The push to force student institutions into the Office of Student Formation and Activities (OSFA) cannot be understood as a mere administrative update as it is but a direct enforcement of corporate governance within the university. At the top of the institutional hierarchy sits an eleven-member Board of Trustees (BOT), the ultimate decision-making body that sets school policies according to their own economic and class interest; dominated by corporate figures, including banking executives and infrastructure moguls. Their primary objective is not the expansion of democratic learning, but the protection of the university's bottom line and the alignment of the curriculum with market demands. To these capitalist educators, education is a commodity, and a militant, unified student movement represents a direct threat to profit extraction.

For more than forty years, student governance derived its mandate solely from the collective power of the studentry, serving as a frontline shield against aggressive tuition fee increases, oppressive campus regulations, and the silencing of critical voices. OSFA registration seeks to break this independent legacy by replacing democratic student sovereignty with administrative oversight, forcing organizations into compliance through exclusionary waivers, pre-publication oversight, and the denial of basic institutional access to those who refuse to bow.

This institutional repression on campus is directly tied to the broader crisis of the neoliberal education system. Instead of raising critical, scientific, and nationalist thinkers capable of serving the people and advancing national industrialization, the Philippine educational system has been systematically reshaped into a transmission belt for foreign imperialist interests. Through the Department of Education (DepEd) and the Commission on Higher Education (CHED)โ€”via policies like CHED Memorandum No. 9, competency-based curricula, and relentless fee deregulationโ€”learning is transformed into a commercialized product purchasable only by those who can pay. The true orientation of this system is to churn out cheap, docile, and semi-skilled labor to be sold off to multinational corporations and foreign capital, keeping the country tied to a backward, pre-industrial economy. Capitalist educators and state bureaucrats actively sell out the youthโ€™s future for profit, corporate partnerships, and institutional kickbacks.

OSFA registration functions precisely as the local administrative shield engineered to protect these bureaucrat-capitalist and neoliberal interests. Just as the reactionary state uses bureaucratic regulation, forced co-optation, and fascist repression to suppress the mass movement, the Board of Trustees utilizes OSFA to pacify campus activism before it can challenge tuition hikes, commercialization, and labor exploitation. The policyโ€™s enforcement of restrictive waiversโ€”which penalize groups for partnering with unregistered coalitionsโ€”is a calculated attempt to break student solidarity, isolate progressive voices, and reduce basic institutional rights to revocable privileges. Under the guise of student development, OSFA establishes a system of oversight and structural censorship intended to domesticate student leadership and ensure that critical organizing never disrupts the corporate machinery.

Genuine student representation does not seek validation from the boardrooms that profit from its oppression. Registering under OSFA surrenders student autonomy directly to the Board of Trustees, institutionalizing administrative control over our right to organize.

The power of the student movement has always emanated from the collective strength and mandate of the studentry. We must boldly expose the Board of Trustees and their economic and class interests, reject the false legitimacy of administrative control, and fulfill the historic role of the militant youth!

Carolinians, build an uncompromising, autonomous student movement that fights unyieldingly for scientific, nationalistic, and mass-oriented education!

SOYA, ANO TARA? โ€” Progressive Cebu Youth Organizations invites the youth in the alternative State of the Youth Address (SOYA)

In the State of the Nation Address (SONA) 2026, on July 27, it is expected that President Ferdinand Marcos Jr. will narrate his own curated narrative, highlighting the accomplishments of the Marcos-Duterte administration while ignoring the nationโ€™s dire conditions, which have been felt incrementally by the masses.

Marcos Jr. will ignore the following core issues as it is reflectant on his treacherous legacy: from the previous yearsโ€™ neglected Flood Control issues, unresolved confidential funds, and rampant corruption. The youth in Cebu today are subjected to the neoliberal offensive of the state. From skyrocketing tuition fee increases, the privatization of student spaces to the complete deregulation of private education. The youth today are burdened by the increasing cost of schooling while the economic crisis worsens. Our communities are not spared, with the privatization of Carbon Public Market, to the illegal demolition of communities like Sitio Marna. All are victims of the same profit oriented system aimed at maximizing profit for the very few while the toiling masses suffer.

In an alliance with student organizations, councils, and publications, we would formally invite you to this yearโ€™s State of the Youth Address (SOYA) with the core theme: โ€œGikan sa Eskwelahan Padulong sa Komunidad: Pagtukod sa Kaugmaon sa Kabatan-onan alang sa Tinuod nga Kausaban.โ€ SOYA unites the youth against the worsening commercialization of our schools and communities.

Cebuano youth must therefore unite to resist the commercialization of education and basic social services. Expose the neoliberal policies that commodify education, legitimize privatization, and subordinate the people's rights to the interests of monopoly capital and foreign domination. Advance the struggle for a genuinely nationalist, scientific, and mass-oriented education that serves the Filipino people! Defend national sovereignty, and contribute to genuine social transformation!

The recent Commission on Audit (COA) findings proved that Megawide failed to deliver its guaranteed annual payments to the local government under the Carbon Joint Venture Agreement (JVA). This financial non-compliance exposes the reality of privatization, it drains the public funds and prioritizes corporate capital extraction over public utilities.

This corporate failure directly attacks the masses. The privatization of the Carbon Market has resulted in the displacement of regular and wandering vendors, making rental prices skyrocket, and commercialized restrictions on livelihoods. Because vendors are forced to pay higher fees, the economic burden is passed directly onto poor Cebuano consumers through the inflation of basic commodities like vegetables, meat, and fish. Meanwhile, the local government acts as a broker for big business instead of protecting its constituents.

Following the success of our first ๐Š๐ฎ๐ฌ๐ข๐ง๐š๐ง๐  ๐๐š๐ฒ๐š๐ง ๐ฑ ๐„๐ฌ๐ค๐ฐ๐ž๐ฅ๐š๐ก๐š๐ง๐  ๐ƒ๐ž๐ž ๐’๐ฎ๐ฉ๐ž๐ฅ๐š๐ง๐š๐ฌ last week, July 9, we shall be holding another Kusinang Bayang to continue catering the immediate needs of the victims of illegal demolition in ๐’๐ข๐ญ๐ข๐จ ๐Œ๐š๐ซ๐ง๐š, ๐’๐ฎ๐›๐š๐ง๐ ๐๐š๐ค๐ฎ, ๐Œ๐š๐ง๐๐š๐ฎ๐ž ๐‚๐ข๐ญ๐ฒ.

While being able to provide relief for the immediate economic needs of the affected residents, we shall also be hosting another educational discussion through EDS on land and property rights, particularly "Lagutin ang Tanikala: Urban Poor Situationer," to arm the residents with the legal knowledge to protect and defend themselves against illegal demolition.

We are currently in need of volunteers to help in the logistics and actual running of the Kusinang Bayan and to participate in our house-to-house campaign inside the community.

We shall be providing free hot meals for the residents and will also be hosting an educational discussion to strengthen the knowledge of the residents regarding their rights and housing laws. After which we shall have a cultural night leading up to a kampohan in the community where we will be setting up covers and spend a night with the residents who have recently been robbed of their homes.

๐Ÿ“ข KUSINANG BAYAN X ESKWELAHANG DEE SUPELANAS IS BACK!

๐Ÿฒ Kusinang Bayan is in need of urgent volunteers to help participate in community kitchen efforts this coming July 9, 12:00 PM (Thursday) in Sitio Marna, Barangay Subangdaku, Mandaue City.

๐Ÿšจ The residents of Sitio Marna are currently facing an illegal demolition, with over 170 families already being displaced by Tai Pan / Gaisano Corporation and their violent armed goons. Residents are in urgent need of immediate relief. We are calling for volunteers and additional manpower to support the community during this critical time.

๐Ÿ“š Afterwards, Eskwelahang Dee Supelanas will be holding an educational discussion on "Lagutin ang Tanikala" to better understand the situation of the urban poor. Together, we will examine why urban poverty continues to grow, its historical and economic roots, and the systemic causes behind the continued displacement of poor communities.

Karung lunes, ika-6 sa Hulyo 2026, gipadayon sa mga nakapurong nga demolisyon team sa Taipan Corporation nga gitag-iya sa Gaisano Gorup ang demolisyon sa Sitio Marna, Barangay Subangdaku sa Mandaue.

Kining pagdemolish mipadayon taliwala sa kawad-on ug balidong permit nga writ of demolition gikan sa korte, kawad-on sa saktong 30 days notice, ug kawad-on sa makatawhanong kabalhinan sa mga epktadong residente sa maong sityo.

Dakong paglapas pud ang pag-abusar gumikan sa mga nakapurong nga demolition team sa pisikal ug berbal nga harassment sa mga residente ug sa mga volunteer gikan sa Panaghugpong-KADAMAY.
