The National Youth Commission (NYC) conducted its 3rd Quarter Sangguniang Kabataan Regional Task Force Meeting in the Province of Ilocos Sur, hosted by the Provincial Government of Ilocos Sur through the Provincial Youth Development Office, on September 1, 2026, at the SP Conference Hall, Provincial Farmers Livelihood Development Center, Vigan City.

The meeting was presided over by Assistant Secretary Michael Christophe Agustin, Commissioner Representing Luzon of the National Youth Commission, together with SK National Representative CJ Dalipe. The Panlalawigang Pederasyon ng mga Sangguniang Kabataan of Ilocos Sur attended the meeting, led by Hon. Edgar Locquiao Jr., Hon. John Robert Villalon, and Hon. Pamela Gasmen, together with SK Chairpersons from the PPSK Sta. Cruz.

Also in attendance were the SK Federations from Region 1, Local Youth Development Officers, and other representatives who participated virtually.

The meeting focused on Sangguniang Kabataan policies, memoranda, and circulars, as well as updates from the different federations regarding youth concerns, issues, and priorities. The gathering provided an avenue for the participants to discuss relevant matters affecting the youth sector, share updates and best practices, and strengthen coordination among SK federations and youth development stakeholders.

The Agtutubo para ti Natalged, Natalinaay ken Asensado a Komunidad (A.N.N.A.K.) Council held a meeting on August 26, 2026, at the One Ilocos Sur Café Conference Room, Provincial Farmers Livelihood Development Center, Vigan City.

The meeting was presided over by SPM and PPSK Ilocos Sur President Vic Singson and attended by the focal persons and representatives of the ANNAK Council member organizations.

The meeting focused on the preparation for the A.N.N.A.K. Congress 2026, the 3rd Quarter Provincial Youth Development Plan, the review and updating of the A.N.N.A.K. Council Implementing Rules and Regulations (IRR), and the proposed reorganization of the A.N.N.A.K. Council.

The meeting served as an avenue for the council members to discuss upcoming youth-related initiatives, strengthen coordination among member organizations, and ensure the continued effective implementation of programs and activities for the youth of Ilocos Sur.

More than 1,900 awardees were honored by the Provincial Government of Ilocos Sur during the Siglat Iskwela 2026 held on August 13, 2026, at the CHAVIT Coliseum, Vigan City. SPM & PPSK Ilocos Sur President Vic Singson was present during the awarding ceremony to show his support for the students and individuals who brought honor to the province of Ilocos Sur through their achievements at the regional, national, and international stages.

Governor Jeremias “Jerry” C. Singson and Vice Governor Ryan Luis Singson delivered messages recognizing the contributions and achievements of Ilocosurians. They also assured the awardees of the Provincial Government’s continued support in their pursuit of excellence. SPM Ericson Singson, SPM Art Oandasan, SPM Fayinnah Zaragoza-Delgado, and SPM Third Ranches were also present during the ceremony.

The awarding ceremony recognized outstanding students and individuals, as well as Best School Practices in Ilocos Sur. The awardees received medals and cash incentives in recognition of their achievements and contributions to the province.

"Shine Your Way." Youth from across the province of Ilocos Sur gathered for the 7th Titong Singson Youth Leadership Congress on August 4, 2026, at Angalo Hall, One Ilocos Sur Hotel, Tamag, Vigan City. The activity was held as part of the Ilocos Sur Siglat Festival of the Provincial Government of Ilocos Sur.

SPM and PPSK Ilocos Sur President Vic Singson welcomed the participants and reminded them to carry the torch of leadership that will guide them toward a brighter future. Governor Jeremias "Jerry" Singson also shared the leadership journey of Titong Singson and how his legacy continues to inspire the youth of Ilocos Sur.

The participants underwent a three-day leadership training and team-building program designed to strengthen their leadership skills, foster camaraderie, and provide valuable learning experiences through various sessions led by speakers and facilitators.
