PROVINCE OF CEBU TOP PERFORMING MUNICIPAL VICE MAYORS FOR Q2 2026 HONORED UNDER THE GOVERNANCE AND PARTICIPATION INDEX "PULSO NG BAYAN"

Recognizing the vital role of legislative leadership in nation-building, Transparency Good Governance and Accountability Advocates & Visayas Social Pulse are pleased to announce the Cebu Top Performing Municipal Vice Mayors for the 2nd Quarter of 2026 under the Governance and Participation Index.

While Mayors lead the executive, it is the Vice Mayors and the Sangguniang Bayan who ensure that laws are responsive, budgets are transparent, and the voice of the people is heard in every session. This quarter’s evaluation highlights those who have gone beyond presiding duties to become true champions of good governance.

EVALUATION FRAMEWORK: GOVERNANCE AND PARTICIPATION INDEX

Vice Mayors were assessed based on 5 key indicators:
1. Legislative Productivity – Number and quality of ordinances and resolutions passed

2. Transparency & Accountability – Open session records, public hearings, and full disclosure compliance

3. Citizen Participation – Barangay consultations, public forums, and feedback mechanisms led

4. Oversight & Checks and Balance – Effective review of executive programs and budget

5. Social Impact Initiatives – Community programs on health, education, livelihood, and disaster preparedness

After an independent evaluation conducted by our survey and research analysts team across Cebu Province, we are proud to recognize the following leaders who are recognized for outstanding legislative leadership, record number of pro-people ordinances, and strong grassroots engagement programs.

Nagpadayon ug malampusong gitapos karong adlawa sa Office of the Sangguniang Bayan sa Lungsod sa Balamban ang Ikaduhang Adlaw (Day 2) sa ilang Capacity Building and Strategic Planning didto sa Quest Hotel.

Sentro sa diskusyon karon mao ang pagpatuman ug pagpalig-on sa Strategic Performance Management System (SPMS)—usa ka sistema nga nagdugtong sa:
🔹 Organizational Performance
🔹 Office Performance
🔹 Individual Performance

Pinaagi niini, mas masiguro nga ang matag plano, buluhaton, ug paningkamot sa matag sakop ug buhatan haom gayod sa kinatibuk-ang direksyon ug panan-aw sa atong panggamhanan alang sa mas epektibo, paspas, ug de-kalidad nga pagserbisyo sa katawhan.

Uban ang bag-ong kahibalo ug mas gipalig-on nga koordinasyon, andam na ang atong Sangguniang Bayan sa pagkab-ot sa mas taas nga sumbanan sa serbisyo publiko ug maayong pagdumala! 💡🇵🇭

UNANG ADLAW | CAPACITY BUILDING & STRATEGIC PLANNING 2026

Pormal nang gisugdan karong adlawa sa Office of the Sangguniang Bayan sa Lungsod sa Balamban ang Unang Adlaw (Day 1) sa ilang Capacity Building and Strategic Planning didto sa Quest Hotel.

Kining duha ka adlaw nga kalihokan nagtinguha nga mas mapalig-on pa ang lehislasyon, ma-align ang mga estratehikong plano, ug mapalambo ang serbisyo publiko alang sa tanang Balambanganon.

Usa sa mga mahinungdanong gihisgotan karon mao ang mahitungod sa Local Legislative Awards (LLA) subay sa DILG MC No. 2025-064 (inubanan sa Philippine Councilors League), nga nagpasiugda sa tiunay ug maayong pagdumala, transparency, ug mga de-kalidad nga ordinansa ug resolusyon.

Andam na alang sa laing mabungahong adlaw sa pagplano ug panagtinabangay ugma! 💡🇵🇭

Ang Sangguniang Bayan sa Balamban nagdapit kaninyo sa pagtambong sa usa ka public hearing alang sa gisugyot nga mga balaodnon, nga mao ang mga mosunod:

“DRAFT ORDINANCE NO. 011-2026, “REPEALING ORDINANCE NO. 2022-044 ENACTED IN RESOLUTION NO. 365-2022, OTHERWISE KNOWN AS “IMPOSING A USER’S FEE OF FIVE PESOS (P5.00) IN THE COMFORT ROOMS AT THE BALAMBAN PUBLIC MARKET TO INCLUDE THE BALAMBAN PUBLIC TERMINAL IN THE MUNICIPALITY”; AMENDING ARTICLE K. CAMBUHAWE SWIMMING POOL AND FACILITIES CHARGES, PARAGRAPH A. ENTRANCE FEES UNDER CHAPTER V. MUNICIPAL CHARGES IN ORDINANCE NO. 2017-133 ENACTED IN RESOLUTION NO. 551-2017, OTHERWISE KNOWN AS THE REVISED MUNICIPAL REVENUE CODE; AND IMPOSING A TIPPING FEE IN THE AMOUNT OF EIGHT HUNDRED PESOS (P 800.00) PER CUBIC METER OF SOLID WASTES TO BE DISPOSED AT THE LAMESA SANITARY LANDFILL AND A RENTAL FEE OF FOUR PESOS (P 4.00)/SQ. METER PER DAY WITH AN INCREASE OF TWO PERCENT (2%) PER YEAR SUBJECT FOR RENEWAL AFTER FIVE (5) YEARS, OF THE STALLS AT THE BALAMBAN PUBLIC MARKET.”

Kini ipahigayon karong umaabot Octobre katorse (14), tuig dos mil bayente sayis (2026), adlaw’ng Miyerkules sa ala una emedya (1:30) ang takna sa kahapunon didto sa Mayor Exasperanza Binghay Memorial Sports and Cultural Center.
