The Department of Labor and Employment (DOLE) in Central Visayas has issued Work Stoppage Orders (WSOs) against three telecommunications companies in Cebu for failing to comply with occupational safety and health (OSH) standards.

According to DOLE Regional Director Atty. Roy L. Buenafe, the violations were discovered during inspections of telecommunications and electric distribution companies. Inspectors found workers installing cable wires on utility poles without proper personal protective equipment (PPE), while the companies were also unable to identify designated safety officers responsible for overseeing workplace safety.

Regional Director Buenafe emphasized that companies must ensure the presence of qualified safety officers and strictly implement safety programs to protect workers and prevent further accidents.

The issuance of the Work Stoppage Orders (WSOs) is in line with the directive of DOLE Secretary Francis N. Tolentino to strengthen the enforcement of occupational safety and health standards, consistent with the administration’s commitment under President Ferdinand R. Marcos, Jr., to safeguard workers’ welfare and uphold the dignity of labor.

Regional Director Buenafe said the action was prompted by the increasing number of work-related accidents in the region. In 2025 alone, around 20 workplace accidents involving telecommunications and utility-related work were recorded, including several fatalities. The trend has continued into 2026, raising concerns over worker safety.

Apart from risks faced by employees, DOLE also cited the dangers posed by improperly managed and dangling wires to the general public, particularly motorists and commuters.

The three companies that received WSOs will be summoned to a conference this week and required to submit proof of compliance with labor and safety regulations. DOLE will likewise assess the companies’ workplace practices and the implementation of OSH programs before considering lifting the work stoppage orders.

DOLE Region VII emphasized that the establishments cited were among the initial companies inspected under the region’s ongoing labor inspection and enforcement program. Inspections will continue across various establishments, and appropriate enforcement actions, including sanctions and compliance orders, may be taken against those found in violation of Occupational Safety and Health (OSH) standards. Armed with broomsticks, dustpans, floor wax, rags, cleaning materials, and a shared commitment to public service, personnel of the Department of Labor and Employment Regional Office VII (DOLE-7) participated in Brigada Eskwela 2026 at Hipodromo Night High School on June 2, 2026.

The activity formed part of the Department’s support to the TUPAD Brigada Eskwela initiative and reaffirmed its commitment to nation-building beyond the workplace. Led by Regional Director Atty. Roy L. Buenafe, Ms. Ma. Teresa D. Tanquiamco- OIC TCFO, and DOLE-7 personnel joined teachers, school staff, and TUPAD beneficiaries preparing classrooms and school facilities for the opening of another academic year.

With cleaning materials in hand and service in their hearts, the DOLE volunteers worked side by side to sweep floors, wipe windows, polish classroom fixtures, painting chairs and desks, organize learning spaces, and improve the overall condition of the school. What may seem like simple acts of cleaning and preparation carried a much deeper purposeβ€”to create a safe, welcoming, and conducive learning environment where students can thrive and pursue their dreams.

Brigada Eskwela has long been a symbol of the Filipino spirit of bayanihan, where individuals from different sectors come together for a common cause. For DOLE-7 personnel, the activity served as a reminder that public service extends beyond the four corners of an office. It is reflected in every act of kindness, every helping hand extended to a community, and every effort made to improve the lives of others.

Beyond cleaning and repairs, Brigada Eskwela is about building relationships and strengthening communities. It is a reminder that education is a shared responsibilityβ€”one that requires the participation of government agencies, private organizations, local communities, parents, and volunteers. Every swept floor, cleaned desk, and organized classroom contributes to a learning environment where students feel valued, inspired, and ready to learn.

The Office also donated school supplies for the benefit of both students and teaching staff. These contributions were made possible through the generosity of DOLE-7 personnel, who shared their blessings by donating various school supplies in support of the Brigada Eskwela initiative.

As schools across the country prepare to welcome millions of learners, initiatives such as Brigada Eskwela continue to highlight the power of collective action. When government, educators, parents, and community members unite with a common purpose, they create opportunities that extend far beyond the classroom. They help shape environments where learners can dream bigger, learn better, and build brighter futures.

The activity stands as a testament to the enduring Filipino values of cooperation, compassion, and shared responsibility. More importantly, it serves as an inspiration that even the simplest acts of volunteerism can leave a lasting impact on the lives of others.
Indeed, the Department remains steadfast in embodying the true spirit of public service, carrying forward a message that continues to resonate in every community it serves: β€œπ€π§π  π’πžπ«π›π’π¬π²π¨ 𝐬𝐚 πƒπŽπ‹π„, 𝐍𝐨𝐰 𝐍𝐚!”

The Department of Labor and Employment (DOLE) Bohol Field Office headed by Vivencio E. Lagahid successfully conducted the 2026 Labor Day Celebration for Workers in the Informal Sector last Thursday at Panda Tea Garden and Suites, Tagbilaran City, Bohol.

The activity brought together a total of 117 participants, mostly workers from the informal sector for a day of learning, information-sharing, and recognition of their important contribution to the local economy and community development.

Participants were also given the opportunity to learn about various government programs and services that may help improve their livelihoods and overall well-being.

Representatives from several partner agencies joined the celebration and shared information on their respective programs, services, and assistance available to workers and their families. Their participation helped make the event more meaningful by providing attendees with access to relevant information and opportunities from different government offices.

DOLE Bohol Field Office extends its sincere appreciation to all partner agencies, stakeholders, and participants who took part in the activity.

Through continued collaboration and commitment, we remain steadfast in our goal of bringing government services closer to the people, especially to workers in the informal sector.

Informal sector workers are those whose jobs or businesses are not fully regulated, registered, or protected by the government’s formal labor system.

Informal does not necessarily mean workers have no employer but this connotes two common situations: (1) Self-employed informal workers which may include street vendors, small market sellers, tricycle drivers, freelance repair workers, and home-based food sellers and (2) domestic helpers paid informally, construction laborers hired casually, farm workers paid daily, and workers in small unregistered businesses.

Under this collective set up, these workers do have employers but there may be no written contract, taxes and social contributions may not be paid, labor laws may not be fully allowed, and benefits like healthcare, paid leave, or retirement may be missing.

The key idea is that the work is outside or only partly inside the formal legal and social protection system.

In the Philippines, a few examples of informal sector are those in sari-sari store owners, jeepney or tricycle.

Just to emphasize, the labor department caters to both workers from the formal and informal sectors.(Photos & Text by James Eduard M. Cabaňero with RMC/DOLE VII)

Continuing the region’s initiative, the Barangay OSH Patrol extended its network to Mandaue City and Lapu-Lapu City. An initiative of DOLE Region VII Regional Director Atty. Roy L. Buenafe, the program aims to strengthen the capacity of barangay officials and frontline personnel in promoting occupational safety and health, preventing accidents, and fostering a culture of safety within their respective communities.

Last week, barangay personnel from 12 barangays in Mandaue City and Lapu-Lapu City successfully participated in the β€œOSH Awareness and Accident Prevention Orientation for Barangay Officials – Basic Occupational Safety and Health Training for Safety Officers.” The training sought to raise awareness among barangay officials on the importance of Occupational Safety and Health (OSH) in both workplaces and communities, equip participants with basic knowledge of OSH standards and relevant legislation, enhance local capacities in identifying, assessing, and controlling workplace hazards, and promote inter-agency collaboration in building a culture of safety, health, and accountability.

During the two-day activity, participants were introduced to key OSH concepts and practices, including the fundamentals of Occupational Safety and Health, salient features of OSH legislation, basic safety rules and measures, electrical safety awareness, industrial hygiene and chemical safety, and Hazard Identification, Risk Assessment, and Control (HIRAC). It also underscored the participants’ shared responsibility in championing occupational safety and health at the grassroots level.

The participants came from the barangays of Maguikay, Bakilid, Subangdaku, Cabancalan, Banilad, and Jagobiao in Mandaue City, and Punta EngaΓ±o, Pajac, Basak, Ibo, Pajo, and Subabasbas in Lapu-Lapu City which consisted of barangay councilors, barangay secretaries, barangay tanods, barangay health workers, and members of the Barangay Disaster Risk Reduction and Management Councils (DRRMCs), all of whom play a crucial role in maintaining safety, security, and preparedness within their communities.

Through this initiative, participants gained valuable knowledge and practical insights that will help them identify hazards, prevent accidents, and promote safer and healthier environments in their respective barangays.

Following the completion of the training, all participants took part in the Pledge of Commitment administered by Assistant Regional Director Emmanuel Y. Ferrer.

The pledge is encapsulized by the lines, β€œIn making this commitment, we recognize that safety is everyone’s responsibility. Together, we can build a healthier, safer, and more resilient barangay for all.”

The activity was also a manifestation of DOLE's commitment to the agreement it had with the Department of Interior and Local Government last April 28, 2026 that provided the imprimatur for Barangay OSH Patrol program of DOLE VII to be replicated in other barangays in the region.
