𝐕𝐈𝐆𝐀𝐍 𝐂𝐈𝐓𝐘, 𝐈𝐥𝐨𝐜𝐨𝐬 𝐒𝐮𝐫—The 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 (𝐒𝐊) 𝐨𝐟 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐑𝐮𝐠𝐬𝐮𝐚𝐧𝐚𝐧 conducted a 𝘾𝙡𝙚𝙖𝙣-𝙐𝙥 𝘿𝙧𝙞𝙫𝙚, 𝙋𝙤𝙨𝙩𝙚𝙧 𝙈𝙖𝙠𝙞𝙣𝙜 𝘾𝙤𝙢𝙥𝙚𝙩𝙞𝙩𝙞𝙤𝙣, 𝙋𝙝𝙤𝙩𝙤 𝙀𝙨𝙨𝙖𝙮, 𝙌𝙪𝙞𝙯 𝘽𝙚𝙚 𝘾𝙤𝙢𝙥𝙚𝙩𝙞𝙩𝙞𝙤𝙣, and 𝙇𝙖𝙧𝙤 𝙣𝙜 𝙇𝙖𝙝𝙞 on 𝐀𝐮𝐠𝐮𝐬𝐭 𝟑𝟎, 𝟐𝟎𝟐𝟔, at the 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐑𝐮𝐠𝐬𝐮𝐚𝐧𝐚𝐧 𝐂𝐨𝐯𝐞𝐫𝐞𝐝 𝐂𝐨𝐮𝐫𝐭 and the 𝐑𝐮𝐠𝐬𝐮𝐚𝐧𝐚𝐧 𝐂𝐡𝐢𝐥𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐑𝐂𝐃𝐂), in celebration of 𝐋𝐢𝐧𝐠𝐠𝐨 𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 𝟐𝟎𝟐𝟔, held under the theme "𝘿𝙞𝙛𝙛𝙚𝙧𝙚𝙣𝙩 𝘾𝙤𝙣𝙩𝙚𝙭𝙩𝙨, 𝘾𝙤𝙢𝙢𝙤𝙣 𝘼𝙨𝙥𝙞𝙧𝙖𝙩𝙞𝙤𝙣𝙨."

The day-long celebration opened with the 𝘾𝙡𝙚𝙖𝙣-𝙐𝙥 𝘿𝙧𝙞𝙫𝙚, which involved young residents, or Agtutubo, of Rugsuanan in a community cleanliness activity within the barangay.

This was followed by the 𝙋𝙤𝙨𝙩𝙚𝙧 𝙈𝙖𝙠𝙞𝙣𝙜 𝘾𝙤𝙢𝙥𝙚𝙩𝙞𝙩𝙞𝙤𝙣, 𝙋𝙝𝙤𝙩𝙤 𝙀𝙨𝙨𝙖𝙮, 𝙌𝙪𝙞𝙯 𝘽𝙚𝙚 𝘾𝙤𝙢𝙥𝙚𝙩𝙞𝙩𝙞𝙤𝙣, and 𝙇𝙖𝙧𝙤𝙣𝙜 𝙇𝙖𝙝𝙞, which likewise formed part of the barangay's two-day celebration.

𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧—𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧 𝐇𝐨𝐧. 𝐌𝐚𝐫𝐤 𝐏𝐚𝐮𝐥 𝐀. 𝐑𝐚𝐦𝐛𝐨𝐚𝐧𝐠𝐚 thanked the participants especially the 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 (𝐒𝐊) 𝐦𝐞𝐦𝐛𝐞𝐫𝐬, for entirely planning and implementing these activities, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐊𝐚𝐭𝐢𝐩𝐮𝐧𝐚𝐧 𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 (𝐊𝐊) for their involvement, saying their continued support.

Meanwhile, 𝐏𝐮𝐧𝐨𝐧𝐠 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐇𝐨𝐧. 𝐌𝐚𝐫𝐢𝐨 𝐕. 𝐀𝐩𝐞𝐥𝐢𝐧, in his message, cited the Sangguniang Kabataan Rugsuanan's 𝙩𝙝𝙧𝙚𝙚 (3) 𝙘𝙤𝙣𝙨𝙚𝙘𝙪𝙩𝙞𝙫𝙚 𝙮𝙚𝙖𝙧𝙨 of what he called consistent performance and commitment, stating that the council's efforts have brought recognition to the barangay through the conduct of organized events and sustained youth participation.

The Sangguniang Kabataan-Rugsuanan also acknowledged the assistance of the 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐍𝐮𝐭𝐫𝐢𝐭𝐢𝐨𝐧 𝐒𝐜𝐡𝐨𝐥𝐚𝐫 (𝐁𝐍𝐒) 𝐚𝐧𝐝 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐇𝐞𝐚𝐥𝐭𝐡 𝐖𝐨𝐫𝐤𝐞𝐫𝐬 (𝐁𝐇𝐖𝐬) during the event. The 𝐑𝐮𝐠𝐬𝐮𝐚𝐧𝐚𝐧 𝐂𝐡𝐢𝐥𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐑𝐂𝐃𝐂), headed by 𝐌𝐫𝐬. 𝐉𝐨𝐯𝐞𝐥𝐲𝐧 𝐀𝐟𝐫𝐨𝐢𝐥𝐚𝐧 was recognized for providing the venue used for the celebration and the support of the 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝘾𝙤𝙪𝙣𝙘𝙞𝙡 - 𝙍𝙪𝙜𝙨𝙪𝙖𝙣𝙖𝙣.

The event was made possible through the combined effort of various barangay sectors and stakeholders.

The celebration was held in observance of Linggo ng Kabataan, an annual nationwide event recognizing the role of the youth in community and nation-building.

|| The Sangguniang Kabataan Rugsuanan conducted its first-ever Youth Congress

On August 29, 2026, in a historic milestone for youth leadership, the Sangguniang Kabataan - Rugsuanan headed by Hon. Mark Paul A. Ramboanga successfully hosted the first-ever Rugsuanan Youth Congress as part of the nationwide celebration of Linggo ng Kabataan 2026, with the theme “Different Contexts, Common Aspirations,” the congress brought together young leaders, students, and community stakeholders to engage in meaningful discussions on education, health, environment, arts, culture, nation-building, parliamentary procedure, and governance.

In his opening remarks, Sangguniang Kabataan Chairperson Hon. Mark Paul A. Ramboanga expressed his gratitude to the youth of Rugsuanan for their active involvement in all the activities conducted.

The morning session of the Youth Congress featured Mr. Jay Leonard C. Roldan, who emphasized the importance of strengthening the pillars of education, health, and environmental sustainability as foundations of youth development. He challenged participants to see these issues not as separate struggles but as interconnected responsibilities of the next generation.

Meanwhile, Ms. Alliah Nicole T. Sayo, RPm, CHRA, highlighted the role of youth in nation-building, focusing on resolution and ordinance-making, as well as parliamentary procedure. Her talk underscored the need for young leaders to be equipped not only with passion but also with technical knowledge of governance emphasizing that "Malupit man ang Mundo mas Malupit TAYO!"

In the afternoon session, the congress continued with equally impactful discussions. Mr. Ferdinand Espejo, MAEd, presented the Civic Blueprint, focusing on good governance and leadership, reminding the youth that effective leadership is rooted in accountability, bridge-building, capacity-building, and data-driven service.

Closing the day, Mr. Al B. Estrada revitalized the importance of arts and culture in daily living, stressing that cultural identity and creativity are essential in shaping resilient communities and inspiring future generations. He higlighted that "If we know our heritage, we know where we came from, so we must us embrace our rich-heritage culture and identity."

Different activities were also conducted focusing on the 10 Centers of Active Youth Participation, encouraging delegates to explore opportunities in leadership, education, health, environment, culture, sports, and community service. Interactive sessions allowed participants to voice their aspirations and propose initiatives that reflect the congress theme.

In his closing spiels, Sangguniang Kabataan Member Hon. Paul Jaylord A. Peredo expressed his gratitude to the resource speakers, to our partners, volunteers, and the participants for their active involvement, and reminded them that “If not us, the youth, then who? If not now, then when?”

The Rugsuanan Youth Congress 2026 stands as a testament to the power of collective action, proving that despite different contexts, the aspirations of the youth remain united — to build a stronger, more inclusive, and sustainable future.

We also extend our sincerest gratitude to the Rugsuanan CDC for lending their classroom as a venue in the successful implementation of Linggo ng Kabataan set of activities.

1st Session- Mr. Jay Leonard C. Roldan on Health, Education, and Environment.

2nd Session- Ms. Alliah Nicole Sayo on Parliamentary Procedure, Ordinance and Resolution Making, and the Role of Youth in Nation-Building.

Swift Evacuation of Rugsuanan Families Amid Southwest Monsoon (Habagat)

In light of the intensified rains and flooding brought by the Southwest Monsoon (Habagat), the Barangay Rugsuanan Action Team, led by Punong Barangay Mario V. Apelin, promptly facilitated the evacuation of 14 families, comprising 44 individuals.

With the active involvement of the Barangay Councils, Barangay Nutrition Scholars (BNS), Barangay Health Workers (BHWs), SK Rugsuanan, BUW, and the Barangay Police Patrol, the operation was executed efficiently to safeguard the residents. This decisive action underscores the barangay’s dedication to disaster readiness and its commitment to protecting the welfare of the community.

The evacuation was further strengthened through close collaboration with the BFP Vigan, the Philippine Army, the Vigan Rescue Team, the Vigan City Health Office, the PNP Vigan, and the City Social Welfare and Development Office (CSWDO) under the leadership of Ma’am Bhing Artienda. The assistance of Vigan City Councilors SPM Kisses, SPM Joy Benette, and SPM Karen provided additional support to the overall response.

Sa inisiyatibo ni Punong Barangay Mario V. Apelin, agad niyang ipinagamit ang kanyang personal na generator upang may magamit ang mga residente ng Brgy. Rugsuanan kasabay ng tuloy-tuloy na pagkawala ng kuryente. Ang inisyatibo na ito ay nagpapakita lamang ng kanyang patuloy na suporta sa mga residenteng nangangailangan ng libreng charge sa panahon ng kalamidad.

TINGNAN| Barangay Rugsuanan Action Team, nagbigay ng responde sa ZONE 1

Kaagad na kumilos ang Barangay Rugsuanan Action Team na pinamumunuan ni Punong Barangay Mario V. Apelin matapos mabagsakan ang bakod at Comfort Room (CR) sa Zone 1 ng malaking sanga ng kahoy sanhi ng malalakas na hangin at malakas na ulan na dala ng Tropical Cyclone Maymay. Sa kanilang mabilis na pagtugon, agad nilang isinagawa ang paglilinis ng lugar, pagtanggal ng mga nabuwal na sanga ng puno, at pagtiyak na ligtas ang mga residente mula sa posibleng panganib.

Ang kanilang pagkilos ay patunay ng kahandaan at malasakit sa komunidad, lalo na sa panahon ng kalamidad. Ang koordinasyon sa mga opisyal ng barangay at mga boluntaryong mamamayan ay nagbigay-daan sa mabilis na pagkilos, na nagpakita ng diwa ng bayanihan sa gitna ng sakuna. Ang agarang aksyon na ito ay hindi lamang nagbigay ng seguridad sa mga nasalanta kundi nagpatibay rin ng tiwala ng mamamayan sa pamumuno ng kanilang barangay.
