CEBU CITY โ€” The Bureau of Fisheries and Aquatic Resources Regional Office 7 (BFAR-7) convened a meeting of all working committee members today, August 7, 2026, at the BFAR-7 Conference Room for the preparations for the upcoming Seafood and Fisheries Emerging Technologies (SAFET) Conference 2026

The meeting brought together BFAR-7 committee members and representatives from the BFAR Central Office, led by Mr. Roy M. Ortega, Division Chief of FRMD, to align operational schedules, delineate key responsibilities, and streamline inter-agency coordination ahead of this very important international event. Co-facilitated by BFAR-7 Regional Director Mario Ruinata and Mr. Ortega, the meeting ensured all personnel and logistics are fully organized.

Scheduled for September 7โ€“11, 2026, at Shangri-La Mactan in Lapu-Lapu City, the SAFET Conference 2026 will serve as a global platform for advancements in sustainable fisheries and marine technology. The Department of Agriculture co-hosts the event, in partnership with the Bureau of Fisheries and Aquatic Resources (DA-BFAR), the SAFET organization, and the British Embassy Manila.

Through synchronized committee action and inter-office collaboration, BFAR-7 and the DA-BFAR Central Office aim to deliver a commendable conference experience for delegates, international experts, and industry stakeholders arriving in Cebu next month.

TALIBON, BOHOL โ€“ On August 7, 2026, the Bureau of Fisheries and Aquatic Resources Region 7 (BFAR-7), through its Fisheries Management Area (FMA) Operations Office, convened key coastal stakeholders in Talibon, Bohol, on August 6, 2026, to address pressing market challenges and reinforce sustainable management strategies for the countryโ€™s multi-billion-peso Blue Swimming Crab (Portunus pelagicus) industry.

The stakeholder consultation gathered local legislators on fisheries, municipal fishery coordinators, Municipal Fisheries and Aquatic Resources Management Council (MFARMC) chairpersons, crab fishers, and local buyers from the high-yielding coastal municipalities of Getafe, Pres. Carlos P. Garcia, Bien Unido, and Talibon, all situated within FMA 10.

The activity focused on three core objectives: driving sustainable seafood sourcing, updating stakeholders on the status of blue swimming crab meat exports to the United Statesโ€”which historically absorbs roughly 90 percent of the countryโ€™s export volumeโ€”and consolidating ground-level industry issues from primary producers and traders.

Opening the activity, Candido Samijon, Officer-in-Charge of the Fisheries Production and Support Services Division (FPSSD) at BFAR-7, underscored the economic weight of the commodity.

Johann Friedrich Tejada, FMA 10 Focal Person, presented a comprehensive assessment of blue swimming crabs within FMA 10. He highlighted that global movements toward sustainable seafoodโ€”driven by ecosystem dynamics, strong ocean governance, corporate accountability, and evolving consumer standardsโ€”are designed to directly privilege small-scale fishers by transforming them into high-value, empowered market players.

To regain access to profitable export markets like the U.S., Tejada stressed the need for strict compliance with national conservation laws. He emphasized Fisheries Administrative Order (FAO) No. 277, approved on July 8, 2026, which regulates blue swimming crab gillnets in Philippine waters by instituting an aggregate length limit of 500 meters to align with international marine conservation benchmarks.

The consultation further highlighted the essential for LGUs to pass local municipal ordinances adopting Joint DA-DILG Administrative Order No. 1, Series of 2014. While the national joint order sets baseline restrictions on minimum carapace size (10.2 cm), gear types, and seasonal closures, municipal adoption is legally required to empower local law enforcers to issue citations and collect penalties within municipal waters.

A significant step of the consultation was the formal rollout of the "Adopt-a-Village" project under the Blue Swimming Crab Management Plan. Designed to organize model fishing communities across participating LGUs, the initiative establishes localized sustainable practices, improves product traceability, enhances market value, opens avenues for coastal eco-tourism, and elevates household income. As an immediate priority, BFAR-7 scheduled field-level community profiling, baseline data gathering, and focus group discussions to finalize site selection. It will start in the municipality of Talibon, Bohol.

During the open forum, fishers and buyers expressed shared concerns about the ongoing capture of juvenile and egg-bearing (berried) crabs, warning of severe stock depletion if left unaddressed. In a direct commitment to conservation, local stakeholders agreed to construct and maintain temporary holding pens and plastic trays, allowing juvenile crabs to reach market size and enabling gravid females to spawn safely before harvest.

For the coastal communities of Bohol, the blue swimming crab (locally known as kasag or lambay) is far more than a commercial resource; it is an essential economic lifeline, a primary driver of local employment, and one of the backbones of coastal food security across Central Visayas.

Bohol Province - Two associations assisted by the Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources Regional Office 7 (DA-BFAR7) through the Special Area for Agricultural Development (SAAD) Phase II Program brought pride to the program after receiving top honors during the Suhid sa Malampusong Mag-uuma ug Mangingisda'ng Bol-anon Awardee 2026 held at the Bohol Cultural Center, Tagbilaran City.

The Solomon Fishermen Association (SOLFA) of Barangay De La Paz, Cortes, Bohol was recognized as the 2nd Place Outstanding Fishermen's Association, while the Aloja Tilapia Growers Association (ATGA) of Barangay Aloja, Batuan, Bohol secured the 3rd Place Outstanding Fishermen's Association. The awards were conferred by the Office of the Provincial Agriculturist of the Provincial Government of Bohol in recognition of the associations' exemplary contributions to the fisheries sector and rural community development.

The recognition reflects the dedication, unity, and perseverance of both organizations in promoting sustainable fisheries, strengthening their institutional capacities, and improving the socio-economic condition of their members.

With continued support from the DA-BFAR7 SAAD Phase II Program, SOLFA and ATGA have successfully implemented fisheries livelihood interventions that have enhanced fish production, generated additional income, and created more opportunities for their respective communities.

Beyond livelihood development, both associations have demonstrated strong organizational leadership, active community participation, and responsible resource management, qualities that distinguished them among the province's fisherfolk organizations.

Their achievement also highlights the collaborative efforts of the Provincial Government of Bohol, the Local Government Units of Cortes and Batuan, DA-BFAR7 SAAD Phase II, and other partner agencies in empowering fisherfolk organizations and advancing inclusive and sustainable fisheries development across the province.

On August 1, 2026, the Bureau of Fisheries and Aquatic Resources (BFAR-7), through the Bohol Provincial Fishery Office (PFO-BOHOL), conducted an Orientation on Tilapia Culture Management and Post-Harvest Techniques during the Division Retooling of Grade 6 Elementary Technology and Livelihood Education (TLE) Teachers held at Dr. Cecilio Putong National High School.

The orientation provided participants with practical knowledge of sustainable tilapia culture, including pond preparation, stocking, feeding management, water quality monitoring, and fish health management. Teachers were also trained in proper post-harvest handling techniques to preserve fish quality, ensure food safety, reduce post-harvest losses, and promote value addition in fisheries products.

The partnership with the education sector enhances teachers' competencies in fisheries, enabling them to integrate aquaculture and other fisheries technologies in classroom instruction.

The activity supports BFAR's commitment to promoting fisheries education, food security, and sustainable livelihood development in the country.

CEBU CITY, Philippines โ€” The Bureau of Fisheries and Aquatic Resources Regional Office 7 (BFAR-7) honored two of its most dedicated public servants, Elena L. Ylanan, Chief of the Fisheries Production and Support Services Division, and Rosalina Pateno, Chief of the Finance and Administrative Section, in a heartfelt retirement ceremony celebrating their remarkable years of service and invaluable contributions to the bureau on July 30.

The program featured warm messages from colleagues, division chiefs, provincial fishery officers, family members, and Regional Director Mario Ruinata, who paid tribute to the retirees' unwavering dedication and commitment to public service.

In his address, Director Ruinata recognized Ms. Ylanan as one of the pillars of BFAR-7, noting that her 44 years of meritorious service helped bring the organization to greater heights through her passion, competence, and leadership. He also expressed deep appreciation for Ms. Patenoโ€™s 42 years of dedicated service, describing her as a "quiet yet highly competent and kind-hearted employee" whose commitment strengthened the organization and inspired her colleagues.

The ceremony concluded with the presentation of plaques and tokens of appreciation in recognition of their enduring legacies.
As Ms. Ylanan and Ms. Pateno begin a new chapter in life, the entire BFAR-7 family extends its heartfelt gratitude for their invaluable contributions and wishes them good health, happiness, and a fulfilling retirement with their loved ones.

The Bureau of Fisheries and Aquatic Resources will conduct a Public Consultation on the Proposed BFAR Administrative Circular entitled โ€œ Rules and Regulations Governing Fish and Fishery Aquatic Products Exported from the Philippines Refused Entry by Importing Countriesโ€for Visayas Cluster in Cebu City on August 18, 2026.

This consultation aims to gather inputs from stakeholders and exporters and to strengthen our policies in accordance with the national and international regulations, and to establish clear procedures and appropriate actions in handling export refusal notifications.

All interested participants, stakeholders and exporters are encouraged to attend. To ensure proper venue management, only one (1) representative each company will be accommodated for the face-to- face session. Additional participants may join through virtual meeting platform.

The Bureau of Fisheries and Aquatic Resources Region 7 (BFAR-7), through the Bohol Provincial Fishery Office (PFO) in collaboration with the Central Visayas Multi-Species Nursery Demonstration and Training Center (CVMNDTC), served as the resource person during the Skills Training on Bangus Deboning and Fish Tempura Processing held at the ABC Hall, Calape, Bohol, as part of the celebration of the National Disability Rights Week. The activity aimed to equip persons with disabilities (PWDs) and other participants with practical knowledge of fish processing as an alternative source of income.

During the training, BFAR-7 personnel conducted hands-on demonstrations of proper deboning techniques for milkfish (bangus) and the preparation of fish tempura following food safety, sanitation, quality control, and value-adding methods. The participants demonstrated a willingness to learn through practical exercises throughout the training.

The activity underscores BFAR-7's continuing commitment to promoting inclusive and sustainable livelihood opportunities through fisheries extension services and capacity-building initiatives.

BFAR-7 continues to empower communities to include persons with disabilities by providing skills that would enhance their income and help them become more self-reliant and entrepreneur in the future.
