Sa desisyong ito, inilibing ng Korte Suprema ang mga maliliit na mangingisda at ang kanilang mga pamilya sa mas malalim na hukay ng gutom at kahirapan.

Sa pagsasawalang-bisa ng FAO 266 - ang patakarang nag-oobliga sa mga commercial vessel na magkabit ng monitoring device - wala nang makakakita kung sinong barkong pang-komersyal ang pumapasok sa 15 kilometrong nakalaan sa maliliit na mangingisda.

Noong Martes, sa aming State of the Fisherfolk Address, tinanong namin ang gobyerno: para ba kayo sa mangingisda, o para sa negosyante?

This is the math behind Philippine seas, and the numbers aren’t adding up.

We are an archipelago, but more than 300,000 fisherfolk families are below the poverty line — 90,000 of them too poor to put enough food on their own tables.

Every year, we have been catching less and less fish in our waters—and not just by a kilo or two. For the past ten years, Filipinos are losing an average of 45 million kilograms of fish annually. Overfishing is preventing fish stocks from recovering. Fish are being caught before they have the chance to mature and reproduce.

9 out of 10 commercial fishing vessels supposedly have government-installed transponders to monitor their movement, but within a seven-year period, more than 250,000 apparent intrusions of commercial fishing vessels have been detected inside municipal waters, according to https://karagatanpatrol.org/. These intrusions should have been detected and prevented through existing monitoring systems. Yet, despite the technology, commercial fishing vessels appear to be entering municipal waters as though no one is watching at all.

The sum of all this is hunger and an uncertain future, both for the small-scale fisherfolk, and Philippine fisheries as well.

Will this crisis in Philippine fisheries find itself in the President’s State of the Nation Address? Can we rely on President Marcos, Jr. to put a stop to this decline?
