The Cebu City Government, through the Cebu City Planning and Development Office (CPDO), in partnership with DILG Cebu City, successfully conducted the Executive Agenda Workshop on August 12, 2026, at the Waterfront Cebu City Hotel and Casino, Lahug, Cebu City. The activity brought together key officials, department heads, and employees of the Cebu City Government to align the Cityโ€™s priorities, programs, and strategies toward responsive, sustainable, and inclusive local governance.
To demonstrate his commitment to the activity, City Mayor Nestor D. Archival delivered a message and presented the Executive Agenda toward a Sustainable, Smart, and Inclusive Cebu City. He emphasized the importance of aligning the Cityโ€™s programs and initiatives with its overall vision and the needs of Cebuanos. His presentation highlighted priorities on environmental sustainability, resilient infrastructure, smart governance and digitalization, improved public services, accessible healthcare and housing, and inclusive social programs. He likewise underscored the need for practical and coordinated actions to address key urban challenges, particularly traffic congestion, flooding, healthcare, and energy efficiency. Following the Mayorโ€™s presentation, CPDO Head Arch. Ann Marie Cuizon, who also served as one of the resource speakers, provided an overview of the activity, setting the context, objectives, and direction for the succeeding presentations and workshop sessions.
Building on the Cityโ€™s priorities and the activity overview, DILG Cebu City personnel served as resource speakers to provide the policy and governance framework and sectoral inputs for the formulation of the Executive Agenda. City Director EnP. Jonah V. Pino, MPA, CESO V discussed the Executive-Legislative Framework, while LGOO VI Emarie Quema-Deiparine presented the SGLG Priority Needs for Executive Support. The sectoral discussions were facilitated by LGOO VI Socorro Dorina Ll. Salas for the Social Sector, LGOO VI Janice Contado for the Economic and Infrastructure Sector, LGOO II Veverly Gulfan for the Environmental Sector, and LGOO VI Marven Ecarma for the Institutional Sector.
Following the presentations, LGOO II Danielle Camocamo facilitated the workshop proper, providing an overview of the process and explaining how to accomplish the Executive Agenda Workshop Form. The participants were then divided into five (5) sectoral groups, where they assessed the current situation and key issues in their respective sectors and identified appropriate Programs, Projects, and Activities (PPAs), responsible offices or persons, proposed legislative measures, and other necessary actions, taking into consideration relevant data sources and legal bases.
Upon completion of the workshop, each sectoral group presented its output in plenary, providing an opportunity to share and discuss the identified priorities and further refine the proposed actions. The consolidated outputs will serve as valuable inputs in shaping the Cityโ€™s Executive Agenda and translating its development priorities into concrete and responsive programs and interventions.
Through the collaborative efforts of the Cebu City Government and DILG Cebu City, the workshop strengthened the alignment of the Cityโ€™s vision, sectoral priorities, and proposed actions toward achieving a Sustainable, Smart, and Inclusive Cebu City.

In the ongoing ASEAN Smart Cities Network project, Cebu City is cooperating with Australia (through the Aus4ASEAN Futures Initiative) and UN-Habitat to improve urban mobility, security, and safety.
The city has identified the modernisation of its traffic command centre as a priority, which will lead to a more integrated, inclusive, and resilient urban transport framework. This is just one of many ways ASEAN, Australia and UN Habitat are supporting sustainable urbanisation across the region.
As we journey towards the 59th ASEAN Day, this progress reminds us that local governments are key to Navigating Our Future, Together, towards building cities where people can move, connect, and access opportunities more easily.

The University of San Joseโ€“Recoletos (USJR) recently presented the results of its Focus Group Discussion (FGD) and Citizen Satisfaction Index System (CSIS) survey for Cebu City in collaboration with the Department of the Interior and Local Government (DILG) Cebuu City and the Cebu City Planning and Development Office (CPDO) held on June 3, 2026 at CPDO Office, 8th Floor, Executive Building, Cebu City.
Dr. Jessica Magallon-Avenido and Ms. Chanine Sevilla of USJ-R presented the citizensโ€™ feedback and survey results on the cityโ€™s eight (๐Ÿ˜Ž service delivery areas: health programs and services, support to education, CSO participation in local governance, social welfare services, governance and response, public works and infrastructure, environmental management and economic & investment promotion. Findings from the FGD and CSIS provide valuable insights into public perceptions, service delivery performance, and areas for improvement, serving as an important reference for evidence-based planning and policy formulation.
In attendance during the presentation were DILG Cebu City Director EnP. Jonah V. Pino, MPA, CESO V, Cluster Head Dr. Michael V. Eltanal, LGOO VI Socorro Dorina Ll. Salas and LGOO II Veverly P. The CSIS is a set of data tools designed to gather citizen feedback on the service delivery performance of local government units.

Cebu City takes another step toward strengthened, data-driven, and people-centered governance through the Comprehensive Development Plan (CDP) Orientation held on May 11, 2026 at Cebu City Hall.

The activity gathered key offices, planners, and stakeholders to align on the updated Comprehensive Development Plan (CDP+) process, assessment tools, planning frameworks, timelines, and local data collection systems essential for the cityโ€™s long-term development direction.

Led by the Cebu City Planning and Development Office (CPDO) in coordination with the Department of the Interior and Local Government (DILG) Cebu City, the orientation emphasized synchronized local planning and budgeting, mainstreaming of development concerns, and the critical role of the City Planning Team in shaping sustainable and responsive programs for Cebu City.
