The Department of the Interior and Local Government (DILG) Samar Provincial Operations Office, under the leadership of Provincial Director Judy L. Batulan, spearheaded the conduct of the 2025 Peace and Order Council (POC) Performance Audit through the Provincial Audit Committee (PAC) on May 26, 2026 at the DILG Samar Provincial Office.
The activity gathered members of the Provincial Audit Committee to evaluate the functionality and performance of the city and municipal Peace and Order Councils across the province. The annual audit serves as an important mechanism in assessing the effectiveness of LGUs in maintaining peace, public safety, and security through the implementation of responsive peace and order programs, policies, and initiatives.
The Provincial Audit Committee, composed of representatives from the DILG, Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Bureau of Jail Management and Penology (BJMP), Bureau of Fire Protection (BFP), and Civil Society Organizations (CSOs), thoroughly reviewed the submitted Means of Verification (MOVs) and assessed each LGU based on the prescribed national indicators and audit guidelines.
The results of the 2025 POC Performance Audit will serve as basis for recognizing high-performing LGUs and identifying areas where further technical assistance and capability development may be provided to enhance local peace and order governance.
