The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) successfully conducted a three-day Oil Spill Awareness and Emergency Response Training for its staff, facilitated by the Marine Environmental Protection Group Central Visayas (MEPGCV) of the Philippine Coast Guard (PCG). The training was held at Harolds Hotel in Cebu City and Barangay Pooc, Talisay City, from May 27 to 29, 2026.

A total of twenty-five (25) PDRRMO personnel completed the training, adding to the growing number of staff who have undergone specialized in-house capacity-building programs. This initiative follows the successful conduct of previous training, including Standard First Aid (SFA), Basic Life Support (BLS), Water Search and Rescue (WASAR), and Basic Rope Rescue Training, as part of the officeโ€™s continuing efforts to strengthen the capabilities of its personnel.

The training consisted of a series of lectures and simulation exercises designed to enhance awareness, strengthen response capabilities, and develop competencies in oil spill prevention, preparedness, and emergency response operations. These activities significantly contributed to advancing the Philippine Coast Guardโ€™s mandate in Marine Environmental Protection.

The first two days focused on lecture sessions and learning activities covering oil spill response assessment and planning, including an overview of oil spills, associated risks, and their environmental impacts. Participants also completed Modules 2 and 3, which discussed oil spill response strategies and response support issues.

On the final day, participants engaged in a simulation exercise that allowed them to apply real-life response procedures and further enhance their preparedness and rapid response capabilities. The exercise also strengthened inter-agency coordination during marine and coastal emergencies and contributed to the development of a trained pool of local oil spill responders. This effort will help minimize environmental damage, protect livelihoods, and ensure faster, safer, and more organized responses to incidents across the province.

The training marked the fifth in-house capacity-building initiative conducted by the PDRRMO for its personnel, representing another milestone in equipping responders with the knowledge and skills necessary to help build a safe, adaptive, and resilient province. The initiative forms part of Governor Pam Baricuatroโ€™s commitment to enhancing disaster preparedness and strengthening the provinceโ€™s capability to respond swiftly and effectively during emergencies.

The third and final batch of the Local Disaster Risk Reduction and Management Planning (LDRRMP) Formulation Workshop for Cebu Local Government Units (LGUs) successfully concludes on May 29 at Golden Prince Hotel & Suites in Cebu City.

The weeklong activity gathered Local DRRRMO personnel from Districtss 2 and 7, which include the municipalities of Alcantara, Alcoy, Alegria, Argao, Badian, Boljoon, Dalaguete, Dumanjug, Ginatilan, Malabuyoc, Moalboal, Oslob, Ronda, Samboan, and Santander, along with Minglanilla, City of Naga and Cebu City.

Throughout the workshop, participants engaged in a series of lecture, discussion and workshop that helped LGUs to understand key concepts and frameworks that guide the development and updating of their Local DRRM Plans with personnels from Office of Civil Defense Regional Office VII (OCD-7) and PDRRMO as facilitators in formulating a comprehensive and risk-informed plans that are aligned with the national policies and local development plans.

To recap, Batch 1 of the LDRRMP Formulation Workshop was conducted from March 16โ€“20, followed by Batch 2 on April 13โ€“17, 2026. In total, 53 LGUs across Cebu Province, including the tri-cities of Cebu, Lapu-Lapu, and Mandaue, participated in the rollout.

This workshop is an essential initiative to prepare local DRRMs in crafting their DRRM Plans that are proactive and responsive to the needs of their community in the succeeding years. This also aim to strengthen disaster preparedness and build safer, more resilient community across Cebu.

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), through its Emergency Response, Search and Rescue (ER-SAR) Division, conducted preparatory and coordination activities with the Toledo City Disaster Risk Reduction and Management Office (CDRRMO) on May 26, in line with the observance of Disaster Resilience Month this July.

The activities included an ocular inspection of venues identified for simulation exercises on Swift Water Search and Rescue, Crushed Vehicular Extraction and Rescue, and High Angle Search and Rescue.

The inspection assessed the suitability, safety, and operational readiness of the locations for the scheduled training and simulations of Toledo City responders, while also identifying logistical and operational requirements for the conduct of disaster response exercises.

PDRRMOโ€™s ER-SAR personnel also paid a courtesy visit to Toledo City Mayor Marjorie P. Perales at the City Mayorโ€™s Office to discuss ongoing collaboration on disaster preparedness and emergency response initiatives.

This partnership between the PDRRMO and Toledo City CDRRMO forms part of the PDRRMOโ€™s continuing efforts to strengthen local disaster preparedness and enhance community resilience through closer coordination and collaboration with local DRRM offices in their respective capacity-building initiatives.

The third and final batch of the Local Disaster Risk Reduction and Management Planning (LDRRMP) Formulation Workshop for Cebu Local Government Units (LGUs) officially commenced on May 25 at Golden Prince Hotel & Suites in Cebu City and was scheduled to run until May 29, 2026.

It was attended by Local DRRMO personnel from Districts 2 and 7, including the municipalities of Alcantara, Alcoy, Alegria, Argao, Badian, Boljoon, Dalaguete, Dumanjug, Ginatilan, Malabuyoc, Minglanilla, Moalboal, Naga City, Oslob, Ronda, Samboan, and Santander, along with Cebu City.

The workshop opened with a lecture-discussion on the Volunteer Mobilizing Organization (VMO) Accreditation Process facilitated by personnel from the Office of Civil Defense Regional Office VII (OCD-7). The session provided participants with an overview of the accreditation requirements and procedures for volunteer organizations supporting disaster risk reduction and management initiatives.

This was followed by a comprehensive presentation by PDRRMO Disaster Preparedness Information and Training (DPIT) Division Head Elviena Subang on the importance of enhancing the Local DRRM Planning Guide. She emphasized the need to strengthen existing local DRRM plans to ensure that they remain responsive to evolving hazards, emerging risks, and the changing needs of communities. Participants were likewise introduced to the fundamentals of Local Disaster Risk Reduction and Management Planning in the Philippines, including the key concepts and frameworks that guide the development and updating of Local DRRM Plans.

Led by the Office of Civil Defense Regional Office VII (OCD-7) in partnership with the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), the workshop marked the final batch of LGUs participating in the Enhanced LDRRMP rollout, following the success of the first and second batches. The initiative aimed to equip local DRRM offices with the knowledge, skills, and tools necessary to formulate comprehensive and risk-informed plans aligned with national policies and local development priorities.

Over the next four days, participants are expected to undergo a rigorous planning process covering the prescribed steps in the formulation of the Enhanced LDRRMP. These includes preparatory activities for local DRRM planning, situational analysis, DRRM target setting, the identification of DRRM measures and corresponding programs, projects, and activities, the preparation of the Local DRRM Investment Program and Supplemental Investment Program for the Special Trust Fund, and the development of a Results-Based Monitoring and Evaluation Plan.

The Provincial Disaster Risk Reduction and Management Office (PDRRMO) successfully accomplished its mid-year assessment, organizational development, and teambuilding workshop from May 21 to 23 at Tuburan 360 Resto and Sunset View Deck in Tuburan, Cebu.

The three-day activity provided an opportunity for the department to evaluate its progress in meeting targets under the 2026 Annual Implementation Plan (AIP), while also giving personnel the space to take a step back and reflect on their performance and collaboration over the past few months.

PDRRMO was joined by representatives from the Provincial Planning and Development Office (PPDO), led by Mr. Elizar L. Sabinay Jr., Executive Assistant V, who provided technical guidance in reviewing each divisionโ€™s plans, ensuring that the remaining programs for the year are responsive to the Cebu Province Development Plan. "

Among PPDOโ€™s key recommendations was for each division to identify its flagship programs, which are initiatives that are either new or existing but have been upscaled provincewide. PDRRMO was also guided in the initial development of its 2027 AIP following the new template.

In pursuit of strengthening teamwork and organizational efficiency, the latter part of the three-day activity was dedicated to the organizational development and teambuilding component that was facilitated by the Ramon Aboitiz Foundation Inc. - Ramon Aboitiz Development Academy. Through interactive and experiential learning activities, the PDRRMO team was empowered in the areas of leadership and organizational communication.

With the assistance of RAFI, PDRRMO was able to conceptualize a Full Value Contract, a set of shared commitments and behavioral agreements that serves as a guide for all personnel to work together as a team moving forward, especially in achieving the plans for the remaining quarters of 2026.
