CAUAYAN CITY, Isabela โ€” Indigenous Peoples (IPs) and Agrarian Reform Beneficiaries (ARBs) from seven municipalities in Isabela contribute their views and recommendations to the planning of the Support to Parcelization of Lands for Individual Titling (Project SPLIT) during the Provincial Indigenous Peoplesโ€™ Plan (IP Plan) Preparation on August 24, 2026, at the DAR Training Hall in San Fermin, Cauayan City.

The consultation brings together participants from Cabagan, Cauayan City, Echague, Ilagan, San Guillermo, Quezon, and Santa Maria to surface community concerns and identify measures that can help ensure that Project SPLIT implementation responds to the needs and circumstances of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Lucille M. Busog, Regional ESS Specialist, discusses the Indigenous Peoples Policy Framework (IPPF), providing participants with an overview of the framework and its relevance to the implementation of Project SPLIT.

Meanwhile, Mr. Roy T. Layao, Community Development Officer III of the National Commission on Indigenous Peoples (NCIP), shares relevant information on Indigenous Peoplesโ€™ rights and their participation in project implementation.

The consultation covers the status of Project SPLIT in the concerned municipalities, the process of preparing the Provincial IP Plan, and the Free, Prior and Informed Consent (FPIC) template. Participants also discuss the roles and responsibilities of stakeholders in data gathering and identify the issues, needs, and concerns of IP communities.

The activity further provides an avenue to validate existing environmental and social conditions, identify actual and potential risks and impacts associated with parcelization activities, and propose appropriate interventions based on the situation of IP communities.

The inputs and recommendations gathered from the participants serve as part of the participatory process in developing the Provincial IP Plan. These will help guide programs and activities addressing the priority needs and identified gaps of IP Agrarian Reform Beneficiaries in Isabela.

By incorporating the perspectives of Indigenous communities into the planning process, the activity helps ensure that Project SPLIT implementation remains inclusive and culturally responsive while upholding the rights, identity, culture, and livelihoods of ICCs/IPs. Members of the Sinili Vegetable Growers Agriculture Cooperative gain practical skills in tomato jam processing during a product development training held on August 21 in Sinili, Santiago City.

The activity focuses on teaching farmers how to turn fresh tomatoes into jam as a way of adding value to their harvest. DF Melanio Dalit Sison assists and guides the participants throughout the activity, providing hands-on support during the processing.

Retired Department of Education teacher Jesusa Flores serves as the resource speaker and trainer, demonstrating the preparation and processing of tomato jam and sharing practical techniques with the participants.

The training provides farmers with an additional option for utilizing their tomato produce and developing value-added agricultural products that may be introduced to the market.

The activity also supports the Sinili Vegetable Growers Agriculture Cooperative in strengthening its product development efforts and exploring additional opportunities for its members.

The approval marks an important step toward advancing agricultural development and creating greater opportunities for Agrarian Reform Beneficiaries (ARBs) in the four communities.

The development plan is initiated through the Department of Agrarian Reform Municipal Office (DARMO) Mallig, headed by Municipal Agrarian Reform Program Officer (MARPO) Cristina Castillo. It is initially prepared by Development Facilitator Engr. Cyril Cabuyadao, with the support of OIC-CARPO George Samonte, and later enhanced by ARC Point Person Michelle Joie Pascual Carlos with inputs from SIB Section Chief Charmaine Cae Alicum.

The plan is further refined under the guidance of OIC-PARPO I Engr. Cristeto V. Acoba Jr. and PARPO II Engr. Severino D. Gabot. It undergoes pre-deliberation from June 15 to 19, 2026, in Iloilo City before its final presentation by Engr. Acoba during the NARCTF deliberation.

The Mallig Plains ARC Development Plan focuses on key areas including agricultural modernization, infrastructure development, enterprise development, value-chain strengthening, institutional development, and market participation. It aims to help ARBs move beyond the production of raw commodities by promoting consolidation, processing, value addition, branding, and stronger market linkages.

During the final presentation, the NARCTF commends the proposed strategies and provides positive feedback on the development plan. The motion for approval is made by Presidential Agrarian Reform Council Director Jocelyn O. Ramones, CESO IV, and seconded by Project Management Director Von Mark Mendoza, with the support of the Task Force members.

With the national approval, the Mallig Plains ARC now moves toward the implementation of its development roadmap, laying the groundwork for stronger agricultural enterprises, improved market opportunities, and sustainable livelihood prospects for Agrarian Reform Beneficiaries in the community.

The Department of Agrarian Reform (DAR) Region II brought together Agrarian Reform Beneficiary Organizations (ARBOs), government agencies, institutional partners, and program implementers to strengthen market linkages and create more sustainable opportunities for farmers during the PAHP Regional Stakeholdersโ€™ Engagement and Awarding of Exemplary Partners and Implementers held at Hotel Sophia, Cauayan City, Isabela.

The activity gathered DAR officials and field implementers from Isabela, Nueva Vizcaya, Cagayan-Batanes, and Quirino, along with selected ARBOs, institutional partners, and other stakeholders involved in the implementation of the Partnership Against Hunger and Poverty (PAHP).

Usec. Josef Angelo S. Martires, CESO II, underscored the importance of strengthening partnerships and sustaining support for Agrarian Reform Beneficiaries in his message delivered during the activity.

DAR Regional Director Primo C. Lara, OIC-CARPO for RPBDD Elverito A. Juan, the PAHP National Coordinator, and representatives from the 502nd Infantry โ€œLiberatorโ€ Brigade also took part in the stakeholder engagement.

Among the participating organizations were the Rotary Community Corps of Cauayan City MPC, B-MEG, Department of Education Region II, National Irrigation Administration, and the World Food Programme, represented by Toshio Murakami, together with selected ARBOs and other stakeholders.

The PAHP is a collaborative initiative that seeks to address hunger and poverty, improve food security, and create sustainable economic opportunities for Agrarian Reform Beneficiaries and their organizations.

Through PAHP, DAR works with ARBOs and institutional markets to provide farmers with opportunities to consolidate and market their products, access more stable buyers, meet market requirements, and improve their income.

The stakeholdersโ€™ engagement provided a venue to assess existing partnerships, discuss implementation concerns, and share experiences that can help strengthen market linkages and make ARBO enterprises more sustainable.

The activity also featured the ceremonial completion of the ex*****on of the Memorandum of Partnership Agreement (MOPA) between the 502nd Infantry โ€œLiberatorโ€ Brigade and OSHWIND MPC, marking another collaborative effort in support of agrarian reform beneficiaries and their organization.

As part of the program, DAR recognized Outstanding ARBOs, Institutional Partners, and Exemplary Implementers for their commitment, cooperation, and valuable contributions to the implementation of PAHP in Region II.

The discussions emphasize that sustainable market linkages require ARBOs to meet buyersโ€™ needs for volume, quality, and timely delivery, supporting DARโ€™s continuing efforts to help Agrarian Reform Beneficiaries and their organizations become more productive, competitive, sustainable, and self-reliant.

Through stronger and more responsive partnerships, DAR Region II continues to support opportunities that can help farmers access markets, strengthen their organizations, and build more sustainable livelihoods.
