PPSK Province of Cebu successfully conducted its 6th Parliamentary Procedure Seminar in the Municipality of Moalboal, empowering young leaders with essential knowledge and skills in parliamentary procedure and legislative leadership.

We extend our sincere gratitude to Vice Governor Glenn Soco, Board Member Loren Singco, Board Member Paz Rozgoni, Vice Mayor Jinky Hanika and Atty. Nel Ediza for their presence and support. Special thanks as well to our esteemed resource speakers, Atty. Georgia Herrera-Klepp and Atty. King Perez, for sharing their expertise and inspiring our youth leaders.

2nd Cluster Meeting: Provincial Youth Development Plan Finalization

The Provincial Youth Development Council (PYDC) Cebu convened for its 2nd Cluster Meeting to continue the finalization of the Provincial Youth Development Plan (PYDP), focusing on the Centers of Youth Participation for Education, Economic Empowerment, and Global Mobility.

This milestone marks another step in our collaborative planning process as we continue crafting a responsive and inclusive development agenda for the youth of Cebu Province.

We extend our sincere gratitude to the National Youth Commission (NYC) Region VII–VIII, the Department of the Interior and Local Government (DILG) Cebu Province Youth Focal Person, the Department of Education (DepEd), the Cebu Provincial Youth Development Office (CPYDO), Board Mike Villamor, and PPSK Cebu for their invaluable guidance, collaboration, and unwavering support throughout this planning initiative.

The Cebu Provincial Youth Development Council (PYDC) convened to finalize the first leg of the Provincial Youth Development Plan, focusing on the Center of Youth Participation for Active Citizenship and Governance.

This marks the beginning of a collaborative planning process, and we look forward to the succeeding sessions as we finalize the remaining Centers of Youth Participation.

We are grateful for the guidance and support of the National Youth Commission Region VII–VIII staff, the DILG Cebu Province Youth Focal Person, and the Cebu Provincial Youth Development Office throughout this planning initiative.

The 5th Parliamentary Procedures Training was successfully held in Madridejos, Bantayan Island on June 22, 2026, with over 300 participants. The program strengthened leadership, local legislation, governance, and democratic decision-making across the municipalities of Madridejos, Bantayan, and Santa Fe.

The activity was attended by Vice Governor Glenn Soco; Board Members Lakambini “Neneth” Reluya, Raymond Calderon, Doc Stanley Caminero, Kerrie Keane Shimura, Atty. Nelson Mondigo, Andrei “Red” Duterte, Michael Joseph “Mike” Villamor, Alfie Ouano, Paz “Lingling” Rozgoni, Cesar “Sarsi” Baricuatro, Malcolm Sanchez, Nilo “Olin” Seno, Ricardo “Kuya Nick” Pepito, Celestino "Tining" A. Martinez III and Board Member Loren Singco.

Also present were Congressman Sun Shimura, Madridejos Mayor Romeo Villaceran, Bantayan Vice Mayor Art Despi, Santa Fe Vice Mayor Lovely Cabrera, SKF President of Madridejos Joshua Estellore, SKF President of Santa Fe Mark Joefel Illut, and resource speakers Atty. The flag raising ceremony at the Cebu Provincial Capitol on the first Monday of June was led by Board Member Loren Singco, Panlalawigang Pederasyon ng mga Sangguniang Kabataan-President.

Also in attendance were Governor Pamela Baricuatro, Lone District of Mandaue Board Members Malcolm A. Sanchez and Nilo Seno, Sixth District Board Member Alfie Ouano, DILG Provincial Director Dr. Jesus Robel T. Sastrillo Jr. and Capitol employees.

THIRD SESSION OF PARLIAMENTARY PROCEDURES TRAINING CONDUCTED IN THE MUNICIPALITY OF SOGOD

Led by Vice Governor Glenn Soco, together with 5th District Board Member Andrei “Red” Duterte and PPSK-Cebu Province President, Board Member Loren Singco, the third session of the Parliamentary Procedures Training was conducted in the progressive municipality of Sogod on March 22, 2026.

More than 150 Sangguniang Kabataan officials from 18 barangays of Sogod attended the said training.

The Parliamentary Procedure is a flagship program of Vice Governor Soco in partnership with the Panlalawigang Pederasyon ng mga Sangguniang Kabataan (PPSK) Cebu Province, led by Board Member Singco.

The goal of this initiative is to guide and educate young leaders on the proper conduct of sessions or meetings, including the correct process of drafting resolutions as well as the proper manner of passing or approving them.

Also present during the activity were the SKF President of Sogod and PPSK Vice President Philline Pasaol, who also represented Sogod Mayor Moonyeen Durano-Streegan and Vice Mayor Richard Streegan.

Also in attendance were Atty. King Anthony Perez and Atty. Georgia May Herrera Klepp, who facilitated the training as resource speakers.

The Province of Cebu convened a Coordination Meeting with the SK Federation Presidents on February 03, 2026, at 2:00 in the afternoon at the Cebu Provincial Capitol. The activity served as a valuable venue for meaningful discussion, coordination, and collaboration on current and emerging issues that have transpired across the province. Through open dialogue and the exchange of insights, the meeting underscored the importance of collective action, strengthened partnerships, and reinforced the shared commitment of youth leaders toward responsive, unified, and effective governance.

In celebration of National Arts Month, the Province of Cebu officially opened the month-long art exhibit “𝘼𝙣𝙞 𝙨𝙖 𝘼𝙡𝙖𝙢𝙥𝙖𝙩: 𝙆𝙖𝙢𝙖𝙩𝙪𝙤𝙧𝙖𝙣, 𝙆𝙖𝙙𝙖𝙨𝙞𝙜, 𝙪𝙜 𝙋𝙖𝙜𝙝𝙞-𝙪𝙨𝙖” on February 2, 2026, at the Capitol Dome, showcasing the diverse talents of Cebuano artists across the province.

The event was graced by Board Member Loren Singco, whose presence underscored the strong support of the Provincial Program for Sangguniang Kabataan (PPSK) of Cebu Province in advancing youth development and creative expression. The exhibit highlights the vital role of the arts in empowering the youth, providing them with a platform to share their voices, hone their talents, and contribute meaningfully to Cebu’s cultural landscape.

The exhibit runs February 2–7, 2026, at the Capitol Dome, and is open to the public.
