OSLOB, CEBUโ€“ The Bureau of Fisheries and Aquatic Resources (BFAR) Central Office and BFAR Region 7 conducted a performance assessment of the Municipal Fisheries and Aquatic Resources Management Council (MFARMC) of Oslob on October 8, 2026. The activity evaluated the council's compliance with the standards and performance indicators set under Fisheries Office Order No. 405, which guides the levels of development of FARMCs nationwide.

MFARMC members, the Municipal Agriculturist, representative from the Municipal Planning and Development Coordinator's Office (MPDC), and the Municipal Fishery Coordinator attended the assessment. Their participation demonstrated the local government's commitment to strengthening community-based fisheries management and ensuring active stakeholder involvement in fisheries governance.

The assessment also highlighted the achievements of MFARMC Oslob. In September 2026, the council was recognized by BFAR Region 7 as a Level 2 MFARMC during the culmination of the 63rd Fish Conservation Week celebration last September 17. This recognition reflected the council's ongoing efforts to promote responsible fisheries management, resource conservation, and stakeholder participation in the municipality.

Building on this accomplishment, the recent evaluation sought to assess the council's progress and readiness to advance to a higher performance level. Following the recent assessment, the evaluation team expressed positive feedback on the council's performance, noting significant improvements and sustained commitment to its mandate. Based on the initial findings, MFARMC Oslob qualified for Level 3 performance recognition, marking another milestone in its journey toward strengthening fisheries governance at the local level.

Alongside the assessment, BFAR also conducted an orientation on fisherfolk social protection programs. The activity focused on educating FARMC members of Oslob about the qualifications, benefits, and claims processes under BFAR insurance programs partnered with the PCIC particularly for FishR registered beneficiaries who are Bantay Dagat volunteers and MFARMC members. The orientation aimed to increase awareness of social safety nets that can help protect them from unforeseen risks.

The successful activity underscores the importance of strong collaboration among BFAR, the local government unit, and fisheries stakeholders in promoting sustainable and responsible management of aquatic resources. It also highlights MFARMCs' crucial role as partners in policy implementation, resource conservation, and community development. # # #

The Bureau of Fisheries and Aquatic Resources Region 7 (BFAR-7) successfully conducted the Nationwide Qualifying Examination for the Fisheries Scholarship Program on October 10, 2026. Designated BFAR-7 personnel from Cebu and Bohol facilitated the activity, which was administered simultaneously with other BFAR regional offices nationwide.

The examination was held in two testing centers: the BFAR Regional Office 7 in Cebu City and Dr. Cecilio Putong National High School in Tagbilaran City, Bohol. These venues accommodated scholarship applicants from across the region seeking educational support under the Fisheries Scholarship Program.

It began at 8:00 a.m. and concluded at 12:00 noon, with a total testing time of four (4) hours for applicants under the Fisherfolk Children Educational Grant (FCEG)and Indigenous People/Indigenous Cultural Community (IP/ICC) components. Meanwhile, applicants for the Fisheries Industry Leaders Grant (FILG) were allotted three and a half (3.5) hours to complete the examination.

The Fisheries Scholarship Program aims to provide educational opportunities to deserving students pursuing Bachelor of Science in Fisheries. Successful applicants will become beneficiaries of the scholarship for School Year 2027-2031.

The Nationwide Qualifying Examination results are expected to be released on or before the first week of January next year.

The Bureau of Fisheries and Aquatic Resources (BFAR) conducted a Fisheries and Aquatic Resources Management Council (FARMC) Performance Assessment and Insurance Program Orientation for FARMC members and Bantay Dagat volunteers who are registered fisherfolk of the local government unit (LGU) of Consolacion, Cebu.

Personnel from the BFAR Central Office, in coordination with the FARMC Operations Office of BFAR Region 7. It gathered nearly 50 fisherfolk leaders, FARMC officers and members, Bantay Dagat volunteers, and other fisheries stakeholders from the municipality.

The performance assessment aimed to evaluate the Municipal FARMC's functionality, effectiveness, and overall performance in carrying out its mandate as an advisory body in fisheries and aquatic resource management. Participants actively engaged in discussions and assessment activities that highlighted the council's accomplishments, organizational strengths, and areas for improvement.

In addition to the assessment, BFAR personnel conducted an orientation on the insurance program available to FARMC members and Bantay Dagat volunteers who are registered fisherfolk under the fisherfolk registration system. The orientation emphasized the importance of social protection and insurance coverage, providing participants with information on the benefits and opportunities available to qualified fisherfolk leaders and volunteers who play a vital role in safeguarding the municipality's aquatic resources.

Following the assessment, the team presented recommendations to the Local Government Unit of Consolacion to guide efforts to strengthen its FARMC operations and enhance stakeholder participation in fisheries governance. These recommendations will serve as a roadmap toward achieving a more competent, responsive, and fully operational FARMC capable of effectively supporting sustainable fisheries management and coastal resource conservation initiatives in the municipality.

The Bureau of Fisheries and Aquatic Resources Region 7 (BFAR 7) conducted a briefing and orientation on October 7, 2026, at the BFAR Regional Office 7 Conference Room, Cebu City. The activity aimed to prepare designated personnel for the upcoming simultaneous Fisheries Scholarship Program (FSP) Nationwide Qualifying Examination (NQE) scheduled on October 10, 2026.

The session focused on ensuring full compliance with official examination and testing protocols. Discussions centered on the proper administration of the examination in accordance with Fisheries Administrative Order No. 257-2 particularly in annex 7. During the orientation, administering personnel were also provided with their designated room assignments and specific testing center placements.

Through this orientation, BFAR 7 reinforced its commitment to upholding the integrity, credibility, and orderly conduct of the Fisheries Scholarship Program Qualifying Examination. By equipping examination personnel with the necessary guidelines, responsibilities, and operational procedures, the Bureau seeks to ensure a fair, transparent, and efficient assessment process for all scholarship applicants. # # #
