Finalization of the Local Poverty Reduction Action Plan (LPRAP) Matrix
September 9–10 & 14, 2026 | Bamboo Hall, Cauayan City Hall
The City Government of Cauayan successfully conducted the Finalization of the Local Poverty Reduction Action Plan (LPRAP) Matrix on September 9–10 & 14, 2026, at the Bamboo Hall, Cauayan City Hall. The activity brought together members of the City Poverty Reduction Action Committee (CPRAC), Civil Society Organizations (CSOs), and partner CSOs to translate poverty profiling data and sectoral inputs into an actionable, gender-responsive development roadmap.
To ground the planning process in clear policy and methodological guidelines, substantive orientations were delivered during the sessions. Ms. Lakambini Salvacion C. Cayaba discussed the legal bases and overview of NAPC-DILG Joint Memorandum Circular (JMC) No. 001, Series of 2025, while Ms. Karla Bernadette M. Aldea-Rollan presented a brief overview of the RPS and guided the strategic integration of the LPRAP into the Comprehensive Development Plan (CDP). In addition, Mr. Ronaldo J. Mateo discussed the overview of the LPRAP template, packaging, and submission requirements.
Valuable technical critique and sectoral inputs were provided alongside Ms. Krista Candice Gamis from the National Anti-Poverty Commission (NAPC), helping refine and sharpen the matrix to address priority poverty gaps effectively. Discussions also highlighted the integration of the Women, Peace and Security (WPS) Agenda within the CPRAC, ensuring that peace, security, women’s participation, protection, and empowerment are considered in local poverty reduction planning.
Grounded in the Magna Carta of the Poor (RA 11291) and the Magna Carta of Women (RA 9710), discussions focused on embedding sex-disaggregated data and gender-differentiated vulnerability analyses into the city’s poverty profile.
By establishing clear operational timelines, assigned responsibilities, and a monitoring framework, the initiative aligns local interventions with the Five Fundamental Rights of the Poor, while advancing gender-responsive and inclusive governance to ensure that no Cauayeño is left behind.
