PNP, DENR JOINT OPERATION LEADS TO ARREST OF 3 FOREIGN NATIONALS FOR ALLEGED VIOLATION OF ENVIRONMENTAL LAW

A joint law enforcement operation by the Philippine National Police (PNP), through the Criminal Investigation and Detection Group's Anti-Organized Crime Unit (CIDG-AOCU), and the Department of Environment and Natural Resources–Environmental Management Bureau (DENR-EMB) resulted in the arrest of three Chinese nationals for alleged violation of Republic Act No. 6969, or the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990.

The operation was conducted on July 29, 2026 in Camarin, Caloocan City after authorities received information regarding the alleged unauthorized buying, selling, and storage of toxic substances and hazardous waste. The suspects were apprehended during a planned entrapment operation.

Recovered during the operation were 84 packs of assorted electronic waste, several weighing scales, assorted tools, a compilation of documents, a magnifying glass, and a bag containing additional electronic waste, all of which are now part of the evidence for the case.

The suspects were informed of the reason for their arrest and their constitutional rights in a language they understood through a translation application. The operation was documented using Body-Worn Cameras (BWCs) and an Alternative Recording Device (ARD), while the recovered evidence was properly inventoried in the presence of barangay and DENR-EMB representatives.

The operation supports the PNP Focused Agenda under Enhanced Managing Police Operations, which emphasizes intelligence-driven and well-coordinated law enforcement efforts in partnership with other government agencies. It also aligns with the directive of President Ferdinand R. Marcos Jr. to strengthen inter-agency collaboration in upholding public safety, environmental protection, and the rule of law.

PNP Chief Police General Jose Melencio C. Nartatez Jr. lauded the operating teams for the successful implementation of the operation while ensuring that established legal procedures were observed.

"This accomplishment shows the value of close coordination among government agencies in addressing violations that may pose risks to public health and the environment. Ang mensahe natin ay malinaw—ipagpapatuloy ng PNP ang pagpapatupad ng batas nang may integridad, propesyonalismo, at paggalang sa karapatan ng bawat isa. We will remain steadfast in supporting lawful efforts that protect our communities," PGen Nartatez said.

The arrested individuals remain under the custody of the CIDG-AOCU while appropriate charges are being prepared in coordination with the concerned authorities.

23 CHILDREN SAVED, 6 FALL IN PNP’S NATIONWIDE ANTI-ONLINE CHILD EXPLOITATION DRIVE

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., rescued 23 children and arrested six suspects in a series of nationwide operations against Online Sexual Abuse or Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) conducted from July 14 to 25, 2026, underscoring the organization’s sustained campaign to protect children from online exploitation and hold offenders accountable.

The operations, led by the Philippine National Police Women and Children Protection Center (PNP-WCPC), were carried out in Nueva Ecija, Pampanga, Cebu, Negros Occidental, Davao del Sur, and Misamis Occidental. They resulted in the rescue of 23 child victims and children at risk, the arrest of six suspects, and the seizure of mobile phones, computers, storage devices, and other digital evidence expected to strengthen the investigation and prosecution of individuals involved in the production and distribution of OSAEC and CSAEM.

The successful operations stemmed from domestic and international intelligence referrals and were conducted through joint operations with local police units, the Department of Justice, the Department of Social Welfare and Development, the Philippine Internet Crimes Against Children Center (PICACC), barangay officials, foreign law enforcement partners, and child protection organizations. Among those rescued were infants, toddlers, and minors who were allegedly exploited by persons entrusted with their care, including parents and close relatives who reportedly facilitated the production and distribution of child sexual abuse materials in exchange for money from foreign offenders.

Authorities are pursuing criminal charges under Republic Act No. 11930 and other applicable laws against the arrested suspects. In one operation, charges for Qualified Trafficking in Persons under Republic Act No. 9208, as amended, will likewise be filed. All rescued children were immediately turned over to the appropriate social welfare agencies for medical assessment, psychosocial intervention, protective custody, and long-term recovery services.

The accomplishment reflects the PNP’s Focused Agenda, a strategic direction for organizational transformation that strengthens police service through intelligence-driven and responsive law enforcement. At the heart of this effort is the key priority of Enhanced Managing Police Operations, reinforcing the PNP’s capability to prevent crimes and protect the country’s most vulnerable sectors.

“The rescue of these children demonstrates our unwavering resolve to protect every Filipino child from exploitation and abuse. We will relentlessly pursue those who prey on the innocent and ensure that every offender is brought before the courts to answer for these crimes,” said PGen Nartatez.

“Hindi kami titigil hangga’t may batang nalalagay sa panganib. Ang bawat batang naililigtas ay isang buhay na nabibigyan ng panibagong pag-asa at mas ligtas na kinabukasan,” he added.

5 CTG MEMBERS YIELD IN EASTERN VISAYAS, ARMS CACHE UNEARTHED

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., strengthened the government’s campaign against insurgency as five former Communist Terrorist Group (CTG) and the Yunit Militia members voluntarily surrendered in separate operations across Leyte, Eastern Samar, and Northern Samar from July 25 to 28, 2026, resulting in another significant setback to the communist terrorist movement in Eastern Visayas.

Police Regional Office 8 (PRO-8), working with the Philippine Army and local police units, facilitated the surrender of alias “Bong,” a 53-year-old Filipino and former member of the Batakang Organisasyong Pampartido (BOP) under the Sub-Regional Committee (SRC) Emporium, Eastern Visayas Regional Party Committee (EVRPC), and alias “Garry,” a 35-year-old Filipino former member of Squad 1, FC2, SRC Emporium, EVRPC, in separate operations in Northern Samar on July 25.

On July 26, alias “Ben,” a 61-year-old Filipino and former Yunit Militia member, voluntarily surrendered in Eastern Samar and subsequently led authorities to a buried arms cache containing six units of 40mm high-explosive grenades (M406A Type), various subversive documents, one green ammunition pouch for 40mm grenades, and one military-type 5.56 caliber ammunition storage box. On July 28, alias “June,” a 56-year-old Filipino former regular CTG member, surrendered in Baybay City, Leyte and turned over one .38 caliber revolver with six live rounds of ammunition, while alias “Edu,” a Filipino former Yunit Militia member, also voluntarily surrendered in Dolores, Eastern Samar.

All five surrenderers are now under the custody of the concerned operating units for documentation and assessment for possible enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), while the recovered firearm, ammunition, explosives, and other subversive materials have been placed under police custody for proper disposition and investigation.

“Every surrender reflects the growing confidence of former rebels in the government’s peace initiatives. We will sustain our efforts to encourage more members of communist terrorist groups to abandon armed struggle and embrace a lawful and peaceful future,” PGEN Nartatez said.

“Sa mga nais nang magbagong-buhay, bukas ang pamahalaan para sa inyo. Piliin ninyo ang kapayapaan at ang pagkakataong makapagsimula muli kasama ang inyong pamilya,” he added.

The accomplishment reflects the PNP’s transformation framework designed to make police service more responsive, capable, and accountable to the Filipino people. ABANDONED TRUCK LEADS PNP, DENR TO SUSPECTED ₱2.5-M COPPER ORE SMUGGLING

The Philippine National Police (PNP), under the leadership of PNP Chief, Police General Jose Melencio C. Nartatez Jr., uncovered a suspected mineral smuggling operation after recovering an abandoned Wing Van loaded with suspected copper-bearing mineral ore in Timoga, Barangay Buru-un, Iligan City on July 27, 2026, dealing another blow against the illegal transport of the country’s mineral resources.

The recovery resulted from a joint operation conducted by personnel of the City Intelligence Unit of the Iligan City Police Office, other operating units of the Iligan City Police Office, PNP personnel deputized by the Mines and Geosciences Bureau (MGB), other PNP intelligence units, and the Department of Environment and Natural Resources (DENR) Region 10–Community Environment and Natural Resources Office (CENRO) Iligan. Authorities inspected the abandoned blue and silver Wing Van after concerned residents noticed unidentified individuals attempting to forcibly open its rear compartment and remove its cargo.

Inspection of the vehicle led to the discovery of approximately 500 sacks of suspected copper-bearing mineral ore with an estimated market value of PhP2,500,000.00. No driver or claimant was found at the scene, while verification further showed that no travel permit or other required transport documents covering the mineral shipment could be presented. Representatives from DENR 10–CENRO Iligan and the deputized MGB officer confirmed that the shipment consisted of suspected copper mineral ore. The recovered mineral ores and the abandoned vehicle were inventoried in the presence of witnesses before being turned over to DENR 10–CENRO/MGB for proper documentation, custody, and disposition pending megascopic analysis and examination by the MGB.

“The recovery of this shipment highlights the PNP’s commitment to stopping the illegal exploitation and transport of the country’s natural resources. We will relentlessly pursue those responsible and ensure that environmental laws are fully enforced through close collaboration with our partner agencies,” PGEN Nartatez said.

“Ang likas na yaman ng ating bansa ay hindi dapat pagkakitaan sa ilegal na paraan. Sama-sama nating pangangalagaan ito at pananagutin ang sinumang lalabag sa batas,” he added.
