𝗖𝗘𝗕𝗨 𝗖𝗜𝗧𝗬 | The Department of Agrarian Reform Provincial Office (DARPO) – Cebu held a workshop on July 29, 2026, to present its 1st Semester accomplishments and plan its 2nd Semester targets for the Land Tenure Improvement Division (LTID) and Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The workshop focused on the implementation of the agreements between Regional Project Manager Melvin Castor V. Silvestre and Provincial Project Manager Christian Louis G. Luna, with OIC-CARPO Theresa Lynn L. Enemecio presenting the accomplishments and current status of Project SPLIT, followed by SARPO Eleanor A. Ursonal, who reported on the progress of the Land Tenure Improvement Division.

Through this workshop, DARPO Cebu reaffirms its commitment to delivering timely and efficient land tenure services, bringing farmers closer to secure land ownership and a better quality of life.

March 25, 2026 — The Department of Agrarian Reform (DAR) organized a comprehensive activity at Cebu Quincentennial Hotel centered on the review of Grievances Redress Mechanism (GRM) Procedures and updates on survey, redocumentation, and Inclusive Partnerships for Agrarian Reform Communities (IPARC) implementation under Project SPLIT.

The activity was spearheaded by the Provincial Project Manager Christian Louis G. Luna, with a welcome message delivered by the Admin and Finance Coordinator, Judly O. Li, emphasizing the importance of strengthening grievance handling systems to ensure transparency and accountability in project implementation.

Key discussions included GRM procedures and best practices presented by Atty. Alvin B. Heramiz, updates on implementation progress shared by the Parcelization Coordinator, Eleanor A. Ursonal, and IPARC updates discussed by Engr. Klyde S. Gonzales.

The activity reinforced the commitment of DARPO Cebu to enhance service delivery and ensure that concerns are addressed efficiently under Project SPLIT.

𝗗𝗔𝗥𝗥𝗢 𝗩𝗜𝗜 𝗪𝗘𝗟𝗖𝗢𝗠𝗘𝗦 𝗡𝗘𝗪 𝗟𝗘𝗔𝗗𝗘𝗥𝗦𝗛𝗜𝗣

A new chapter unfolds at the Department of Agrarian Reform Regional Office VII (DARRO VII) as key leadership transitions mark the agency's continuing commitment to responsive and effective public service, on July 23, 2026.

Among the major transitions, Director III Atty. Marianito Q. Mojica Jr. assumes a new assignment at the DAR Central Office as Special Assistant to the Office of the Assistant Secretary for the Field Operations Office following his service as Assistant Regional Director for Operations of DARRO VII.

Stepping into a broader leadership role, Atty. Saripah D. Manonggiring officially assumes the post of Officer-in-Charge (OIC) – Assistant Regional Director for Administration and Operations, succeeding Atty. Marianito Q. Mojica Jr. and former OIC-Assistant Regional Director for Administration (ARDA) Sheila M. Mondragon.

Meanwhile, Atty. Chelzee S. Alinsug formally received the symbolic key of office, signifying her assumption as Officer-in-Charge of the Legal Division, succeeding Atty. Saripah D. Manonggiring.

Then OIC-ARDA Mondragon also returned to her former post as the office’s Regional Chief Administrative Officer.

Prior to the official turnover, outgoing and incoming officials alongside other agency leaders conducted a comprehensive transition of responsibilities during the 2026 Regionwide Midyear Assessment and Catch-up Planning, ensuring continuity of operations, sustained delivery of agrarian services, and a seamless transfer of leadership.

As DARRO VII embraces this new phase, the office reaffirms its commitment to pursuing agrarian reform with integrity, professionalism, and unwavering dedication to the farmers and communities it serves.

𝗣𝗥𝗢𝗩𝗜𝗡𝗖𝗜𝗔𝗟 𝗦𝗣𝗟𝗜𝗧 𝗣𝗥𝗢𝗝𝗘𝗖𝗧 𝗠𝗔𝗡𝗔𝗚𝗘𝗥𝗦 𝗦𝗘𝗔𝗟 𝗔𝗚𝗥𝗘𝗘𝗠𝗘𝗡𝗧 𝗪𝗜𝗧𝗛 𝗥𝗣𝗠𝗢

Pursuant to the commitment of the Regional Project Management Office (RPMO) of the Department of Agrarian Reform Region VII to the Central Project Management Office (CPMO), the Provincial Support to Parcelization of Lands for Individual Titling (SPLIT) Project Managers from Bohol and Cebu officially signed a sworn undertaking for redocumentation completion, on July 23, 2026.

The agreement forges the commitment to accomplish specified Global Targets from both provinces for the Calendar Year 2026.

The agreement was made between Regional Director and Regional Project Manager Melvin Castor V. Silvestre and Provincial Agrarian Reform Program Officers II and Provincial Project Managers Dr. Ronald I. Pumatong and Christian Louis G. Luna.

18 newly hired and promoted personnel from the regional and provincial offices of the Department of Agrarian Reform Regional Office VII (DAR VII) formally took their oath of office and signed their appointment papers, on July 23, 2026.

The appointments included five personnel from the Regional Office, four from the Provincial Office of Bohol, and nine from the Provincial Office of Cebu.

The oath-taking ceremony was administered by Regional Director Melvin Castor V. Silvestre, Assistant Regional Director for Administration and Operations Atty. Saripah D. Manonggiring, Provincial Agrarian Reform Program Officer II (PARPO II) of Cebu Christian Louis G. Luna, and PARPO II of Bohol Dr. Ronald I. Pumatong, alongside the Human Resource personnel from the regional and provincial offices.

The ceremony marks another milestone in strengthening DARRO VII's workforce, reaffirming the agency's commitment to building a competent, dedicated, and service-oriented public sector in support of its agrarian reform mandate.

Officials of the Department of Agrarian Reform (DAR) Region VII, led by Regional Director Melvin Castor V. Silvestre, paid a courtesy call on Cebu Governor Pamela S. Baricuatro through Provincial Administrator Ace Durano, on July 23, 2026.

The meeting provided an opportunity for DAR VII and the Cebu Provincial Government to discuss upcoming agrarian reform initiatives in the province in line with the directives of DAR Secretary Conrado M. Estrella III.

The planned initiatives aim to strengthen the implementation of agrarian reform programs and deliver greater support to agrarian reform beneficiaries across Cebu.

Also present during the gathering were Director III Atty. Marianito Q. Mojica Jr., Cebu Provincial Agrarian Reform Program Officer II Christian Louis G. 𝗠𝗮𝗻𝗶𝗹𝗮, 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 — The Department of Agrarian Reform Provincial Office (DARPO) Cebu and the Land Registration Authority (LRA) reaffirmed their partnership through a courtesy meeting held today, July 27, 2026, to strengthen coordination and support the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

Provincial Agrarian Reform Program Officer II Christian Louis G. Luna met with LRA Administrator Atty. Gerardo P. Sirios to discuss initiatives that will streamline land registration processes and ensure the timely issuance of individual land titles to Agrarian Reform Beneficiaries (ARBs). Both agencies underscored their commitment to responsive, transparent, and efficient public service in advancing the Comprehensive Agrarian Reform Program (CARP) and promoting inclusive rural development.
