𝗣𝗗𝗥𝗥𝗠𝗢 𝗕𝗼𝗼𝘀𝘁𝘀 𝗖𝗮𝗽𝗶𝘁𝗼𝗹’ 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝗥𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗕𝗮𝘀𝗶𝗰 𝗜𝗖𝗦 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴

Members of the Cebu Provincial Disaster Risk Reduction and Management Council (PDRRMC) comprised of Capitol department heads and their DRRM focals including selected Local DRRMO staff underwent a three-day Basic Incident Command System (ICS) Course from September 29 to October 1, 2026, to boost Cebu Province’s disaster management capability.

At the request of the PDRRMO, the Office of Civil Defense (OCD) Region 7 facilitated the course, equipping DRR practitioners with the knowledge to lead, coordinate, and operate within a common command structure during emergencies, disasters, or planned events where ICS is needed.

The course covered the fundamental concepts, principles, and coordination mechanisms of ICS, complemented by workshops that allowed participants to apply the lessons and put them into action. Sessions led by ICS practitioners in the Philippines also provided insights into managing incidents, organizing Incident Management Teams (IMTs), and working with assisting and coordinating agencies, giving participants a preview of what to expect during an actual ICS activation.

The activity forms part of the Cebu Provincial Government’s continuing investment in DRRM, particularly in upskilling its personnel to work effectively with LGUs and other disaster response agencies and partners.

𝗣𝗗𝗥𝗥𝗠𝗢 𝗖𝗼𝗺𝗽𝗹𝗲𝘁𝗲𝘀 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝗶𝗲𝘀 (𝗘𝗶𝗘) 𝗮𝗻𝗱 𝗚𝗘𝗗𝗦𝗜 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗦𝗲𝗿𝗶𝗲𝘀 𝗳𝗼𝗿 𝗦𝗰𝗵𝗼𝗼𝗹 𝗗𝗥𝗥 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗼𝗿𝘀

The 3rd Batch of the Education in Emergencies (EiE) and Gender Equality, Disability, and Social Inclusion (GEDSI) Orientation was successfully implemented by the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) on September 25–26, 2026, concluding the school-based DRR engagement for 2026. This encapsulates PDRRMO’s effort to strengthen the capacity of school DRR coordinators to prepare their institutions for disasters and emergencies.

The two-day activity was joined by 72 participants from the Cebu Province, Bogo City, and City of Naga divisions. Along with the PDRRMO-DPIT Division team, key facilitators were the 10 Public Schools District Officers (PDOs), who also served as resource speakers for the learning sessions.

The orientation covered key DRRM concepts, School-Based Risk Assessment, hazard mapping, and relevant DepEd policies. Discussions on how schools can access assistance for the repair and rehabilitation of facilities damaged by disasters such as Incident Management and Response System (IMRS) and the DPRP 2026 Project Management System were also presented. This is to encourage schools to draft project proposals for their operational continuity initiatives.

During the EiE session, participants exchanged insights on challenges affecting the education sector during emergencies, including concerns related to teacher subsidies and assistance. PDOs provided clarifications on the processes for accessing available support. Meanwhile, recent incidents affecting school safety, such as school shooting incidents, were also discussed and underscored the urgency of prevention and mitigation measures.

The GEDSI session, on the other hand, served as a platform for teachers and school heads to share challenges that hinder their efforts toward inclusivity, particularly poor infrastructure, exposure to hazards, and limited access to resources. Participants highlighted the need for more systemic and responsive interventions that prioritize vulnerable schools and ensure that safe and quality education is guaranteed to learners.

To further enrich the discussions, representatives from the Mandaue City and Cebu Province school divisions also shared good practices in integrating DRR-CCA into school programs. These inputs provided practical examples and encouraged DRR coordinators to push for overall preparedness.

The Cebu PDRRMO, through its renewed partnership with DepEd Region 7, envisions this year’s series of orientations as a foundation for sustained school-based DRRM and will continue to champion the advocacy in the years to come.

𝗖𝗲𝗯𝘂 𝗣𝗗𝗥𝗥𝗠𝗢 𝗖𝗼𝗺𝗺𝗲𝗻𝗰𝗲𝘀 𝗛𝗩𝗖𝗔 𝗥𝗼𝗹𝗹𝗼𝘂𝘁 𝗶𝗻 𝗠𝗲𝗱𝗲𝗹𝗹𝗶𝗻

Six barangays in Medellin began assessing their local disaster risks through the Hazard, Vulnerability, and Capacity Assessment (HVCA), as the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), in partnership with the Medellin Municipal Disaster Risk Reduction and Management Office (MDRRMO), implemented the municipality-wide community-based DRR initiative.

From September 21 to 25, the PDRRMO, through its Disaster Preparedness Information and Training (DPIT) Division, deployed three teams to facilitate HVCA orientations and workshops in Daanglungsod, Panugnawan, Dayhagon, Kawit, Caputatan Sur, and Antipolo.

The activity was attended by key members of the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs), Purok leaders, and representatives of sector-specific organizations. Participating local leaders learned about the DRRM framework in the Philippines and were given an overview of existing disaster risks in Cebu Province. This aims to strengthen their understanding of their roles in barangay-level DRRM.

Drawing from local knowledge and history, participants examined the hazards present within their communities, identified areas, people, and resources exposed or vulnerable to these hazards, and assessed existing capacities. They also discussed preparedness measures suited to the conditions and resources of each barangay. These findings form part of local risk profiles and help inform DRRM and contingency planning.

The PDRRMO is set to reach the remaining 13 barangays of Medellin in the last two weeks of October, with the same goal of mainstreaming DRRM in local governance.

LIVE: Holy Mass | Capitol Social Hall — In Prayerful Remembrance and Gratitude

On this first anniversary of the September 2025 earthquake in Cebu, we gather in faith and prayer through the celebration of the Holy Mass.

We remember with compassion all those who were affected, those who lost loved ones, homes, and livelihoods, and all who endured the hardship brought by the earthquake. We give thanks to God for the strength, courage, and solidarity that carried our communities through those difficult days.

May this Eucharistic celebration be a moment of remembrance, healing, and thanksgiving. May we continue to pray for those who are still recovering and ask the Lord to grant eternal rest to those who have gone before us.

May our faith remain steadfast, our hearts compassionate, and our community united in hope.

Eternal rest grant unto them, O Lord, and let perpetual light shine upon them. May they rest in peace. Amen.

𝗖𝗲𝗯𝘂 𝗣𝗗𝗥𝗥𝗠𝗢 𝗘𝗾𝘂𝗶𝗽𝘀 𝗢𝘀𝗹𝗼𝗯 𝗥𝗲𝘀𝗽𝗼𝗻𝗱𝗲𝗿𝘀 𝗮𝗻𝗱 𝗦𝗮𝗳𝗲𝘁𝘆 𝗢𝗳𝗳𝗶𝗰𝗲𝗿𝘀 𝘄𝗶𝘁𝗵 𝗕𝗮𝘀𝗶𝗰 𝗥𝗼𝗽𝗲 𝗥𝗲𝘀𝗰𝘂𝗲 𝗦𝗸𝗶𝗹𝗹𝘀

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), through its Emergency Response Search and Rescue (ER-SAR) Division, provided a five-day Basic Rope Rescue Training for responders and safety officers in Oslob on September 21–25.

The training brought together personnel from the Oslob Municipal Disaster Risk Reduction and Management Office (MDRRMO), Barangay Peacekeeping Action Teams (BPAT), Bureau of Fire Protection (BFP), and Philippine National Police (PNP) to impart essential rope rescue skills crucial to their roles as local emergency responders.

The first two days focused on giving participants a glimpse of rope rescue fundamentals, such as safety procedures, the importance of personal protective equipment (PPE), equipment identification and inspection procedures, proper rope handling, basic rescue knots and hitches, anchor systems, and rigging. These sessions were then reinforced through hands-on exercises that allowed participants to apply the techniques introduced to them.

The succeeding sessions covered equipment demonstrations such as harness use, ascending and descending techniques, belay systems, rope management, and basic self-rescue procedures. Participants also practiced patient packaging, litter rigging, raising and lowering systems, and mechanical advantage systems.

The training culminated in practical rescue exercises and simulated scenarios that tested the skills acquired throughout the five days. Apart from the skills, participants also demonstrated teamwork, communication, safety, and the proper application of rescue systems, all of which are key components of an effective rope rescue operation.

Through technical training such as this, the PDRRMO stays true to its mission to strengthen community preparedness across Cebu Province and continues to support local responders by enhancing their rescue competencies to effectively respond to emergencies and disasters.

𝗖𝗲𝗯𝘂 𝗣𝗗𝗥𝗥𝗠𝗢 𝗕𝗼𝗼𝘀𝘁𝘀 𝗕𝗼𝗴𝗼 𝗖𝗶𝘁𝘆 𝗥𝗲𝘀𝗽𝗼𝗻𝗱𝗲𝗿𝘀’ 𝗥𝗼𝗽𝗲 𝗥𝗲𝘀𝗰𝘂𝗲 𝗦𝗸𝗶𝗹𝗹𝘀

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), through its Emergency Response Search and Rescue (ER-SAR) Division, conducted a four-day Advanced Rope Rescue Training for Bogo City Disaster Risk Reduction and Management Office (CBDRRMO) personnel on September 14–17. This sought to strengthen their operational preparedness for rescue operations.

PDRRMO’s ER-SAR team, represented by Alik Yao, Arnel Timtim, and Beah Margette Borromeo, served as facilitators for the capacity-building initiative. Participants engaged in learning sessions, practical exercises, and simulations that allowed them to apply various rescue systems and techniques through scenarios involving patient handling, recovery and evacuation, and team coordination. The training concluded with a final assessment and debriefing.

The capacity-building activity forms part of the PDRRMO’s technical support to LGUs to equip community responders with the competency and confidence to respond to emergencies requiring rope rescue discipline.
