𝐒𝐭𝐞𝐞𝐫𝐢𝐧𝐠 𝐓𝐨𝐰𝐚𝐫𝐝 𝐒𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞

The 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 𝐎𝐟𝐟𝐢𝐜𝐞 (MAO) attended the special meeting of the 𝐂𝐥𝐚𝐯𝐞𝐫𝐢𝐚–𝐒𝐭𝐚. 𝐏𝐫𝐚𝐱𝐞𝐝𝐞𝐬 𝐕𝐚𝐧 𝐓𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞 (CSVTC), with Chairperson Mr. 𝐑𝐨𝐦𝐮𝐥𝐨 𝐓𝐚𝐧𝐠𝐨𝐧𝐚𝐧 leading the discussion, as cooperative officers and municipal representatives came together to address matters concerning the cooperative’s operations, accountability, and organizational stability.

The meeting focused on a thorough review of the cooperative’s financial statements for 2023, 2024, 2025, and January–August 2026, alongside updates on its reportorial compliance with the Cooperative Development Authority (CDA) and Bureau of Internal Revenue (BIR).

Discussions also covered concerns on the rights and responsibilities of officers, the status of appointments for the Bookkeeper, Cashier, Treasurer, and Manager, as well as the current status of the Dispatcher—ensuring that each organizational function remains clearly defined and properly managed.

Present during the meeting were MCDC Chairperson Ms. 𝑴𝒂𝒅𝒆𝒍𝒊𝒏𝒆 𝑨. 𝑳𝒂𝒈𝒂𝒛𝒐; MCDO Designate/Municipal Agriculturist 𝑫𝒂𝒏𝒕𝒆 𝑨. 𝑪𝒂𝒔𝒕𝒊𝒍𝒍𝒐, RAgr., PhD; and Agricultural Technologist 𝑹𝒂𝒔𝒉𝒆𝒍 𝑨𝒏𝒏 𝑷. 𝑹𝒂𝒃𝒂𝒓𝒂, RAgr.

Behind every organized discussion is a local government that listens and supports. The activity was further strengthened by the support of Municipal Mayor Hon. 𝑳𝒖𝒄𝒊𝒍𝒍𝒆 𝑨𝒏𝒈𝒆𝒍𝒖𝒔 𝑮𝒖𝒊𝒍𝒍𝒆𝒏-𝒀𝒂𝒑𝒐, whose commitment to responsive local governance helps create an environment where cooperatives can address challenges, strengthen their systems, and move forward with greater confidence.

Beyond the matters on the agenda, the gathering reflected the value of open communication and shared responsibility. By bringing concerns to the table and working toward practical solutions, CSVTC continues to build a stronger foundation for effective management and dependable service.

𝗢𝗡-𝗚𝗢𝗜𝗡𝗚 𝗖𝗟𝗔𝗩𝗘𝗥𝗜𝗔 𝗡𝗨𝗥𝗦𝗘𝗥𝗬 𝗖𝗢𝗡𝗦𝗧𝗥𝗨𝗖𝗧𝗜𝗢𝗡 𝗜𝗡𝗦𝗣𝗘𝗖𝗧𝗜𝗢𝗡 | 🌱

An on-going inspection of the 𝘾𝙡𝙖𝙫𝙚𝙧𝙞𝙖 𝙂𝙧𝙚𝙚𝙣𝙝𝙤𝙪𝙨𝙚 𝙉𝙪𝙧𝙨𝙚𝙧𝙮 Construction was conducted at Barangay Sto. Niño, Claveria, Cagayan. The nursery is being developed to serve as a sustainable source of quality planting materials for Abaca, Mulberry, High-Value Crops, and other agricultural commodities. It will also support the propagation and development of future and potential crops, including indigenous crops such as Pako (Fiddlehead Fern).

The establishment of the nursery aims to strengthen agricultural production, promote crop diversification, preserve and propagate quality planting materials, and provide farmers with greater access to suitable crops that can contribute to sustainable agricultural development in the Municipality of Claveria.

The on-going construction and development were inspected and monitored by 𝙀𝙣𝙜𝙧. 𝙅𝙤𝙚𝙡 𝘼𝙣𝙜𝙚𝙡𝙤 𝙈. 𝘼𝙥𝙤𝙨𝙩𝙤𝙡, 𝘼𝘽𝙀, and 𝙀𝙣𝙜𝙧. 𝙎𝙖𝙣𝙙𝙮 𝙉𝙖𝙧𝙞𝙩𝙤.

This initiative is undertaken with the full support and guidance of Municipal Mayor 𝙃𝙤𝙣. 𝙇𝙪𝙘𝙞𝙡𝙡𝙚 𝘼𝙣𝙜𝙚𝙡𝙪𝙨 𝙂𝙪𝙞𝙡𝙡𝙚𝙣-𝙔𝙖𝙥𝙤 and Municipal Agriculturist 𝘿𝙖𝙣𝙩𝙚 𝘼. The 𝙈𝙪𝙣𝙞𝙘𝙞𝙥𝙖𝙡 𝘼𝙜𝙧𝙞𝙘𝙪𝙡𝙩𝙪𝙧𝙚 𝙊𝙛𝙛𝙞𝙘𝙚 (𝙈𝘼𝙊) of the 𝙇𝙤𝙘𝙖𝙡 𝙂𝙤𝙫𝙚𝙧𝙣𝙢𝙚𝙣𝙩 𝙐𝙣𝙞𝙩 (𝙇𝙂𝙐) 𝙤𝙛 𝘾𝙡𝙖𝙫𝙚𝙧𝙞𝙖 continues its Municipal-Wide Pest and Disease Surveillance and Monitoring in rice-producing areas to ensure the early detection, proper identification, regular monitoring, and timely management of emerging pest and disease threats affecting rice production.

Regular field monitoring is essential in preventing severe infestations and minimizing possible crop losses. Farmers are encouraged to closely observe their rice fields and immediately report unusual symptoms, pest presence, or increasing pest populations to their respective Agricultural Extension Workers (AEWs) or the Municipal Agriculture Office.

Through strengthened surveillance, proper monitoring, technical assistance, and the active participation of our farmers, the LGU Claveria remains committed to protecting rice production, promoting Integrated Pest Management (IPM), and sustaining agricultural productivity and food security in the municipality.

𝐖𝐚𝐬𝐭𝐞 𝐓𝐞𝐥𝐥𝐬 𝐚 𝐒𝐭𝐨𝐫𝐲. 𝐃𝐚𝐭𝐚 𝐓𝐞𝐥𝐥𝐬 𝐔𝐬 𝐖𝐡𝐚𝐭 𝐭𝐨 𝐃𝐨 𝐍𝐞𝐱𝐭.

Every discarded bottle, food scrap, plastic wrapper, and household refuse tells a story about how a community lives and consumes. Through the 𝐖𝐚𝐬𝐭𝐞 𝐀𝐧𝐚𝐥𝐲𝐬𝐢𝐬 𝐚𝐧𝐝 𝐂𝐡𝐚𝐫𝐚𝐜𝐭𝐞𝐫𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐒𝐭𝐮𝐝𝐲 (WACS), the Municipality of Claveria takes a closer look at that story—turning everyday waste into meaningful data that can guide better decisions, stronger programs, and a cleaner future.

The 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 𝐨𝐟 𝐂𝐥𝐚𝐯𝐞𝐫𝐢𝐚, through the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐍𝐚𝐭𝐮𝐫𝐚𝐥 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐎𝐟𝐟𝐢𝐜𝐞 (MENRO) / Municipal Solid Waste Management Team, conducted an Orientation on the Waste Analysis and Characterization Study (WACS).

The activity provided the WACS Team and concerned participants with a comprehensive understanding of the study, covering the rationale and foundations of ecological solid waste management, the 𝐄𝐜𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐒𝐨𝐥𝐢𝐝 𝐖𝐚𝐬𝐭𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟎𝟎 (RA 9003), WACS methodologies, sampling and characterization procedures, data recording and processing, team roles and responsibilities, and health and safety guidelines.

For. 𝐆𝐞𝐨𝐫𝐠𝐞 𝐂. 𝐂𝐚𝐧𝐚𝐩𝐢, Chief of the ESWM Section, discussed the rationale of the activity and the end-of-pipe WACS methodology, including the dry-run. 𝐌𝐞𝐫𝐥𝐲𝐧 𝐂. 𝐂𝐚𝐥𝐚𝐬𝐚𝐧𝐠, IO II/ESWMS Staff, provided an overview of RA 9003, while Engr. 𝐄𝐧𝐫𝐢𝐜𝐨 𝐁. 𝐃𝐨𝐦𝐢𝐧𝐠𝐨 𝐉𝐫., Environmental Monitoring Officer, discussed RA 9003 implementation, monitoring reports, Materials Recovery Facilities, solid waste management equipment, prohibited acts, and generator-based WACS methodology.

𝐌𝐚𝐫𝐲 𝐊𝐚𝐫𝐥𝐚 𝐀𝐥𝐞𝐱𝐚𝐧𝐝𝐫𝐢𝐚 𝐂. 𝐈𝐬𝐫𝐚𝐞𝐥, Environmental Monitoring Officer, discussed the goals, programs, and implementation of Barangay Five-Year Solid Waste Management Plans and guided participants on the proper recording and processing of WACS worksheets.

Meanwhile, Engr. 𝐉𝐚𝐢𝐠𝐞 𝐌𝐚𝐫𝐲 𝐋𝐞𝐨𝐧𝐢𝐥𝐚 𝐕. 𝐋𝐢𝐪𝐮𝐢𝐠𝐚𝐧, Environmental Monitoring Officer, provided an overview of the 10-Year Ecological Solid Waste Management Plan, including NSWMC Resolution No. 1380, Series of 2020, and the guidelines for conducting WACS. Together with Engr. Domingo, she discussed waste sources, components, characterization, sample size determination, and waste generator stratification.

Adding another essential dimension to the activity, 𝐌𝐚𝐫𝐤 𝐎𝐥𝐢𝐯𝐞𝐫 𝐆𝐞𝐨𝐫𝐠𝐞 𝐍. 𝐄𝐛𝐞𝐫𝐬𝐨𝐥𝐞, EMS I/ESWM Staff, discussed the formation of WACS teams, their roles and responsibilities, and the health and safety guidelines necessary for the proper conduct of the study.

The initiative is carried forward through the support and commitment of Hon. 𝑳𝒖𝒄𝒊𝒍𝒍𝒆 𝑨𝒏𝒈𝒆𝒍𝒖𝒔 𝑮𝒖𝒊𝒍𝒍𝒆𝒏-𝒀𝒂𝒑𝒐, Municipal Mayor, whose leadership continues to strengthen local efforts toward responsible environmental management and a cleaner, more sustainable municipality.

Complementing this commitment is the support of 𝑫𝒂𝒏𝒕𝒆 𝑨. 𝑪𝒂𝒔𝒕𝒊𝒍𝒍𝒐, RAgr., Ph.D., Municipal Agriculturist, whose continued encouragement of sustainable and community-centered practices reinforces the importance of protecting the environment alongside strengthening local development.

Beyond the discussions, the activity laid the groundwork for a more informed and systematic approach to solid waste management in Claveria. By equipping the WACS Team with the knowledge, methods, and responsibilities needed for the study, the orientation sets the stage for gathering reliable data that will guide future environmental programs and policies.

Because better waste management begins with understanding the problem and understanding the problem begins with reliable data, committed people, and collective action.
