The Unified Student Financial Assistance System for Tertiary Education (UNIFAST), headed by Executive Director Atty. Septon A. De la Cruz, is conducting the Orientation on the 2026 Revised Tertiary Education Subsidy (TES) and Tulong Dunong Program (TDP) Guidelines for Cluster 3, bringing together UNIFAST personnel from Region VI, Region VII (host region), Region VIII, and the Negros Island Region (NIR).

The activity commenced with a welcome message from CHED Regional Office VII Regional Director Dr. Filomena T. Dayagbil, who highlighted the vital role of UNIFAST as the frontline agency in the implementation of student financial assistance programs. She emphasizes that UNIFAST personnel share a common passion and responsibility to effectively cascade the revised guidelines to stakeholders, ensuring that these initiatives create a meaningful and lasting impact on the lives of Filipino students. She also encouraged everyone to remain committed to advancing equitable access to quality tertiary education through efficient and responsive public service.

During the orientation, Executive Director Atty. Septon A. De la Cruz presented updates on the agency's performance, highlighting UNIFAST's implementation accomplishments, and the progress of its major programs. He also discussed upcoming initiatives, policy updates, and strategic directions aimed at further strengthening the delivery of student financial assistance services and expanding educational opportunities for deserving Filipino learners nationwide.

Also in attendance is CHED Negros Island Region Regional Director Dr. Raul Alvarez, whose presence underscores the collaborative efforts among regional offices in ensuring the effective implementation of the revised TES and TDP Guidelines.

The orientation serves as a vital platform for strengthening interregional collaboration, harmonizing the implementation of policies, and equipping UNIFAST personnel with the knowledge and competencies necessary to effectively implement the 2026 Revised TES and TDP Guidelines. The Commission on Higher Education Regional Office VII (CHEDRO VII), represented by Regional Director Dr. Filomena T. Dayagbil, took part in the recently concluded Regional Workshop on Monitoring Learning: Closing International Data Gaps (SDG 4.1.1) and Strengthening National Learning Monitoring through Vetting Mechanisms, organized by the UNESCO Institute for Statistics (UIS) and UNESCO Bangkok.
The regional workshop convened representatives from Member States, development partners, and key stakeholders in learning assessment across Asia and the Pacific to advance collaborative efforts in monitoring progress toward Sustainable Development Goal 4 (Quality Education). The activity was held under the UIS Medium-Term Strategy and the Regional Roadmap for the SDG 4โ€“Education 2030 Agenda in Asia and the Pacific, within the framework of the Learning and Education 2030+ (LE2030+) Networking Group of the UN Regional Collaborative Platform (RCP).
The workshop served as a platform for meaningful dialogue on addressing challenges and opportunities in monitoring learning outcomes, particularly SDG Indicator 4.1.1, while exploring practical, internationally recognized approaches to closing data gaps at the global, regional, and national levels. It also strengthened collaboration among participating countries in enhancing national learning assessment systems through effective monitoring and vetting mechanisms.
Dr. Dayagbil's participation underscores CHEDRO VII's commitment to supporting evidence-based policymaking, strengthening quality assurance in education, and contributing to regional and global initiatives that promote inclusive, equitable, and quality education for all.

The Commission on Higher Education Regional Office VII (CHEDRO VII) actively participated in the 2026 International Relations Officers (IRO) Visayas Congress, held on June 30 to July 1, 2026 at the Siquijor State College Convention Center. The congress carried the theme, "Advancing Inclusive and Impact-Driven Internationalization for Future-Ready Philippine HEIs."

Representing CHEDRO VII in the two-day congress were Dr. Johnny J. Yao Jr., Supervising Education Program Specialist, Mr. Monshyne Cabual, Education Supervisor II, and Ms. Ma. Andrea Dane Oroc, TNHE Regional Coordinator, joining International Relations Officers, higher education leaders, and CHED officials from across the Visayas in advancing the internationalization agenda of Philippine higher education institutions (HEIs).

One of the key highlights of the congress was the presentation on the Foreign Scholarships and Training Program (FSTP), where participants were updated on various international scholarship and professional development opportunities offered through partner countries and organizations. Discussions featured programs such as the Stipendium Hungaricum Scholarship Programme (Hungary), KOICA Scholarships (Republic of Korea), JICA Master's Degree Programs (Japan), Erasmus+ Programs (European Union), FORTH Project, and scholarship opportunities from the Taiwan Economic and Cultural Office (TECO), providing valuable avenues for academic mobility and capacity-building for faculty, staff, and students.

The congress also showcased best practices in internationalization (IZN) implemented by higher education institutions across the Visayas. Representing Region VII were Dr. Janet A. Mananay of Cebu Normal University (CNU), Mr. Kenneth G. Opina (University of San Carlos), and Dr. Rhodora G. Magan (Cebu Technological University) who shared successful internationalization initiatives, highlighting innovative strategies, global partnerships, and programs that have strengthened their respective institution's international engagement. The exchange of best practices provided participants with practical insights that can be adapted by other HEIs in further enhancing their own internationalization efforts.

Through its participation, CHEDRO VII reaffirmed its commitment to promoting internationalization in higher education by supporting initiatives that foster global collaboration, academic excellence, and expanded international opportunities for higher education institutions in Central Visayas. The office remains dedicated to strengthening the region's global competitiveness and preparing Philippine HEIs to thrive in an increasingly interconnected educational landscape.

Carrying the theme, "Naghahanda at Kumikilos Tungo sa Panatag na Bagong Pilipinas," this year's observance underscores the importance of disaster preparedness, proactive action, and collective responsibility in building resilient communities across the country.

Representing CHEDRO VII during the regional launching were Dr. Sotera Cagang and Mr. Anthony P. Tan, reaffirming the agency's commitment to supporting initiatives that promote disaster risk reduction, resilience, and preparedness within the higher education sector.

The activity gathered representatives from various national government agencies, local government units, partner organizations, and stakeholders to strengthen collaboration in advancing disaster resilience and fostering a culture of preparedness among communities in Central Visayas.

The Commission on Higher Education Regional Office VII (CHEDRO VII), successfully conducted a monitoring visit at Rogationist Seminary College-Cebu, Inc. located at St. John Street, Don Bosco Village, Punta Princesa, Cebu City.

The activity was warmly welcomed by Rev. Fr. Breynard A. Peji, RCJ, President of the Private Higher Education Institution (PHEI), who received the CHEDRO VII delegation and reaffirmed the institution's commitment to complying with the policies and guidelines governing government scholarship programs.

Representing CHEDRO VII were Ms. Melissa L. Castillote, Education Supervisor II, together with Ms. Maria Antonette F. Reyes, Education Program Specialist II; Ms. Xyraine Mae S. Maglasang, Education Program Specialist II; and Ms. Anabelle Marie P. Panugaling, Regional Coordinator.

The monitoring activity aimed to assess the institution's implementation of programs, ensure compliance with existing policies and procedures, validate relevant records and documents, and strengthen coordination between CHEDRO VII and the higher education institution in delivering quality and accountable student financial assistance services.

CEBU CITY, Philippines โ€“ The Commission on Higher Education Regional Office VII (CHEDRO VII) participated in the opening ceremonies of the 3rd ALCU7 Intercollegiate League 2026, bringing together local colleges and universities across Cebu Province in a celebration of sportsmanship, camaraderie, and academic solidarity.

The event was graced by distinguished officials, including Hon. Mayor Gerald Anthony Gullas, ALCU7 President Dr. Richel Bacaltos, CHEDRO VII Regional Director Dr. Filomena T. Dayagbil, Hon. Vice Mayor Richard Francis F. Aznar, and CHEDRO VII Education Supervisors Ms. Melissa L. Castillote and Dr. Jameson T. Lim.

In her message, Dr. Dayagbil emphasized the importance of sustaining and strengthening collaboration among local colleges and universities in the region. She highlighted that partnerships among higher education institutions play a vital role in promoting academic excellence, leadership development, student engagement, and holistic growth.

Dr. Dayagbil further underscored that activities such as the ALCU7 Intercollegiate League provide valuable opportunities for students to develop teamwork, discipline, resilience, and a strong sense of community beyond the classroom. She encouraged participating institutions to continue working together in advancing quality higher education and creating meaningful experiences for learners.

The annual intercollegiate league serves as a platform for student-athletes from member institutions of the Association of Local Colleges and Universities Region VII (ALCU7) to showcase their talents, foster friendships, and strengthen institutional ties through healthy competition.

The successful opening of the 3rd ALCU7 Intercollegiate League 2026 reflects the shared commitment of local government units, higher education institutions, and education stakeholders in nurturing well-rounded students and promoting unity among colleges and universities throughout Central Visayas.
