𝗡𝗜𝗖 𝗪𝗘𝗟𝗖𝗢𝗠𝗘𝗦 𝗧𝗛𝗘 𝗡𝗔𝗩𝗔𝗟 𝗜𝗡𝗧𝗘𝗥𝗡𝗔𝗟 𝗔𝗨𝗗𝗜𝗧𝗢𝗥

Sangley Point, Cavite City – The Naval Installation Command (NIC) warmly welcomed The Naval Internal Auditor (TNIA), Commodore Lemuel E. Espartinez PN, during his visit on Monday, April 13, 2026.

Arrival Honors were accorded to Commo. Espartinez led by the Deputy Commander, NIC, Capt. Edwin B. Princillo PN(GSC), who served as the military host. This was followed by the traditional signing of the Command’s guestbook, after which TNIA was formally received by the Commander, NIC, Rear Admiral Peter Jempsun V. De Guzman PN.

The visit marked the commencement of TNIA’s annual regular management audit to evaluate the Command’s established procedures in the management of resources, funds, and properties, as well as identifying any areas for improvement in internal controls.

RAdm. De Guzman expressed full support for the audit team, emphasizing the importance of the annual management audit in strengthening governance, transparency, and accountability within the Command.

The regular management audit serves as a vital mechanism to ensure that all PN units comply with the established auditing rules, laws, and regulations, while promoting accurate and timely financial reporting and data management.

23 March 2026 – Cavite Naval Hospital marks a transition in leadership, presided over by CAPT HERNANE DC LANES PN (GSC), Commander of Naval Installation and Facilities – Cavite.

LTC LELAND LOWELL A BAGNOL MC (GSC), outgoing Acting Commanding Officer,CNH expressed his gratitude for the support of NIF-Cavite and the CNH team. Under his leadership, CNH was recognized as the AFP’s Best Military Treatment Facility for CY 2025 (Hospital Category).

COL RACHELLE C JUDILLA MC (GSC), the newly designated Commanding Officer, shared that her return to CNH, where she once served as a junior medical officer, is both meaningful and inspiring, reaffirming her commitment to lead with purpose and uphold the standards. She is guided with the principle "C.A.R.E"- Compassionate patient care, Accountability and Professionalism, Readiness and Resilience, and Excellence through Teamwork.

CAPT LANES PN (GSC) emphasized that CNH has the full support of NIF-Cavite and expressed confidence that the vision of completing the new CNH building will be realized through the leadership and enthusiasm of COL JUDILLA MC (GSC).

As leadership transitions, CNH remains committed in delivering quality healthcare and dedicated service to PN community.

Sangley Point, Cavite City - The month of December started on a high note for the Naval Installation Command (NIC), especially to the two newly promoted Senior Enlisted Personnel who officially donned their new rank insignia during the Donning of Ranks Ceremony held on Monday, December 1, in front of Headquarters NIC. The ceremony was presided over by the Commander, NIC, Rear Admiral Florante N. Gagua PN, together with the Deputy Commander, NIC, Commodore Estelito B. Lagadia Jr. PN.

The Command recognized the promotion of SCPO Ronaldo U. Rubio PN and SCPO Sherwin E. Omipon PN who have been promoted to the next higher ranks.

RAdm. Gagua extended his congratulations to the two newly promoted Senior Enlisted Personnel, acknowledging their years of hard work, professionalism, and unwavering dedication to the ideals of the Philippine Navy. He wished them continued success in their future endeavors and encouraged them to uphold the trust placed in them by leading with humility, integrity, and the quiet yet firm confidence expected of seasoned senior enlisted leaders.
