A Heartfelt Thank You to the General Public
To the taxpayers of Cebu Cityโwhose hard-earned contributions make public health programs possibleโand to the people of Cebu City at large, we extend our sincerest gratitude for your continued trust and confidence in the City Hospitalization Assistance and Medicines Program (CHAMP). Your support is both our greatest responsibility and our strongest motivation to serve with integrity and compassion.
Since the time we took office in July 2025, CHAMP has worked deliberately to rebuild systems, restore partnerships, and refocus its services on what truly mattersโtimely, fair, and humane healthcare assistance.
Among the key milestones we are grateful to have achieved are:
โข The reestablishment of strong working relationships with our provider network across Cebu City, founded on transparency and mutual accountability;
โข The streamlining of service delivery through proper case management, enabling more responsible management of public resources while ensuring appropriate patient support;
โข The opening of collaborations with NGOs, providing more opportunities for beneficiaries to access life-changing surgical procedures;
โข The successful resolution of a two-year backlog in reimbursements, restoring confidence among beneficiaries; and
โข The timely settlement of billables to our provider network, ensuring continuity of care and strengthened partnerships.
These accomplishments would not have been possible without the unwavering support and backing of our city leadership. We sincerely thank Mayor Nestor Archival, Vice Mayor Tommy Osmeรฑa, and the Honorable Members of the City Council for their steadfast guidance, trust, and commitment to strengthening public health services for every Cebuano.
As we move forward to 2026, CHAMP remains committed to further professionalizing its services by:
โข Establishing a new Implementing Rules and Regulations (IRR) as a stronger foundation for governance and service delivery;
โข Reducing paper consumption by at least 60%; and
โข Introducing digitalization of processes to improve efficiency, accountability, and accessibility.
To every Cebuano who believed in CHAMP, entrusted us with their needs, and supported the reforms along the wayโthank you. We remain steadfast in our mission to serve with transparency, compassion, and excellence.
