The Department of the Interior and Local Government (DILG) Samar, under the leadership of Provincial Director Judy L. Batulan, actively participated in the Samar Enhanced Comprehensive Local Integration Program (E-CLIP) Caravan held at Camp General Vicente R. Lukban, Maulong, Catbalogan City, Samar on April 28โ29, 2026.
The Samar E-CLIP Caravan was organized by the 8th Infantry Division of the Philippine Army in partnership with the Provincial Local Government Unit of Samar and other government agencies and Civil Society Organization (CSO) stakeholders to strengthen the peace and development efforts in the province by streamlining the processing of applications for E-CLIP benefits, as well as identifying gaps and challenges in program implementation.
Notably, the event also served as a venue for the Samar Provincial ECLIP Committee to conduct a validation interview to ensure the eligibility of Former Rebels (FRs), applying for program benefits, highlighting the distinct practice of the Samar Provincial E-CLIP Committee in reinforcing its commitment to the Whole-of-Nation Approach.
Through the Samar Police Provincial Office (SPPO), an orientation on the fi****ms renumeration under the E-CLIP DILG-administered package of assistance was discussed. Director Batulan was also in attendance, representing the Department as Secretariat to the Samar Provincial ECLIP Committee.
Other participating agencies included PhilHealth, the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), Philippine Statistics Authority (PSA), Department of Trade and Industry (DTI), Department of Agriculture (DA), Samar Provincial Hospital, Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), and the Samar Police Provincial Office (SPPO), all working together to deliver converged government services.
The E-CLIP is a government initiative that supports the reintegration of FRs into mainstream society by providing a comprehensive package of assistance that addresses legal and security concerns, as well as economic, social, and psychological needs, including financial aid, livelihood support, skills training, medical services, and access to basic government services.
DILG Samar reaffirms the unwavering commitment to sustain inclusive peacebuilding and reintegration efforts, in line with Executive Order No. 70 that institutionalizes the Whole-of-Nation Approach. Through continued convergence and collaboration, the Department commits itself to performing its oversight and secretariat functions in the ECLIP, among others, in promoting lasting peace and development across the Province of Samar.
