The Cebu City Government, through the Cebu City Planning and Development Office (CPDO), in partnership with DILG Cebu City, successfully conducted the Executive Agenda Workshop on August 12, 2026, at the Waterfront Cebu City Hotel and Casino, Lahug, Cebu City. The activity brought together key officials, department heads, and employees of the Cebu City Government to align the Cityโs priorities, programs, and strategies toward responsive, sustainable, and inclusive local governance.
To demonstrate his commitment to the activity, City Mayor Nestor D. Archival delivered a message and presented the Executive Agenda toward a Sustainable, Smart, and Inclusive Cebu City. He emphasized the importance of aligning the Cityโs programs and initiatives with its overall vision and the needs of Cebuanos. His presentation highlighted priorities on environmental sustainability, resilient infrastructure, smart governance and digitalization, improved public services, accessible healthcare and housing, and inclusive social programs. He likewise underscored the need for practical and coordinated actions to address key urban challenges, particularly traffic congestion, flooding, healthcare, and energy efficiency. Following the Mayorโs presentation, CPDO Head Arch. Ann Marie Cuizon, who also served as one of the resource speakers, provided an overview of the activity, setting the context, objectives, and direction for the succeeding presentations and workshop sessions.
Building on the Cityโs priorities and the activity overview, DILG Cebu City personnel served as resource speakers to provide the policy and governance framework and sectoral inputs for the formulation of the Executive Agenda. City Director EnP. Jonah V. Pino, MPA, CESO V discussed the Executive-Legislative Framework, while LGOO VI Emarie Quema-Deiparine presented the SGLG Priority Needs for Executive Support. The sectoral discussions were facilitated by LGOO VI Socorro Dorina Ll. Salas for the Social Sector, LGOO VI Janice Contado for the Economic and Infrastructure Sector, LGOO II Veverly Gulfan for the Environmental Sector, and LGOO VI Marven Ecarma for the Institutional Sector.
Following the presentations, LGOO II Danielle Camocamo facilitated the workshop proper, providing an overview of the process and explaining how to accomplish the Executive Agenda Workshop Form. The participants were then divided into five (5) sectoral groups, where they assessed the current situation and key issues in their respective sectors and identified appropriate Programs, Projects, and Activities (PPAs), responsible offices or persons, proposed legislative measures, and other necessary actions, taking into consideration relevant data sources and legal bases.
Upon completion of the workshop, each sectoral group presented its output in plenary, providing an opportunity to share and discuss the identified priorities and further refine the proposed actions. The consolidated outputs will serve as valuable inputs in shaping the Cityโs Executive Agenda and translating its development priorities into concrete and responsive programs and interventions.
Through the collaborative efforts of the Cebu City Government and DILG Cebu City, the workshop strengthened the alignment of the Cityโs vision, sectoral priorities, and proposed actions toward achieving a Sustainable, Smart, and Inclusive Cebu City.
