ARMY CARES | Katipanan Troopers Assist in Distrubution of Financial Aid to Typhoon Tino-Affected Residents

The 1st Civil-Military Operations Company, 14CMOBn, provided Civil-Military Operations (CMO) assistance during the distribution of financial aid to Typhoon Tino-affected residents at the Barangay Ermita Covered Court, Cebu City. In partnership with the Department of Social Welfare Services (DSWS)-Cebu City, Cebu City Medical Center (CCMC), Barangay Ermita, and Cebu City Police Station 5, the activity ensured the orderly and efficient delivery of assistance to the beneficiaries.

Tuburan: The Peace We Built Together

The greatest victories are not always won on the battlefield. As Cebu marks its 457th Founding Anniversary, Tuburan stands as a living proof that peace can change lives. A place once shaped by conflict now embraces freedom, hope, and a brighter tomorrow.

During the 1980s, fear became a part of everyday life for some communities in Cebu. Among the areas most affected was the Municipality of Tuburan in the northwestern part of the province, where the presence of the Communist Party of the Philippines–New People's Army–National Democratic Front (CPP–NPA–NDF) brought years of violence and intimidation.

Armed encounters, ambushes, and extortion became common incidents, placing both soldiers and innocent civilians at risk. Many families lived in constant fear, never knowing when violence would strike or whether they would return home safely. Tuburanons lived under the shadow intimidation.

As the insurgency continued to threaten the municipality, the Philippine Army, together with other law enforcement agencies, intensified its efforts to protect the people of Tuburan and restore peace and order. These efforts were strengthened by the unwavering support of the Local Government Unit (LGU) of Tuburan. Through this partnership, security efforts were reinforced by programs that addressed the needs and aspirations of the community.
The Philippine Army knew that lasting peace could not be won through combat alone. Through Civil-Military Operations and nation-building efforts, soldiers earned the trust of the people while Army Engineer units, the LGU and other government agencies, worked together to build roads that connected remote communities to opportunities and essential services. These efforts reminded every resident that they were not forgotten and that their government stood with them in building a peaceful and better Tuburan.

In 2010, Cebu Province was finally declared insurgency-free. It was more than the end of an armed struggle, it was the beginning of a new chapter. For every Cebuano who had lived through years of fear and uncertainty, the declaration was a hard-earned victory, made possible by the courage, resilience, and unity of the people who never gave up hope for a peaceful future.

The story of Tuburan proves that lasting peace is built through unity, trust, and shared commitment. Once marked by fear and conflict, the municipality now stands as a symbol of hope and progress. As the military, local government, and the community continue to work hand in hand, Tuburan reminds us that when people choose to stand together, peace becomes not just a dream, but a lasting legacy
