Beyond the organizations listed above, the forum was also joined by students, community youth, and individual participants who took the time to be in the room and take part in the discussion.

Different formations. Different sectors. Different perspectives.

𝗪𝗘 𝗤𝗨𝗘𝗦𝗧𝗜𝗢𝗡𝗘𝗗. 𝗪𝗘 𝗟𝗜𝗦𝗧𝗘𝗡𝗘𝗗. 𝗪𝗘 𝗦𝗣𝗢𝗞𝗘 𝗨𝗣.

Last September 26, 2026, students and youth advocates came together for the Pax Silica Forum—a space for discussions, meaningful exchanges, and questions about the kind of development we want for our communities and our future.

From the participation of the 𝗖𝗢𝗕𝗥𝗔𝗦 to the presence of 𝗘𝘅𝘁𝗲𝗿𝗻𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝘀 from across Cebu, the forum brought young people together to engage with the issues, challenge perspectives, and make room for conversations that matter.

Because development should never be discussed without considering the people it affects. Beyond promises of progress and investment, we must also ask about the rights of Indigenous communities, the protection of ancestral lands, the welfare of workers, and the voices of the communities.

This was more than a gathering. It was a reminder that young people have a place in conversations that shape our future, and that our voices deserve to be heard.

Pax Silica is being presented as an economic opportunity— with projected jobs, investments, and opportunities in advanced manufacturing and technology supply chains.

But beyond the projections, there are questions worth asking.

Who benefits? Who carries the cost? And how much of the value created will actually reach Filipino workers, communities, and the wider public?

Development should not only be measured by what is promised, but also by who gains, who is affected, and who gets a voice.

Setyembre 21.

Isang petsang hindi lamang dapat dumaan sa kalendaryo, kundi dapat huminto tayo sandali upang alalahanin kung ano ang nangyari, sino ang naapektuhan, at ano ang mga aral na naiwan.

Noong 1972, idineklara ang Martial Law sa ilalim ng administrasyong Ferdinand Marcos Sr. Sa mga sumunod na taon, maraming Pilipino ang nakaranas ng pagkakait ng kalayaan, pagkulong, torture, pagkawala, at iba pang paglabag sa karapatang pantao. Marami ring tinig ang pinatahimik at mga espasyong para sana sa malayang pamamahayag at pagpapahayag ang sinikil. Ngunit ang kasaysayan ay hindi lamang kuwento ng mga nasa kapangyarihan.

Ito rin ay kuwento ng mga estudyanteng nagtanong.

Ng mga mamamahayag na nagpatuloy sa pagsasalaysay.

Ng mga manggagawa at ordinaryong mamamayang tumindig.

Ng mga pamilyang patuloy na naghanap ng hustisya.

At ng mga Pilipinong piniling huwag hayaang mawala ang kanilang mga alaala.

Bilang kabataan at mga estudyante, may pananagutan tayong kilalanin ang mga kuwentong ito.

Hindi dahil kailangan nating isipin nang pare-pareho.

Kundi dahil ang isang lipunang malayang mag-isip ay nangangailangan ng mga taong handang makinig, magtanong, magsuri, at magsalita.

Para sa ECHO, ang pag-alala ay isang anyo ng pakikilahok.

Kapag tinatanong natin ang mga salaysay na ipinapasa sa atin, hindi ibig sabihin na ayaw nating makinig. Ibig sabihin, pinipili nating unawain.

Kapag pinag-aaralan natin ang mga karanasan ng nakaraan, hindi ibig sabihin na nananatili tayo roon. Ginagamit natin ang kasaysayan upang mas maunawaan ang kapangyarihan, karapatan, at pananagutan sa kasalukuyan.

At kapag may mga tinig na unti-unting nawawala, responsibilidad nating tiyaking may espasyong muli silang marinig.

Dahil ang demokrasya ay hindi lamang karapatang magsalita. Ito rin ay pananagutang makinig.

Sa araw na ito, hindi lamang natin inaalala ang nakaraan.

Inaalala natin kung bakit mahalaga ang kalayaang magtanong.

Kung bakit mahalaga ang malayang pamamahayag.

Kung bakit mahalaga ang karapatang mag-organisa at magpahayag.

At higit sa lahat, kung bakit kailangang manatiling mulat ang bawat henerasyon.

Remember the history. Listen to the voices. Question the power.

The proposed Pax Silica development in New Clark City is envisioned at a scale of around 1,620 hectares— roughly 54 times the size of SM Seaside.

At this scale, the conversation goes beyond technology and investment.

It also raises questions about land, development, resources, infrastructure, and people.

How should responsible development look when it happens at this scale?
