𝗣𝗗𝗥𝗥𝗠𝗢 𝗔𝘂𝗴𝗺𝗲𝗻𝘁𝘀 𝗙𝗹𝗼𝗼𝗱 𝗥𝗲𝘀𝗰𝘂𝗲 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀 𝗶𝗻 𝗟𝗮𝗯𝗮𝗻𝗴𝗼𝗻, 𝗖𝗲𝗯𝘂 𝗖𝗶𝘁𝘆

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) deployed rescue teams to evacuate residents stranded by flooding in La Paloma Subdivision, Labangon, Cebu City, on July 30, 2026, following coordination with the Cebu City Disaster Risk Reduction and Management Office (CDRRMO).

To support the rescue efforts, the PDRRMO immediately mobilized its Emergency Response Search and Rescue Division. Two (2) rescue teams, equipped with two (2) rescue boats, were dispatched to the area to reinforce local response operations.

The deployment forms part of the PDRRMO's commitment to interoperability, ensuring a swift, unified, and effective emergency response during times of crisis.

As flooding persisted in Metro Cebu, the PDRRMO remained on heightened alert and maintained close coordination with local DRRM offices and partner agencies.

The Cebu Provincial Government brought together local governments, national agencies, and organizations of persons with disabilities (PWDs) on Friday, July 31, to push for more inclusive disaster preparedness through the Cebu Disability-Inclusive Disaster Risk Reduction (DiDRR) Summit.

Held at the Hoops Dome in Lapu-Lapu City in observance of National Disaster Resilience Month, the summit focused on integrating disability-inclusive policies into local disaster risk reduction and management programs and ensuring that PWDs are actively involved in planning, preparedness, response, and recovery efforts.

In a pre-recorded message delivered during the summit, Gov. Pamela Baricuatro said disaster preparedness must leave no sector behind.

"This reflects our belief that disaster preparedness must include everyone, especially persons with disabilities, who deserve equal protection, participation, and opportunities to lead," the governor said.

Gov. Baricuatro was unable to attend the summit in person as she was in Bohol for the signing of the historic SugBohol Sisterhood Agreement.

The gathering drew representatives from local disaster risk reduction and management offices, organizations of persons with disabilities, and national government agencies.

Among those who attended the event were Department of Social Welfare and Development (DSWD) Regional Director Shalaine Lucero, Pilar Mayor Manuel Santiago, Dalaguete Mayor Nelin Belciña-Tambis, and Alegria Vice Mayor Verna Magallon.

Lapu-Lapu City Mayor Cindi King Chan thanked the Cebu Provincial Government for organizing the summit, saying it highlights the need to include vulnerable sectors in disaster planning and decision-making.

"Disaster resilience is a continuing responsibility that calls on all of us to remain prepared, work together, and ensure that our people, especially the most vulnerable, are protected," Chan said. | CAPITOL PIO

𝗣𝗗𝗥𝗥𝗠𝗢 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗕𝗮𝘀𝗶𝗰 𝗗𝗥𝗥𝗠 𝗮𝗻𝗱 𝗥𝗗𝗔𝗡𝗔 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗥𝗔𝗙𝗜 𝗦𝘁𝗮𝗳𝗳

The Provincial Disaster Risk Reduction and Management Office (PDRRMO), through its Disaster Preparedness, Information and Training (DPIT) Division, conducted a Basic Disaster Risk Reduction and Management (DRRM) and Rapid Damage Assessment and Needs Analysis (RDANA) Orientation for the staff of the Ramon Aboitiz Foundation Inc. (RAFI) on July 24, 2026, at the RAFI Kabilin Center.

The activity gathered 34 onsite participants with additional participants joining online, reflecting RAFI's commitment to strengthening disaster preparedness and resilience.

Spearheaded by Ms. Elviena O. Subang, DPIT Division Head, together with the DPIT team, the orientation covered the fundamentals of DRRM, Republic Act No. 10121, and the RDANA process. Participants learned how disaster information is gathered, validated, and utilized to support timely response and recovery efforts, while highlighting the important role of Civil Society Organizations (CSOs) like RAFI in complementing government disaster risk reduction initiatives.

Through activities like this, PDRRMO continues to strengthen partnerships and promote a whole-of-society approach toward building safer and more resilient communities.

𝗣𝗗𝗥𝗥𝗠𝗢 𝗰𝗮𝗽𝘀 𝗼𝗳𝗳 𝟮𝗻𝗱 𝗯𝗮𝘁𝗰𝗵 𝗼𝗳 𝗲𝗖𝗗𝗥𝗔 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴-𝘄𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗳𝗼𝗿 𝗟𝗚𝗨𝘀

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) successfully facilitated the second batch of the weeklong Enhanced Climate and Disaster Risk Assessment (eCDRA) training-workshop, held from July 20 to 24, as part of its continuing effort to mainstream disaster risk reduction and climate change adaptation (DRR-CCA) and strengthen risk-informed local planning across Cebu Province.

The eCDRA training-workshop was attended by Municipal and City Disaster Risk Reduction and Management Officers (M/CDRRMOs) and Municipal Planning and Development Officers (MPDOs) from 10 local government units (LGUs), namely Alegria, Balamban, Carmen, Daanbantayan, Dumanjug, Madridejos, Medellin, Ronda, Santa Fe, and Tuburan, with each LGU sending two M/CDRRMOs and two MPDO representatives.

The second batch of the eCDRA was implemented by the PDRRMO through a partnership with the Department of Human Settlements and Urban Development (DHSUD) Region 7, which led the facilitation of the training, and the Capitol's Provincial Planning and Development Office (PPDO), which provided technical support.

To enhance the LGUs' data processing competency, the PDRRMO and DHSUD invited the Philippine Statistics Authority (PSA) Region 7 to conduct a tutorial on extracting and processing Community-Based Monitoring System (CBMS) data, particularly population and household statistics, using RStudio.

The extracted data serve as essential inputs in the preparation and updating of the Local Disaster Risk Reduction and Management Fund (LDRRMF) Investment Plan, Comprehensive Land Use Plan (CLUP), and Zoning Ordinance, which are the key outputs expected from LGUs following the eCDRA training-workshop.

The PDRRMO has three remaining batches of the eCDRA roll-out and aims to conduct them within the third quarter of 2026. These will accommodate the participation of the remaining component cities and municipalities in Cebu Province.

𝗖𝗲𝗯𝘂 𝗣𝗗𝗥𝗥𝗠𝗢 𝗲𝗾𝘂𝗶𝗽𝘀 𝗧𝗼𝗹𝗲𝗱𝗼 𝗖𝗶𝘁𝘆 𝗿𝗲𝘀𝗽𝗼𝗻𝗱𝗲𝗿𝘀 𝘄𝗶𝘁𝗵 𝟯 𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘇𝗲𝗱 𝗿𝗲𝘀𝗰𝘂𝗲 𝗱𝗶𝘀𝗰𝗶𝗽𝗹𝗶𝗻𝗲𝘀

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) is strengthening the emergency response capabilities of Toledo City by conducting a series of specialized rescue training. These cover swift water rescue, basic rope rescue, and vehicular extraction.

The capacity-building initiative is facilitated by the PDRRMO's Emergency Response Search and Rescue (ER-SAR) Team and is attended by responders from the Toledo City Disaster Risk Reduction and Management Office (CDRRMO), Barangay Disaster Risk Reduction and Management Offices (BDRRMOs), and personnel from private sector partners.

The training runs for two weeks. From July 13 to 18, participants underwent a six-day swift water and basic rope rescue training, which included discussions and practical demonstrations on rescue techniques, equipment handling, and emergency response mechanisms. This was followed by the vehicular extraction rescue training from July 20 to 23, which focuses on the safe removal of road crash victims through the proper use of rescue equipment and coordinated response protocols.

Culminating the training series is a multi-hazard simulation exercise to be facilitated by the PDRRMO on July 23, where participants are expected to demonstrate the skills they gained across the three rescue disciplines in realistic emergency scenarios.

Through investing in the skills development of its community responders, Toledo City is taking a proactive step toward strengthening its disaster preparedness and response. In support of this initiative, the Cebu PDRRMO remains committed to ensuring that local DRRM offices and partner agencies are equipped to respond effectively to disasters and emergencies.

𝗖𝗲𝗯𝘂, 𝗕𝗼𝗵𝗼𝗹 𝗣𝗗𝗥𝗥𝗠𝗢𝘀 𝗦𝗲𝗮𝗹 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁

The Provinces of Cebu and Bohol strengthened their partnership in disaster risk reduction and management (DRRM) through a Cooperation Agreement drafted during the Cebu-Bohol DRRM Regional Meet held in Cebu City from July 16 to 18.

The draft was presented by Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) Head Ret. Col. Dennis V. Pastor to the Bohol delegation, led by Head Dr. Anthony R. Damalerio, formalizing the partnership between both offices.

Pastor underscored that the proposed agreement is a partnership framework aiming to streamline interoperability between the provincial DRRM offices in key areas, including capacity building, information sharing, technical cooperation, and mutual assistance during emergencies.

The three-day regional meet, organized by the Cebu PDRRMO alongside the Cebu League of LDRRMOs, gathered local disaster managers from Cebu and all 49 Bohol LGUs to share experiences, discuss operational challenges, and identify opportunities for closer coordination.

A key highlight of the activity was the exchange of lessons from recent disaster operations. The sharing of best practices also gave participants practical insights into flagship initiatives from each province that could be replicated in their own local DRRM programs, projects, and activities.

The Bohol delegation also visited key DRRM institutions in Cebu. On July 17, the delegates toured the Cebu PDRRMO Command Center, the DSWD Warehouse, the Lapu-Lapu City DRRMO, and the Office of Civil Defense Region VII to observe their operations and immerse themselves in these agencies' disaster management systems and protocols.

The Cebu-Bohol Cooperation Agreement is a manifestation of Central Visayas' shared commitment to support one another across DRRM endeavors. Both provinces assured their commitment to sustaining this partnership, especially since both are vulnerable and prone to multiple hazards, as observed in recent years.

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) is teaming up with the province's youth leaders for its disaster risk reduction and management (DRRM) initiatives.

The PDRRMO, through its Disaster Preparedness Information and Training Division (DPIT), welcomed Hon. Loren S. Singco, President of the Pambansang Pederasyon ng mga Sangguniang Kabataan (PPSK) and Provincial Board Member, for a courtesy call at the PDRRMO Command Center. The meeting focused on exploring partnerships.

During the visit, the PDRRMO laid out its upcoming initiatives for the remainder of 2026 and sought support from the Provincial Board to help bring these projects to life.

The meeting also outlined priorities for 2027, including training and capacity-building programs that aim to equip Cebuano youth with technical skills in disaster preparedness, emergency response, and volunteerism, for which the SK Federation assured its support and collaboration.

The PDRRMO also sought the support of Singco's office in bridging collaboration with local Sangguniang Kabataan councils and other youth organizations to ensure their continued engagement and coordination in the upcoming implementation of programs, projects, and activities.

Recognizing the youth as key stewards of DRRM, the Cebu PDRRMO looks forward to strengthening this partnership as it is seen as key to the successful roll-out of its target initiatives for 2026 and beyond.
