𝐋𝐎𝐎𝐊: Kicking off 2024 with optimism and vitality, the men and women of Maritime Safety Services Command (MSSC) headed by its Commander, Coast Guard Vice Admiral (CG VADM) Joseph Coyme observed the time-honored tradition of New Year's Call at Headquarters MSSC this morning, 19 January 2024.

A Thanksgiving Mass officiated by the Command Chaplain, CG Commodore (COMMO) Lowie Palines started the day right by calling on the men and women of MSSC to be the better version of themselves this year. It was followed by the Ceremonial Blessing of the newly constructed MSSC Commissary and Gangway.

CG VADM Coyme was joined by his Deputy, CG CAPT Jaybom Calica and their ladies in welcoming key officers and senior enlisted personnels of the MSSC as part of its customs and traditions in reaffirming their commitment to serve and their adherence to the chain of Command.

Also present are members of the Philippine Coast Guard Auxiliary (PCGA) headed by Auxiliary Rear Admiral (RADM) Joy C Puno and members from the Philippine Raptors headed by Engr Maximino Camacho Ph.D and Engr Joylan Nadal Ph.D.

An audio visual presentation (AVP) showcased the significant milestones of the Command in relation to its primary role in maritime safety.

A highlight of the ceremony is the signing of the Memorandum of Agreement (MOA ) between MSSC and the Philippine Raptors, strengthening maritime safety enforcement especially in recreational safety.

Also, CG VADM Coyme presided over the turnover of donated computers from Aboitiz to the Maritime Safety Services Units (MSSUs).

In his message, CG VADM Coyme calls for unity and help among the men and women of the Command to perform our primordial function in maritime safety, especially in sourcing out strength in what the Command will face this year in line with the implementation of Functional Services Specialization and the Modernization of the Philippine Coast Guard (PCG). The Commander also shared his Command guidance for 2024.

AUX RADM Joy Puno and Engr Nadal of Philippine Raptors expressed their messages of commitment in line with the Command's thrusts.

CG VADM Coyme also presided over the oath taking Ceremony of the different MSSC boards and committees.

An organizational planning conference immediately followed after to lay down the next steps to work on the Command Guidance for this year.

The New Year's Call is a military-inherited PCG and tradition in which key staff officers, subordinate Unit Commanders and senior enlisted personnels appear before their Commanding Officer as a sign of renewed professional relationship and commitment to the organization.

𝐋𝐎𝐎𝐊: This is the message of Coast Guard Vice Admiral (CG VADM) Joseph Coyme, Commander, Maritime Safety Services Command (MSSC) as he presided the Turn -Over Ceremony of the Commander, Aids to Navigation Service (ANS) at HMSSC Function Hall this morning, 17 January 2023.

After manning the helm, Coast Guard Captain (CG CAPT) May Marfil relinquished her duties and turned over the command as the Commander, ANS to CG CAPT Michael Andag.

In her message, CG CAPT Marfil expressed her gratitude for the trust and confidence of CG VADM Coyme. Also, CG CAPT Marfil looks back on her journey from being part of the Central Staff to being a part of the MSSC Family, spearheading the diversifying maritime safety enforcement mandates of the Philippine Coast Guard(PCG).

In recognition of her invaluable contribution and leadership as the Outgoing Commander, ANS and a part of the MSSC Family, CG VADM Coyme bestowed the Award of Coast Guard Outstanding Medal and Ribbon to CG CAPT Marfil, who will now continue her service in the National Headquarters, PCG.

In his message, CG VADM Coyme calls for unity and esprit -de-corps within the MSSC. Further, CG VADM Coyme recognized the leadership in various capacities and contribution of CG CAPT Marfil to MSSC, and calls on the incoming Commander to sustain and continue what has been started in terms of Aids to Navigation.

The traditional turnover and change of command represent a transition in leadership and management as well as an opportunity and challenge for officers to gain new experiences, improve their capabilities as leaders, and broaden their horizons in order to become effective and efficient PCG officers.

𝐑𝐄𝐀𝐃: The Maritime Safety Services Command (MSSC) Family is one with the nation in welcoming 𝑵𝑬𝑾 𝒀𝑬𝑨𝑹 2024.

2023 has been an eventful and productive year as we strive to perform and improve our duties in maritime safety and public service.

As this year ends, we reflect and bid farewell to the challenges, experiences and triumphs we've had the past year and appreciate more of the present.

May the setbacks we've had, the lessons we've learned, the opportunities we've had, and the relationships we forged be our strength as we welcome a new beginning this year.

As we welcome the New Year, may the basic virtues of love, faith, family and service define and guide our actions this 2024.

𝐋𝐎𝐎𝐊: Coast Guard Master Chief Petty Officer (CG MCPO) Jay T Aristoteles officially assumed the designation as the new Command Master Chief Petty Officer of Maritime Safety Services Command (MSSC) yesterday, 28 December 2023.

Coast Guard Vice Admiral (CG VADM) Joseph Coyme, Commander, MSSC presided over the simple assumption ceremony held at the Commander's Lounge.

CG MCPO Aristoteles took over the post following the compulsory retirement of CG MCPO Renato J Francisco, yesterday, 28 December 2023.

𝐋𝐎𝐎𝐊: The Maritime Safety Services Command (MSSC) rendered a retirement ceremony in honor of Coast Guard Master Chief Petty Officer (CG MCPO) Renato J Francisco who bowed out after 32 years, 9 months and 30 days of public service today, 28 December 2023.

Coast Guard Vice Admiral (CG VADM) Joseph Coyme, Commander, MSSC conferred the Award of "Coast Guard Outstanding Achievement Medal and Ribbon" to the honoree in recognition for almost 33 years of selfless public service and significant contributions to the Naval and Coast Guard Service.

During the ceremony, CG VADM Coyme also recognized the spouse of CG MCPO Francisco, Mrs. Revilla Francisco, for her unconditional support of her husband's selfless commitment to the Naval and Coast Guard service.

On behalf of the Philippine Coast Guard and MSSC, CG VADM Coyme congratulated CG MCPO Francisco and recognized his efforts in maintaining the discipline and upholding the morale of the non-officers of MSSC.

In his message, CG VADM Coyme gave due credence to the significance of the conduct of this retirement ceremony and subsequently recognized the honoree's family for their unwavering support in his performance of duties.

CG MCPO Renato J Francisco started his career in the Philippine Navy in March 1, 1990 before cintinuing his service in the Philippine Coast Guard in 1999.

In this season of hope and giving, I find myself humbled by the unwavering commitment and dedication to duty of the men and women of Maritime Safety Services Command.

It is with sincerity that I convey my gratitude and appreciation for the support of everyone. Thank you for the gift of time, commitment, discipline, camaraderie, friendship and most especially, for being a part of the MSSC Family.

Your tireless efforts in performing your duties and responsibilities have not only shaped our Command but also improved our enforcement of maritime safety functions.

We may have had our challenges, as every family does, but with prayers, grit, communication and cooperation, we pushed through.

Inspired by the unconditional love of the Father, who is the sole reason for our celebration, may the hope of Christmas bring us renewed sense of purpose and commitment to do better as public servants and as members of our respective families.

May this Christmas bring joy, peace, safety and happiness to you and to your wonderful family.

𝐆𝐎𝐎𝐃 𝐍𝐄𝐖𝐒: Coast Guard Ensigns (CG ENS) Rex Randolph Basco and CG ENS Kian Oliver Hechanova successfully completed the Short-Term Training Course for Vessel Traffic Service (VTS) C0-103/1 for VTS Operators at the Maritime Transport Institute (MATRAIN), Malaysia
from October 30 to December 1, 2023.

Twenty nominees from Association of South East Asian Nations (ASEAN) countries such as the Philippines, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Thailand, and Vietnam participated in the said course.

The training consisted of eight modules comprehensively discussed by competent instructors with their shared experiences and examples on navigation, traffic management and equipment, communication coordination, VHF Radio and emergency situations. Practical tasks and simulations were used to assess the participants.

In the closing ceremony conducted last 01 December, both officers were awarded the Most Outstanding Students Award for their exceptional performance during the course. Additionally, CG ENS Basco finished 2nd overall with his Oral Practical Assessment with IALA representative Mr. Tom Southall. Also, CG ENS Hechanova received a Special Award for his exemplary conduct, which recognized him for being a role model with a diligent and honest demeanor, bringing honor and distinction to Maritime Safety Services Command and the Philippine Coast Guard as a whole.

The exceptional achievements of these officers are a testament to the caliber of individuals in the MSSC and the PCG as well as serve as an inspiration for their peers.

Participation in international courses is a reflection of the Command's commitment to enhancing personnel effectiveness and efficiency in maintaining vessel and navigational safety.

𝐈𝐂𝐘𝐌𝐈: The Maritime Safety Services Command (MSSC) through the Maritime Safety Services Training Institute (MSSTI) held the Graduation Ceremony of Maritime Safety Administration (MARSAD) Class 37-2023 at HMSSC Function Hall last 05 December 2023.

The ceremony was presided by Coast Guard Vice Admiral (CG VADM) Joseph Coyme, Commander, MSSC together with Coast Guard Commodore (CG COMMO) Dominador Senador III, Commander, Maritime Casualty Investigation Service (MCIS), Coast Guard Captain (CG CAPT) May Marfil, Course Director, senior officers, instructors and Training Staff.

Thirty-one (31) personnel from different Coast Guard units, districts, stations and sub-stations have successfully completed the course requirements and graduated as part of the Maritime Safety Administration (MARSAD) Course Class 37-2023.

In his message, CG VADM Coyme highlighted the initiative of functional specialization service for Philippine Coast Guard (PCG) personnel. Moreover, he underscored the importance of the continuous conduct of training for career advancement as well as to efficiently and effectively perform the duties and responsibilities as maritime safety enforcers in their respective areas.

The MARSAD Course is among the courses offered by the Command to prepare and qualify PCG personnel to perform Aids to Navigation, Vessel and Navigation Safety Administration, which is in line with the Command's thrust to further equip and capacitate personnel on maritime safety.
