In a celebration filled with purpose and genuine heart, the City of Vigan successfully held the closing ceremony for the 48th National Disability Rights Celebration last July 17, 2026, guided by the theme "Rights First, Legislation Forward: Strategic Action for Equal Participation and Inclusive Development."

Opening the event, SPM Karen Baquiran, Chairperson of the Committee on Social Services and Poverty Alleviation, delivered a warm and moving welcome message that deeply reflected her profound love and affection for the PWD community. Driven by a heart that truly cares, SPM Karen highlighted her continuous commitment to ensuring every member of the sector feels protected, valued, and fully included in the city's growth.

The event was highlighted by the steadfast support of Mayor Jose "Randy" Singson, Vice Mayor Glendale Benzon, and the 9th City Council. Also standing in strong solidarity with the cause were CSWDO Head Ms. Maribelle Artienda, PDAO Head Ms. Frances Liza Pugrad, STAC Head Ms. Carolyn Agatep, alongside the hardworking staff of CSWDO, PDAO, and STAC who make equal opportunity and compassionate service a reality for every Bigueño every single day.

Demonstrating her unwavering commitment to the welfare of Vigan City’s elderly community, SPM Karen Baquiran, Chairperson of the Committee on Social Services and Poverty Alleviation, spearheaded the citywide birthday cake distribution for 60-year-old senior citizens on July 17, 2026.

The initiative stems directly from City Ordinance No. 37, Series of 2022, a landmark policy authored by SPM Baquiran designed to ensure that every Biguenio senior citizen feels genuinely celebrated, valued, and appreciated by the city government.

Accompanied by City Social Welfare and Development Officer Ms. Maribelle Artienda, the dedicated CSWDO staff, and Office of Senior Citizens Affairs (OSCA) President Ms. Celerina Agcamaran, SPM Baquiran personally oversaw the distribution across all barangays. Through her legislative vision and hands-on leadership, SPM Baquiran continues to champion programs that bring joy, respect, and tangible support to Vigan's senior citizens.

As the dedicated Chairperson of the Committee on Social Services and Poverty Alleviation, SPM Karen Baquiran delivered an inspiring welcome address to the beneficiaries. She emphasized the local government's unwavering commitment to supporting single-headed households and ensuring that timely, impactful social protections are felt on the ground.

Through this vital initiative, 200 Bigueño solo parents received Php 6,000 each to help alleviate daily financial challenges and support their children’s needs.

The successful distribution was carried out in strong collaboration with City Mayor Randolf "Randy" Singson, the members of the 9th City Council, and Ms. Maribelle Artienda of the City Social Welfare and Development Office (CSWDO).

SPM Baquiran extends her deepest salute to all solo parents for their immense strength and sacrifices, and she remains steadfast in driving policies that bring compassionate public service to every corner of Vigan City!

On July 14-15, SPM Karen Baquiran attended the Roll-Out Orientation on the PCW-DILG-DBM-NEDA Joint Memorandum Circular No. 2024-01 (Revised Guidelines for the Localization of the Magna Carta of Women), held at the Hotel Linda Annex.

This orientation focuses on strengthening the implementation of the Magna Carta of Women at the local level, ensuring that gender and development (GAD) initiatives are effectively integrated into our community programs.

Today, July 13, 2026, SPM Karen Baquiran, Chairperson of the Committee on Social Services and Poverty Alleviation, officially joined the kickoff activities for the 48th National Disability Rights Week Celebration.

Guided by this year's theme, "Rights First, Legislation Forward - Strategic Action for Equal Participation and Inclusive Development," the morning commenced with a flag ceremony led by STAC kids and PWD employees. A Holy Mass was subsequently held at Pantay Fatima, attended by Mayor Randolf "Randy" V. Singson, Vice Mayor Atty. Glendale Benzon, and members of the 9th City Council.

The local government remains steadfast in championing legislative actions that safeguard the rights and foster the inclusive development of the PWD sector.

Quality healthcare continues to reach every community through the Kalusugan on Wheels program. Health care on the move! SPM Karen Baquiran with Vice Mayor Atty. Glendale Benzon and other City Councilors visited the “Kalusugan on Wheels” caravan at Barangay Capangpangan last July 10, 2026.

The initiative brought essential medical services closer to Bigueños, promoting accessible and compassionate healthcare for all. This program reflects the city's unwavering commitment to the health and well-being of every resident, because every Bigueño deserves quality healthcare within reach.
