a conducive environment for children's learning and development.

The final inspection reflects DILG Samar's continuing role in monitoring government-funded infrastructure projects and assisting local government units in ensuring that completed facilities are delivered in accordance with established standards, allowing public investments to be translated into accessible and functional community infrastructure.

The Department of the Interior and Local Government (DILG) Samar Provincial Office, headed by Provincial Director Judy L. Batulan, through its Provincial Project Development and Management Unit (PDMU), conducted a site validation for the proposed Expansion of the Level II Water System under the Support to the Barangay Development Program Unprogrammed Appropriation (SBDP 2025UA) on July 28, 2026, in Barangay Parasanon, Pinabacdao, Samar, to assess the existing water system and determine feasible expansion interventions that can be implemented within the project's approved budget.

The validation focused on the current condition and operational capacity of the existing water supply facilities to determine appropriate improvements that would expand service coverage and enhance system functionality. The inspection enabled the technical team to examine site conditions and identify practical interventions that are compatible with the available project allocation.

During the activity, PDMU Engineers, Municipal Engineer Engr. Zaldy R. Pacayra, and MEO staff discussed several expansion alternatives based on the site's existing infrastructure, engineering requirements, and budget limitations. The proposed options were evaluated to determine which interventions could deliver the greatest benefit to the community while remaining within the approved funding.

The activity forms part of the continuing implementation and validation process for SBDP 2025UA projects, ensuring that proposed infrastructure interventions are technically feasible, financially viable, and responsive to local conditions before implementation.
