The Sangguniang Bayan Committees with Municipal Vice Mayor Leah Dagasdas Patan recently convened to review key local measures aimed at community development, environmental protection, and social welfare.

The Committee on Ways and Means, chaired by Hon. Marie Jane C. Jatulan, and the Committee on Environmental Protection and Natural Resources, chaired by Hon. Redeemer A. Gabunada, jointly reviewed:

BARANGAY TAYAGA ORDINANCE NO. 1, SERIES OF 2026, AN ORDINANCE MANDATING ALL OWNERS OF VACANT LOTS WITHIN THE TERRITORIAL AUTHORITY OF BARANGAY TAYAGA, CLAVER, SURIGAO DEL NORTE TO KEEP THEIR PROPERTIES FREE OF GARBAGE, DEBRIS, BUSHES, AND OVERGROWN VEGATATION, WITH CORRESPONDING PENALTIES FOR ANY VIOLATION THEREOF.

Committee on Gender, Women, Children and Family also
Chaired by Hon. Marie Jane C. Jatulan, deliberated on the following crucial pieces of legislation:

1. Municipal Child Safety in Motor Vehicle Riding Ordinance;
2. The Municipal Anti-Child Marriage Ordinance;
3. The Ordinance Institutionalizing the Alternative Learning System (ALS).

Earlier today, the Sangguniang Bayan held productive committee meetings back-to-back, driven by the Chairmanship of Hon. Jaypee James N. Nasayao and graced by the active presence of Vice Mayor Leah D. Patan.

The meetings focused on key measures aimed at public health and community safety:

1. Committee on Health, Nutrition, and Sanitation: A thorough review of the Barangay Daywan Flush Type Toilet Ordinance to ensure better sanitation and health standards for our residents.

2. Committee on Peace, Order, and Security: Deliberations on the Comprehensive Drug-Free Workplace Ordinance to promote a safe, secure, and professional environment across offices in the municipality.

Legislative Session on the Road 🏛️📍

The Sangguniang Bayan successfully conducts its "Legislative Session on the Road," hosted this time by the vibrant community of Barangay Urbiztondo.

This grassroots initiative continues to bridge the gap between the plenary hall and the people, ensuring that local policymaking remains transparent, accessible, and deeply rooted in the actual needs of our barangays.

A special thank you to the Barangay Urbiztondo functionaries and residents for their warm welcome and active participation.

The Sangguniang Bayan of Claver proudly joins the entire Municipality in celebrating this remarkable achievement as one of the 11 LGUs in Surigao del Norte awarded with the IDEAL Level of Functionality in the 2026 LCPC Functionality Assessment.

This milestone reflects the unwavering commitment of the Local Government Unit of Claver, under the leadership of Hon. Mayor Georgia D. Gokiangkee, together with all sectors of the community, in ensuring the protection, welfare, and development of every Clavernon child.

The Sangguniang Bayan likewise takes pride in enacting legislative measures supportive of child protection and youth development, including ordinances strengthening the implementation of child-friendly policies, gender and development programs, anti-violence initiatives, educational support, sports development, and other measures promoting the welfare of children and the youth in the Municipality.

To ensure fair local tax structures and the proper maintenance of our municipal facilities, the Committee on Ways and Means met today, May 19, 2026, at 3:00 PM, to discuss key revenue and operational ordinances.

The agenda centered on three vital local measures:

1. ​Barangay Daywan Revenue Code: Reviewing Barangay Ordinance No. 04, Series of 2026, to support our barangay’s fiscal localization.

2. ​Local Revenue Code Amendments: Revisiting Municipal Ordinance No. 15, Series of 2025, to establish a more cohesive and updated revenue structure for the municipality.

3. ​CSEC Guidelines: Polishing the proposed rates, fees, and operational guidelines for the Claver Sports and Events Complex (CSEC) so "The Complex" can better serve our community.

Hon. JP James Nasayao, Chairman of the Committee on Health, Nutrition, and Sanitation, leads the committee meeting today, May 19, 2026.

​On the agenda is the crucial amendment of Municipal Ordinance No. 03, Series of 2024, to adopt PhilHealth Circular No. 2024-0023. This will ensure that expanded coverage and higher benefit package rates for hemodialysis treatments are fully implemented and felt by patients in our municipality.

45th REGULAR SESSION OF THE SANGGUNIANG BAYAN

The august Body successfully convened today for its 45th Regular Session, marked by continued legislative dedication and unity for the welfare of our municipality.

In the temporary absence of the regular Presiding Officer, the session was ably presided over by Honorable Ernesto P. Sulapas, serving as the duly elected Presiding Officer Pro Tempore. This comes as Vice Mayor Leah D. Patan currently steps up as the Officer-in-Charge (OIC) Municipal Mayor.

The Sangguniang Bayan were also honored by the presence of OIC Municipal Mayor - Vice Mayor Leah Dagasdas Patan, who graced the session to show her unwavering support for the local council's ongoing legislative agenda.

Ang maayong panglawas mao ang pundasyon sa epektibong serbisyo publiko. Karon nga adlaw, ang Legislative Department maoy nanguna sa gipahigayon nga Zumba Activity isip kabahin sa Employee Wellness Program nan LGU Claver.

Pinaagi niini, ang mga legislative staff nagdasig sa tibuok pwersa sa munisipyo nga hatagan og bili ang kahimsog sa lawas ug kadasig sa pagtrabaho. Ang baskog nga empleyado, andam muserbisyo sa katawhan sa Claver.
