LGU OZAMIZ WARNS RESIDENTS AS HAZE PUSHES AIR QUALITY TO ‘VERY UNHEALTHY’ LEVEL

OZAMIZ CITY, Philippines — The Ozamiz City government has urged residents to limit outdoor exposure and take precautionary measures as haze caused by transboundary smoke from forest and land fires in Indonesia affects the city.

In a public advisory signed by Ozamiz City Mayor Sam A. Fuentes and issued on Thursday, September 4, the Office of the City Mayor said the nearest air quality monitoring station in Iligan City recorded an Air Quality Index (AQI) of 239, classified as “Very Unhealthy.”

The advisory was issued upon the recommendation of the City Disaster Risk Reduction and Management Office (CDRRMO) and the City Health Office (CHO).

Residents were advised to limit prolonged or strenuous outdoor activities and wear face masks when going outside, particularly in areas with visible haze or smoke.

The city government also urged the public to keep windows and doors closed to reduce exposure to outdoor air, stay hydrated, and monitor for symptoms such as coughing, difficulty breathing, and throat or eye irritation.

Those experiencing worsening respiratory symptoms were advised to seek medical attention promptly.

Children, senior citizens, pregnant women, and individuals with respiratory or cardiovascular conditions were urged to take extra precautions and avoid outdoor exposure as much as possible.

The city government also called on residents to avoid open burning of waste and other materials that could further worsen air quality.

The haze affecting Ozamiz City was linked to transboundary smoke from forest and land fires in Indonesia, according to the advisory.

The CDRRMO and CHO said they are continuously monitoring the situation, including regional haze advisories, and will issue further updates as necessary.

The assistance aims to recognize and support the beneficiaries for their continued service and contribution to the welfare, health, and nutrition of communities in Ozamiz City.

OZAMIZ REPURPOSES COCOPEAT WASTE FOR BARANGAY GARDENS UNDER HAPAG PROGRAM

OZAMIZ CITY, Philippines — The Ozamiz City government is repurposing cocopeat waste previously disposed of at the sanitary landfill into garden soil for barangay gardens and public green spaces under the HAPAG Program.

The initiative brings together the Solid Waste and Environment Management Office (SWEMO), the City Nutrition Action Office (CNAO), the Liga ng mga Barangay, private-sector partner Coco Harvest, Inc., and other stakeholders.

SWEMO and CNAO personnel, along with the Liga ng mga Barangay and representatives of Coco Harvest, Inc., recently conducted monitoring activities in barangay gardens to observe how recovered cocopeat is being used.

Cocopeat waste from Coco Harvest, Inc., which was previously discarded at the city’s sanitary landfill, is now being recovered and repurposed for gardening.

The material is mixed with soil produced from composted biodegradable waste, vermicast, and rice hull to create a garden soil mix.

The soil mix is intended for barangays that need materials for their community gardens. It may also be used in maintaining parks and other green spaces in the city.

The participation of the CNAO links the initiative with the city’s nutrition and food production programs, while the Liga ng mga Barangay helps coordinate the involvement of local communities.

The project also highlights cooperation between the local government, barangays, and private-sector partners in promoting sustainable waste management practices.

The initiative is being implemented with the support of the Kanunay Asenso Ozamiz administration led by Mayor Sam Norman GonFuentes, which has promoted collaboration among government offices and stakeholders in carrying out community-based programs.

Through the project, materials that would otherwise end up as waste are being recovered and converted into resources for community gardens.

The monitoring activities are part of continuing efforts by SWEMO and its partners to assess the use of the garden soil mix in barangays and promote the recovery and productive reuse of waste materials.

The initiative reflects the city’s efforts to support sustainable waste management, urban gardening, and community-based nutrition programs through cooperation among government agencies, barangays, and private-sector stakeholders.

OAMINAL DEFENDS PROPOSED 5-YEAR TERM FOR BARANGAY, SK OFFICIALS

MANILA, Philippines – Asenso Pinoy Party-list Representative Congressman Henry F. Oaminal Jr. defended House Bill No. 10971, which seeks to extend the term of office of barangay and Sangguniang Kabataan (SK) officials to five years and establish a new electoral cycle beginning in 2028.

The proposed measure would amend Republic Act No. 12232, enacted in 2025, which increased the term of barangay and SK officials from three years to four years and scheduled the next elections for 2026.

During House deliberations, Oaminal, one of the bill’s sponsors, maintained that the measure should not be viewed primarily as an election postponement but as an exercise of Congress’ constitutional authority to fix the term of office of barangay officials.

He cited the Supreme Court’s second Macalintal decision, arguing that Congress’ authority to determine the term of office also includes the power to establish when a new electoral cycle begins.

Oaminal said a five-year term would give barangay officials more time to implement development programs, noting that local officials are tasked with preparing and carrying out five-year development plans.

He also raised concerns about the possible discontinuation of projects when leadership changes, as well as the government’s recurring expenses in training newly elected officials.

The lawmaker said the measure was crafted following consultations with grassroots leaders and other stakeholders, including representatives from the Department of the Interior and Local Government, the Liga ng mga Barangay, the National Youth Commission, and the SK Federation.

The proposal, however, has drawn questions over its application to incumbent officials and its practical effect of moving the next barangay and SK elections from 2026 to 2028.

Oaminal said applying the proposed five-year term to incumbent officials would serve as a transition toward a regular five-year electoral cycle.

“The five-year term is the most advantageous, not really just for our barangay officials, but for our constituents, their respective constituencies, and the nation as a whole,” Oaminal said.

MANILA, Philippines — Misamis Occidental 2nd District Representative Ando Oaminal led a briefing and hearing of the House Committee on Appropriations on the Department of Foreign Affairs’ proposed budget for fiscal year 2027.

The hearing examined the DFA’s proposed funding allocation, priority programs, and planned expenditures as Congress continued its review of the proposed National Expenditure Program.

As part of the budget deliberations, lawmakers scrutinized the financial requirements of government departments and agencies, assessing whether proposed appropriations are aligned with priority programs and the delivery of public services.

Oaminal, in his role during the budget hearing, led the discussions involving the DFA’s proposed spending plan for 2027.

Ozamiz City CCTV Network Helps Track Mr. DIY Robbery Suspects

OZAMIZ CITY, Philippines — CCTV cameras installed by the Ozamiz City government helped police trace the escape route of two suspects in the robbery of a Mr. DIY store, leading to a hot pursuit operation in Zamboanga del Sur that left one suspect dead and another under arrest.

The robbery occurred at around 11:15 p.m. on September 1 at the Mr. DIY store in Barangay Aguada.

The suspects entered through a hole in the store’s rear concrete wall, forced open a vault, and took cash initially estimated at ₱60,000 before fleeing. Store management is still verifying the exact amount taken.

Police reviewed footage from the city’s CCTV network to trace the suspects’ movements after they left the area and determine their escape route.

The footage, together with crime scene processing, helped investigators identify the suspects as Alyas Joel and Alyas Jimboy, residents of Barangay Campo 4 in Ramon Magsaysay, Zamboanga del Sur.

At around 2:10 p.m. on September 2, police launched a hot pursuit operation involving the Ozamiz City Police Station, the Misamis Occidental Police Provincial Office, the Ramon Magsaysay Municipal Police Station, and the Zamboanga del Sur Police Provincial Office.

The operation was coordinated with provincial police units under the Misamis Occidental Police Provincial Office, led by PCOL Reynaldo Maclang, MNSA, and the Ozamiz City Police Station, led by PLTCOL Mark Green Lagura.

The operation led police to the suspects’ residence in Purutiza.

According to the police report, Jimboy fired at responding officers, prompting them to return fire. He was killed during the exchange of gunfire.

Joel was arrested and is now in police custody.

Authorities continue to investigate the robbery and the armed encounter.

NAPOLCOM-10 RECOGNIZES OZAMIZ CITY FOR COMMUNITY-BASED CRIME PREVENTION

OZAMIZ CITY, Philippines – The National Police Commission Regional Office 10 (NAPOLCOM-10) has recognized the Ozamiz City government for its community-centered and innovative crime prevention programs.

The city received a Plaque of Recognition on September 1 during the observance of National Crime Prevention Week. NAPOLCOM-10 representatives personally turned over the award to Mayor Sam Norman G. Fuentes.

Among the initiatives cited were Armas Baylo Bugas and Tindahan ni Mamang/Aleng Pulis, programs aimed at reducing firearm-related risks, strengthening community participation, and providing responsive interventions to public safety concerns.

The recognition was presented by Atty. Fender Rhodes B. Lumbatan, NAPOLCOM-10 Attorney V and Provincial Officer, together with Rexor Lester S. Jaramillo and Iamee A. Pareace.
