𝗗𝗜𝗟𝗚 𝗦𝗔𝗠𝗔𝗥 𝗖𝗢𝗡𝗩𝗘𝗡𝗘𝗦 𝗣𝗥𝗢𝗩𝗜𝗡𝗖𝗜𝗔𝗟 𝗔𝗨𝗗𝗜𝗧 𝗖𝗢𝗠𝗠𝗜𝗧𝗧𝗘𝗘 𝗙𝗢𝗥 𝗧𝗛𝗘 𝟮𝟬𝟮𝟱 𝗣𝗘𝗔𝗖𝗘 𝗔𝗡𝗗 𝗢𝗥𝗗𝗘𝗥 𝗖𝗢𝗨𝗡𝗖𝗜𝗟 (𝗣𝗢𝗖) 𝗣𝗘𝗥𝗙𝗢𝗥𝗠𝗔𝗡𝗖𝗘 𝗔𝗨𝗗𝗜𝗧

The Department of the Interior and Local Government (DILG) Samar Provincial Operations Office, under the leadership of Provincial Director Judy L. Batulan, spearheaded the conduct of the 2025 Peace and Order Council (POC) Performance Audit through the Provincial Audit Committee (PAC) on May 26, 2026 at the DILG Samar Provincial Office.

The activity gathered members of the Provincial Audit Committee to evaluate the functionality and performance of the city and municipal Peace and Order Councils across the province. The annual audit serves as an important mechanism in assessing the effectiveness of LGUs in maintaining peace, public safety, and security through the implementation of responsive peace and order programs, policies, and initiatives.

The Provincial Audit Committee, composed of representatives from the DILG, Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Bureau of Jail Management and Penology (BJMP), Bureau of Fire Protection (BFP), and Civil Society Organizations (CSOs), thoroughly reviewed the submitted Means of Verification (MOVs) and assessed each LGU based on the prescribed national indicators and audit guidelines.

The results of the 2025 POC Performance Audit will serve as basis for recognizing high-performing LGUs and identifying areas where further technical assistance and capability development may be provided to enhance local peace and order governance.

𝗗𝗜𝗟𝗚 𝗦𝗔𝗠𝗔𝗥 𝗙𝗜𝗡𝗔𝗟𝗜𝗭𝗘𝗦 𝗖𝗙𝗟𝗚𝗔 𝗥𝗘𝗦𝗨𝗟𝗧𝗦, 𝗦𝗧𝗥𝗘𝗡𝗚𝗧𝗛𝗘𝗡𝗦 𝗖𝗛𝗜𝗟𝗗-𝗙𝗥𝗜𝗘𝗡𝗗𝗟𝗬 𝗚𝗢𝗩𝗘𝗥𝗡𝗔𝗡𝗖𝗘

The Department of the Interior and Local Government (DILG) Samar Provincial Operations Office headed by Provincial Director Judy L. Batulan, convened the members of the Provincial Inter-Agency Monitoring Task Force (PIMTF) through a virtual platform to conduct the review and finalization of the Child-Friendly Local Governance Audit (CFLGA) results for the cities and municipalities in the Province of Samar on May 26, 2026.

The activity was undertaken to systematically review and validate the submitted CFLGA assessment results and corresponding Means of Verification (MOVs), address identified gaps and inconsistencies, ensure compliance with established CFLGA indicators and guidelines, and finalize the official audit results for endorsement to the appropriate regional and national offices.

In her opening remarks, Carolina O. Ampong emphasized the importance of strict adherence to prescribed guidelines and the maintenance of accuracy and integrity throughout the audit process. She also outlined the strategies implemented during the conduct of the assessment and presented the list of 2025 passers, as well as the identified potential passers for 2026.

During the session, PIMTF members conducted a comprehensive review of the validation results from the local government units (LGUs). Key issues encountered during the assessment process were discussed, particularly those related to gaps in documentary requirements and inconsistencies in submitted MOVs. Corresponding recommendations and corrective measures were identified to enhance the overall implementation of the CFLGA in the province.

The activity resulted in the successful review and validation of the CFLGA assessment results, ensuring alignment with prescribed standards and guidelines. The meeting also provided a venue for inter-agency collaboration, enabling participating agencies to clarify concerns, resolve assessment-related issues, and agree on appropriate actions to improve the quality and reliability of the audit process. Moreover, the initiative reinforced the commitment of both national government agencies and LGUs to uphold child-friendly governance and advance the welfare and protection of children in the province.

As part of its continuing commitment to sustainable development and public safety, the Department of the Interior and Local Government (DILG) Samar Provincial Operations Office, headed by Provincial Director Judy L. Batulan, through the Project Development and Management Unit (PDMU) conducted site validation for the proposed Solar Light Projects under the FY 2026 Local Government Support Fund – Growth Equity Fund (LGSF-GEF) on May 19-20, 2026 in Zumarraga, Samar.

The proposed project will benefit 20 barangays in the municipality of Zumarraga, namely: Camayse, Macalunod, Boblaran, Poro, Mualbual, Lumalantang, Marapilit, Magaan, Talib, Tubigan, Sugod, Ibarra, Alegria, Arteche, Bioso, Tinaogan, San Isidro, Botaera, Maputi and Pangdan.

The activity was spearheaded by PDMU Engineers Joanne O. Velarde and Mark C. Varona in coordination with the staff of the LGU. The team visited the identified project sites to assess and validate whether the locations are suitable for the installation of solar-powered street lights.

With a total project fund of PHP 25 million, the proposed projects aim to provide long-term benefits to residents, especially those living in remote and underserved barangays. During the validation, the team inspected the proposed sites to ensure that the areas are accessible, strategically located, and capable of maximizing solar energy efficiency.

The project aims to improve nighttime visibility, enhance road safety, and strengthen public security within the community. More importantly, it promotes the use of renewable energy, which supports the municipality’s commitment to environmental sustainability and responsible development.

The successful conduct of the site validation marks an important step toward the implementation of the FY 2026 Solar Light Projects and the realization of brighter, safer, and more sustainable communities for the people of Zumarraga.
