Read more about his story. This page is made by Friends of Winston Pepito. Winston Pepito is a businessman, an elected barangay official, and a humanitarian who is based in Cebu City. He was born into a poor childhood in Uson, Masbate. The eldest son of a family of 8, Winston went through days full of hard labor and nights empty of food. Exposed since birth to the harsh realities of poverty and the hard work it takes to put food on the table, Winston Pepito knew in his heart that a life worth living is one that has purpose. For Winston, his purpose was to bring his family out of poverty and he succeeded. He envisions the same success story for the poor and the oppressed which what drove him into politics. From his backbreaking childhood in the farmlands and fishponds of Masbate to his college years in the metropolis of Cebu when he was both nearly homeless and penniless. Winston's life is the story of survival, of struggle, of kindness and generosity of family and friends can give a person purpose to never give up. Winston was very active in charity long before he was elected a barangay official. He is noted for his exemplary leadership with all the successes he brought to various organizations he served with and that he was touted a visionary leader among many community organizations. His meteoric rise from being penniless to managing his own company while studying in college is a testament that for a life with a purpose, there are possibilities and prosperity. If we vote with a purpose, and select our leaders for a good purpose, there are possibilities and prosperity.

SAFER, FAIRER RIDES FOR PIER 1 PASSENGERS

Cebu City Councilor Winston Pepito, chair sa Committee on Transportation, nag-file og resolution nga nangayo sa PNP, pinaagi sa PRO-7 ug Cebu City Police Office, nga imbestigahan ang mga taxi driver sa Pier 1 nga dili mogamit og taximeter ug maningil og sobra nga plete.

The measure follows a complaint from a commuter that almost all taxis at the Pier 1 queue refuse to use their meters. Weak mobile signal in the area also makes it hard for passengers to book ride apps.

Gihangyo usab ang PNP nga makig-coordinate sa LTFRB-7, LTO-7, Cebu Port Authority ug CCTO para madakpan ang mga erring drivers ug ma-file-an og kaso sila ug ilang operators, ug nga magbutang og police visibility sa Pier 1 taxi queue labi na kon modunggo ang mga barko.

Pier 1 is a main entry point for students, workers, seniors, PWDs and tourists, many carrying luggage. The resolution asks the PNP to report back to the City Council within 30 days. It is set for the Council's October 27 agenda.

CONTINUOUS LEARNING FOR BETTER PUBLIC SERVICE!

Grateful for the opportunity to attend a short course on Communication for Development at the Ateneo School of Government, Ateneo de Manila University.

As public servants, our responsibility goes beyond crafting policies and passing legislation. We must also learn how to effectively communicate our initiatives, engage stakeholders, build public trust, and ensure that our programs truly reach and benefit the people we serve.

Leadership is a continuous learning process. No matter how much we already know or how long we have been in public service, there is always room to learn, improve, and become more effective leaders.

I look forward to applying the knowledge and insights gained from this course to better serve the people of Cebu City.

Pwede na magpa-notaryo online. Gi-launch na sa Supreme Court ang eNotarization karong October 19, 2026, so electronic documents can now be notarized through SC-accredited online platforms.

Unsaon? Register first on one of the first batch of SC-accredited platforms: Twala, QLegal, or NotarizeIT. After that, mopili ka og commissioned electronic notary public gikan sa list. Andama ang valid government ID, device nga naay camera ug mic, stable internet, ug ang imong document in PDF format.

Need pa ba mo-appear? Yes, pero pwede na by live video session sa accredited platform mismo, dili sa ordinary Zoom or Meet. Pwede gihapon in person sa electronic notary. Note lang nga dili apil ang documents nga need og wet signature, like notarial wills.

Practical tip: before ka magpa-notaryo, pangutana una sa bank or office nga modawat sa imong document kung modawat ba sila og e-notarized. Ug bantay sa fake sites. Gamita ra ang SC-accredited platforms nga nakalista sa Supreme Court website.

As an IT person and as your councilor, ganahan ko makakita nga ang serbisyo sa gobyerno mas dali na maabot sa tawo. Less pila, less gasto sa pamasahe, ug less oras nga mausik.
