PHILSA-SCAD MOU Signing

The Subic-Clark Alliance for Development (SCAD) and the Philippine Space Agency (PhilSA) formally signed a Memorandum of Understanding (MOU) on 28 July 2026 at the PhilSA Conference Room, marking the launch of the Optimized Network for Enhanced Corridor Planning and Harmonization (ONE Corridor), a strategic partnership that will harness space data and information to accelerate the transformation of the Subic-Clark Corridor into a world-class mega logistics and economic hub.
The ceremonial signing commenced with opening remarks from Dr. Gay Jane P. Perez, Director General of PhilSA, followed by a message from Atty. Carminda Z. Fabros, Executive Director of SCAD, both emphasizing the importance of innovation, collaboration, and data driven governance in advancing sustainable development initiatives.
The Memorandum of Understanding was formally signed by Dr. Gay Jane P. Perez and Atty. Carminda Z. Fabros, with Dr. Mark Edwin A. Tupas, Director IV of the Space Information Infrastructure Bureau, and Ms. Mary Rose G. Austria, Director of Policy, Plans, and Programs of SCAD, serving as witnesses to the signing.
The event concluded with closing remarks from Dr. Mark Edwin A. Tupas, reaffirming PhilSA's commitment to supporting initiatives that promote smarter, more resilient, and future-ready communities.
Through ONE Corridor, SCAD and PhilSA will collaborate on research and development initiatives, capacity building activities, and the utilization of Earth Observation technologies and space enabled data to support project planning and sustainable development across the Subic-Clark Corridor.
Together, SCAD and PhilSA are paving the way for a more connected, innovative, and sustainable corridor development.
