To strengthen collaborative links with non-governmental organizations, PDAO and MSWDO partnered with NORFIL Foundation, Inc. to host a workshop-seminar on July 22, 2026, at the ABC Hall in Brgy. 4 Poblacion, Catubig. The event brought together local Child Development Workers (CDW) and Barangay Health Workers (BHW).
Forty-three community workers attended the workshop, titled โDisability Sensitivity, Community-Based Rehabilitation, and Inclusive Development: A Workshop for Community Volunteers.โ The session equipped volunteers with vital knowledge about disability sensitivity, relevant laws, and developmental milestones, while defining their roles and outlining safeguarding policies for children and adults at risk.
Engr. Danilo L. De Asis, Officer-Designate of PDAO in Catubig, led the opening lecture. He debunked common myths surrounding impairment versus disability and updated participants on the current socio-political landscape regarding inclusivity.
Ms. Vianne Ann Luna, Training Officer for NORFIL Foundation, Inc., facilitated the technical workshop covering developmental milestones of children alongside the types and causes of disability. She also guided Barangay Health Workers on how to instruct community members on using assistive devices.
Ms. Ella Mae Laodenio, NORFILโs Community Development Officer, then led the session on volunteer roles and the organizationโs child protection policies. The workshop concluded with participants signing an oath of commitment, followed by the distribution of Certificates of Appreciation and Participation to the three speakers and 43 attendees.

The following day, July 23, 2026, PDAO and MSWDO spearheaded the election of new Municipal Persons with Disabilities Federation officers, registered local children and adults with disabilities, and distributed food packs provided by the Local Government Unit of Catubig.
Members unanimously elected Mr. Ryan Pigar of Brgy. San Francisco as President. Mr. Pigar earned his Bachelor of Science in Agriculture (Major in Animal Science) from the University of Eastern Philippines PRMC in 2024. The federation also filled all remaining officer positions during the election.
Ms. Laodenio extended NORFILโs full support to the newly formed leadership and encouraged officers to serve as active mobilizers for welfare and inclusion. Following the election, local persons with disabilities and their guardians received food packs from the Local Government Unit of Catubig.
Engr. De Asis, who serves as adviser to the Municipal Persons with Disabilities Federation, assured community members that the municipality will continue delivering inclusive and empowering programs under the progressive leadership of Municipal Mayor, Hon. Solomon G. Vicencio.
This two-day culminating activity highlights a profound truth: an inclusive community is never built through isolated efforts, but through unified and continuous action. That true empowerment is a collective journey where every individualโs contribution creates a ripple effect of meaningful change.
