Following its landmark adoption of the 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐲 𝐨𝐟 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐈𝐧𝐡𝐚𝐛𝐢𝐭𝐚𝐧𝐭𝐬 𝐚𝐧𝐝 𝐌𝐢𝐠𝐫𝐚𝐧𝐭𝐬 (𝐑𝐁𝐈𝐌) 𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧, the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐀𝐬𝐭𝐮𝐫𝐢𝐚𝐬 further strengthened its digital population management initiatives as the Commission on Population and Development conducted a 𝐑𝐞𝐟𝐫𝐞𝐬𝐡𝐞𝐫 𝐂𝐨𝐮𝐫𝐬𝐞 𝐨𝐧 𝐭𝐡𝐞 𝐑𝐁𝐈𝐌 𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐃𝐚𝐭𝐚 𝐀𝐩𝐩𝐫𝐞𝐜𝐢𝐚𝐭𝐢𝐨𝐧 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 for Barangay Population Volunteers (BPVs), Barangay Captains, and Barangay Secretaries on July 20, 2026.

Earlier this year, the Municipality of Asturias formally entered into a 𝐌𝐞𝐦𝐨𝐫𝐚𝐧𝐝𝐮𝐦 𝐨𝐟 𝐀𝐠𝐫𝐞𝐞𝐦𝐞𝐧𝐭 (𝐌𝐎𝐀) 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐨𝐟 𝐁𝐫𝐨𝐨𝐤𝐞'𝐬 𝐏𝐨𝐢𝐧𝐭, 𝐏𝐚𝐥𝐚𝐰𝐚𝐧, during a high-level training in Puerto Princesa, becoming the first local government unit (LGU) in Cebu Province to adopt the innovative mobile-driven population management system.

The 𝐁𝐫𝐨𝐨𝐤𝐞'𝐬 𝐏𝐨𝐢𝐧𝐭 𝐃𝐚𝐭𝐚 𝐒𝐲𝐬𝐭𝐞𝐦, developed by Planning Officer Mr. Christian Cairo Del Castillo and Information Technologist/Municipal Population Officer Mr. Muhammad Raeid Sali, is a centralized, real-time database that integrates critical population, socioeconomic, and health indicators. The system enables more accurate monitoring of community demographics while supporting evidence-based planning, program implementation, and policy formulation at both the barangay and municipal levels.

The refresher course reinforced the municipality's commitment to sustaining the effective implementation of the RBIM system by enhancing participants' technical knowledge and practical skills in household and population data management. Through interactive discussions and guided hands-on exercises, participants refreshed their 𝐜𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐜𝐢𝐞𝐬 𝐢𝐧 𝐝𝐚𝐭𝐚 𝐞𝐧𝐜𝐨𝐝𝐢𝐧𝐠, 𝐞𝐱𝐩𝐨𝐫𝐭 𝐚𝐧𝐝 𝐢𝐦𝐩𝐨𝐫𝐭 𝐩𝐫𝐨𝐜𝐞𝐝𝐮𝐫𝐞𝐬, 𝐝𝐚𝐭𝐚 𝐜𝐥𝐞𝐚𝐧𝐢𝐧𝐠 𝐭𝐞𝐜𝐡𝐧𝐢𝐪𝐮𝐞𝐬, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐞𝐟𝐟𝐞𝐜𝐭𝐢𝐯𝐞 𝐮𝐬𝐞 𝐨𝐟 𝐪𝐮𝐚𝐥𝐢𝐭𝐲 𝐩𝐨𝐩𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐝𝐚𝐭𝐚 for evidence-based planning and informed decision-making.

The activity also emphasized the vital role of reliable and up-to-date population data in strengthening local governance, improving public service delivery, and ensuring that development interventions are responsive to the actual needs of communities.

As the pioneering LGU in Cebu Province to implement the Brooke's Point RBIM Mobile Application, the Municipality of Asturias continues to set a benchmark for digital innovation in local population management. 𝐂𝐄𝐁𝐔 𝐂𝐈𝐓𝐘 – Researchers, government officials, local population officers, academic institutions, civil society organizations and development partners gathered in a hotel in Cebu on July 22, 2026 for the much-awaited 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞 𝐨𝐧 𝐏𝐨𝐩𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐑𝐂𝐏𝐃), where evidence-based research and collaborative discussions took center stage addressing Central Visayas' evolving population and development concerns.

Organized by Commission on Population and Development Region VII, the conference featured keynote presentations, plenary discussions, breakout research sessions, and poster presentations highlighting studies on adolescent health and development (𝐀𝐇𝐃), responsible parenthood and family planning (𝐑𝐏𝐅𝐏), population and development (𝐏𝐎𝐏𝐃𝐄𝐕), and community-based social services. Participants exchanged insights on pressing regional issues, including adolescent pregnancy, disaster resilience, healthy aging, family planning, local governance, and sustainable community development.

𝐏𝐋𝐄𝐍𝐀𝐑𝐘 𝐃𝐈𝐒𝐂𝐔𝐒𝐒𝐈𝐎𝐍

The conference began with sharing key research studies that encapsulated the full life cycle approach in ensuring people-centered development.

𝐃𝐫. 𝐌𝐞𝐢 𝐘𝐞 𝐒. 𝐀𝐥𝐠𝐮𝐢𝐫𝐞, Clinical Director of Glory Reborn shared their good practices in providing family planning services to the marginalized sector, allowing them to create healthy families.

𝐃𝐫. 𝐉𝐮𝐝𝐢𝐭𝐡 𝐁𝐨𝐫𝐣𝐚 of the USC Office of Population Studies shared the State of our Youth's Education in the Final Stretch of the SGD Implementation, highlighting the difference in school performance between male and female youth. This sparked discussions on how to ensure all youth are provided opportunities to maximize their potential to become healthy, responsible, and productive as they navigate this transition to adulthood.

Finally, 𝐌𝐬. 𝐂𝐫𝐢𝐳𝐞𝐥𝐥𝐞 𝐀𝐧𝐧𝐞 𝐁𝐞𝐧𝐢𝐭𝐞𝐳 from the University of the Philippines Cebu and Caritas shared her study on Integrated Community-based Care Services for the Elderly through the experience of The Coalition of Services for the Elderly in Northern Samar. This provided insights into how localities can prepare their healthcare and social welfare service provision and local governance as the population transitions into an aging society.

The interactive exhibit provided participants with an opportunity to engage directly with the researchers, exchange insights, and explore innovative studies that support evidence-informed population and development initiatives in Central Visayas.

As the Regional Conference on Population and Development 2026 came to a close, it left participants with a renewed appreciation for the vital role of research, collaboration, and evidence-based decision-making in addressing the changing population and development needs of Central Visayas.

The studies and discussions presented are expected to support the development of more responsive policies, programs, and services for communities across the region. Following the successful conduct of the 𝑇𝑟𝑎𝑖𝑛𝑖𝑛𝑔 𝑜𝑛 𝑆𝑡𝑟𝑎𝑡𝑒𝑔𝑖𝑐 𝑊𝑜𝑟𝑘 𝑃𝑙𝑎𝑛𝑛𝑖𝑛𝑔, 𝐵𝑢𝑑𝑔𝑒𝑡𝑖𝑛𝑔, 𝑎𝑛𝑑 𝑃𝑒𝑟𝑓𝑜𝑟𝑚𝑎𝑛𝑐𝑒 𝑀𝑎𝑛𝑎𝑔𝑒𝑚𝑒𝑛𝑡 for CPD Region VII, held jointly with the Komisyon sa Populasyon at Pagpapaunlad - Negros Island Region (NIR) and facilitated by 𝐷𝑒𝑝𝑢𝑡𝑦 𝐸𝑥𝑒𝑐𝑢𝑡𝑖𝑣𝑒 𝐷𝑖𝑟𝑒𝑐𝑡𝑜𝑟 𝐿𝑜𝑙𝑖𝑡𝑜 𝑅. 𝑇𝑎𝑐𝑎𝑟𝑑𝑜𝑛, with the participation of representatives from the 𝐶𝑃𝐷 𝐶𝑒𝑛𝑡𝑟𝑎𝑙 𝑂𝑓𝑓𝑖𝑐𝑒, Commission on Population and Development Region VII successfully conducted its 𝟐𝟎𝟐𝟔 𝐌𝐢𝐝𝐲𝐞𝐚𝐫 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐂𝐚𝐭𝐜𝐡-𝐮𝐩 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 from July 13 to 16, 2026, in a local spot in far-north Cebu.

The activity reaffirmed the agency's commitment to results-driven governance, strategic performance management, and the timely delivery of quality public service.

Serving as a comprehensive review of the Office's accomplishments for the first semester of 2026 (January–June), the assessment measured the implementation of Programs, Activities, and Projects (PAPs) against approved targets outlined in the Office/Division Performance Commitment and Review (O/DPCR), Work and Financial Plan (WFP), and the Regional Population and Development (POPDEV) Priority Strategies.

Anchored on an integrated results-based management approach, 𝐭𝐡𝐞 𝐚𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭 𝐩𝐫𝐨𝐯𝐢𝐝𝐞𝐝 𝐞𝐯𝐞𝐫𝐲 𝐬𝐞𝐜𝐭𝐢𝐨𝐧, 𝐮𝐧𝐢𝐭, 𝐚𝐧𝐝 𝐩𝐫𝐨𝐜𝐞𝐬𝐬 𝐨𝐰𝐧𝐞𝐫 with the opportunity to evaluate implementation progress, examine the alignment of physical and financial accomplishments, identify operational gaps and emerging challenges, and formulate strategic catch-up plans to ensure the attainment of the agency's annual commitments.

In a significant step toward strengthening adolescent health and development services, a two-day 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐃𝐞𝐥𝐢𝐯𝐞𝐫𝐲 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 (𝐈𝐒𝐃𝐍) 𝐚𝐧𝐝 𝐀𝐇𝐃 𝐓𝐞𝐞𝐧 𝐂𝐞𝐧𝐭𝐞𝐫 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐰𝐢𝐭𝐡 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐞𝐝 𝐀𝐝𝐨𝐥𝐞𝐬𝐜𝐞𝐧𝐭 𝐇𝐞𝐚𝐥𝐭𝐡 𝐚𝐧𝐝 𝐍𝐮𝐭𝐫𝐢𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 was successfully conducted on July 11–12 in Dalaguete, Cebu. The activity aimed to capacitate peer educators and service providers with the knowledge and skills needed to establish 𝐚 𝐬𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐫𝐞𝐟𝐞𝐫𝐫𝐚𝐥 𝐧𝐞𝐭𝐰𝐨𝐫𝐤 and ensure the effective management of the municipality's soon-to-be-established 𝐀𝐝𝐨𝐥𝐞𝐬𝐜𝐞𝐧𝐭 𝐇𝐞𝐚𝐥𝐭𝐡 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐀𝐇𝐃) 𝐓𝐞𝐞𝐧 𝐂𝐞𝐧𝐭𝐞𝐫.

The initiative was spearheaded by the Dalaguete Advocates for Adolescent Health and Community Services (𝐃𝐀𝐀𝐇𝐂𝐒), the municipality's adolescent health peer network, as part of its continuing efforts to create a safe, inclusive, and youth-friendly space where adolescents can access reliable information, support services, and meaningful learning opportunities that promote their overall health and well-being.

Throughout the training, participants were oriented on the ISDN framework and the vital role of the AHD Teen Center as a convergence facility for coordinated, multi-sectoral adolescent health and development services. The activity also assessed the municipality's current adolescent health situation, existing services, and institutional capacities to identify service gaps and opportunities for strengthening the local referral network.

The training was facilitated by Commission on Population and Development Region VII AHD focal persons 𝐌𝐬. 𝐋𝐢𝐚𝐡𝐨𝐧𝐚 𝐋. 𝐂𝐚𝐦𝐢𝐧𝐚𝐝𝐞, 𝐼𝑛𝑓𝑜𝑟𝑚𝑎𝑡𝑖𝑜𝑛 𝑂𝑓𝑓𝑖𝑐𝑒𝑟 𝐼𝐼, and 𝐌𝐫. 𝐋𝐨𝐮𝐫𝐞𝐧𝐳𝐞 𝐒. 𝐏𝐚𝐫𝐞𝐣𝐚, 𝐼𝑛𝑓𝑜𝑟𝑚𝑎𝑡𝑖𝑜𝑛 𝑂𝑓𝑓𝑖𝑐𝑒𝑟 𝐼, who provided technical inputs on adolescent-friendly health services, referral mechanisms, and Teen Center management.

Joining the activity were representatives from the 𝐡𝐞𝐚𝐥𝐭𝐡, 𝐞𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧, 𝐬𝐨𝐜𝐢𝐚𝐥 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧, 𝐲𝐨𝐮𝐭𝐡 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭, 𝐚𝐧𝐝 𝐫𝐞𝐥𝐢𝐠𝐢𝐨𝐮𝐬 𝐬𝐞𝐜𝐭𝐨𝐫𝐬, 𝐚𝐥𝐨𝐧𝐠𝐬𝐢𝐝𝐞 𝐩𝐞𝐞𝐫 𝐞𝐝𝐮𝐜𝐚𝐭𝐨𝐫𝐬 𝐟𝐫𝐨𝐦 𝐃𝐀𝐀𝐇𝐂𝐒, highlighting the importance of a whole-of-community approach in advancing adolescent health and development initiatives.

The training concluded with the formulation of an 𝐢𝐧𝐢𝐭𝐢𝐚𝐥 𝐚𝐜𝐭𝐢𝐨𝐧 𝐩𝐥𝐚𝐧, including the drafting of a local ordinance to formally recognize ISDN member institutions and the strategic deployment of peer educators who will help manage and sustain the municipality's AHD Teen Center.

Faculty members from Cebu Normal University's Bachelor of Secondary Education program gathered for a three-day curriculum integration workshop led by the Commission on Population and Development (CPD) alongside Commission on Population and Development Region VII to explore the integration of 𝐑𝐞𝐩𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐯𝐞 𝐇𝐞𝐚𝐥𝐭𝐡 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐀𝐝𝐨𝐥𝐞𝐬𝐜𝐞𝐧𝐭𝐬 (𝐑𝐇𝐄𝐀) into selected courses.

Emphasizing the importance of adolescent development, 𝐶𝑃𝐷 𝐷𝑒𝑝𝑢𝑡𝑦 𝐸𝑥𝑒𝑐𝑢𝑡𝑖𝑣𝑒 𝐷𝑖𝑟𝑒𝑐𝑡𝑜𝑟 𝑳𝒐𝒍𝒊𝒕𝒐 𝑹. 𝑻𝒂𝒄𝒂𝒓𝒅𝒐𝒏 described adolescence as "𝐚 𝐩𝐞𝐫𝐢𝐨𝐝 𝐨𝐟 𝐨𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐲, 𝐛𝐮𝐭 𝐚𝐥𝐬𝐨 𝐚 𝐩𝐞𝐫𝐢𝐨𝐝 𝐨𝐟 𝐯𝐮𝐥𝐧𝐞𝐫𝐚𝐛𝐢𝐥𝐢𝐭𝐲." He highlighted that while this stage offers young people opportunities for growth and self-discovery, it also presents challenges that require proper guidance from educators. His message reinforced the importance of preparing teachers to create safe, inclusive, and learner-centered learning environments that support informed and responsible decision-making.

The initiative aims to incorporate 𝐑𝐇𝐄𝐀 𝐜𝐨𝐧𝐜𝐞𝐩𝐭𝐬 into 𝑛𝑖𝑛𝑒 𝑐𝑜𝑟𝑒 𝑒𝑥𝑖𝑠𝑡𝑖𝑛𝑔 𝑐𝑜𝑢𝑟𝑠𝑒𝑠, equipping teacher education students with the knowledge, values, and skills needed to support adolescents' holistic development and well-being. Reproductive Health Education for Adolescents (RHEA) is a comprehensive educational framework that promotes adolescents' holistic health and well-being through age-appropriate, evidence-based, and values-oriented learning experiences.

To cap off this year's celebration of Pride Month, the Commission on Population and Development Region VII, in collaboration with Ramon Duterte Memorial National High School - DepEd Region 7, took a bold step in reaching nearly 200 learners from Grades 10 to 12 through simultaneous Heart to HEART Talk sessions held last June 26.

The activity provided a safe, youth-friendly space that empowered adolescents through accurate information, meaningful dialogue, and peer education on HIV and AIDS, adolescent sexuality, reproductive health, and teenage pregnancy prevention—equipping them with the knowledge and skills to make informed, responsible, and healthy life choices.

The 𝐇𝐄𝐀𝐑𝐓 𝐓𝐚𝐥𝐤 highlights five key adolescent health and development themes:

In a shared commitment to advancing adolescent health development (AHD) and revitalizing youth-centered initiatives, the Commission on Population and Development Region VII, in partnership with Komisyon sa Populasyon at Pagpapaunlad - Negros Island Region, successfully conducted the 𝐋𝐚𝐝𝐝𝐞𝐫𝐢𝐳𝐞𝐝 𝐏𝐞𝐞𝐫 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 (𝐋𝐏𝐄𝐓) 𝐋𝐞𝐯𝐞𝐥 𝟏: 𝐎𝐩𝐞𝐧 𝐒𝐩𝐚𝐜𝐞 for selected Supreme Secondary Learner Government (SSLG) officers from three secondary schools in LGU Bais City on June 30 to July 1 at a local training venue.

Nearly 50 student leaders participated in the two-day capacity-building activity, marking another milestone in sustaining the region-developed LPET program after a three-year hiatus.

As the entry level of CPD Region VII's region-owned Adolescent Health and Development (AHD) training framework, 𝑳𝑷𝑬𝑻 𝑳𝒆𝒗𝒆𝒍 1, 𝑶𝒑𝒆𝒏 𝑺𝒑𝒂𝒄𝒆 focuses on developing self-awareness through self-esteem enhancement, values formation, orientation on the agency's flagship programs, and fundamental concepts on adolescent health and development. The training also highlights the importance of volunteerism and responsible peer engagement, formally welcoming the participants as 𝑃𝑒𝑒𝑟 𝑉𝑜𝑙𝑢𝑛𝑡𝑒𝑒𝑟𝑠 of the program.

Throughout the training, the participants actively explored the realities and emerging issues faced by today's adolescents. Through meaningful discussions and interactive learning sessions, they gained a deeper understanding of their roles as youth leaders and peer volunteers while strengthening their capacity to become positive agents of change in their respective schools and communities.

More importantly, the training provided a safe and empowering environment where young people were encouraged to express themselves, uphold their rights, strengthen their sense of responsibility, and cultivate leadership anchored on empathy, respect, and service.

CPD Region VII and CPD NIR extend their heartfelt gratitude to the Local Government Unit of Bais City for its invaluable partnership in making the activity a success.
