DUTERTE TALKS ABOUT DRUGS
IN 'ADBOKASIYA' AIRING FEB. 6

By Manny Piñol

A new radio program, "Adbokasiya Sabado," starts airing over the iconic DZRH, its 21 satellite stations, over 100 Radyo Natin FM Stations and RHTV with 300 Cable TV affiliates with more than 3-million subscribers on Feb. 6 from 6:30 in the morning.

Presidential frontrunner Rody Duterte will be the first guest who will discuss his advocacy against drugs and criminality and how he would end these social problems in the first six months of his term should he win in the 2016 elections.

Veteran broadcaster Henry Uri of DZRH and I will host the one-hour radio program which could also be viewed by Filipinos living outside the country by live streaming through this link: www.radio.org.ph/dzrh/

The airing of the program live will be at 6:30 a.m. Philippine time.

In the Riyadh, Saudi Arabia, the Livestream could be viewed at 1:30 a.m. of Feb. 6; in London, it could be viewed at 10:30 p.m. of Friday, Feb. 5; in Los Angeles, California it will be 2:30 p.m. Feb. 5 and in Japan it could be viewed at 7:30 a.m. of Feb. 6.

Henry and I thought of collaborating in hosting a program which would discuss the critical and relevant issues involved in the election of the next President of the country to help educate the voters.

We will discuss the problem of drugs and criminality on Saturday, Federalism in our next episode and other advocacies in the succeeding episodes.

My involvement in this radio program brings me back to active radio broadcasting 40 years after my stint as a radio reporter in Cotabato City.

This is another exciting advocacy that I have adopted and I will do my very best to help people understand the problems and issues confronting the country today.

Going nation-wide

DZRH, RHTV, 100 RADIO STATIONS
AIR NEW PROGRAM 'ADBOKASIYA'

By Manny Piñol

Starting Feb. 6 from 6 to 7 a.m. every Saturday, a new radio program which I will co-host with veteran radio broadcaster Henry Uri will be aired over DZRH and more than 100 Radyo Natin stations all over the country.

The radio program, "Adbokasiya," will also be seen on RHTV cable network which has over 3-million subscribers and via Live Streaming which could be seen all over the world.

"Adbokasiya" is the answer to the many requests I received to expand the regional radio program, "Mindanao, Panahon Na!" which was started over seven radio stations in Central Mindanao three weeks ago.

Aired three times a week, Monday, Tuesday and Saturday, "Mindanao, Panahon Na!" is heard over three major stations of the Catholic Radio Network Notre Dame Broadcasting Corporation through stations DXND in Kidapawan City, DXMS in Cotabato City and DXOM in Koronadal City.

It is also carried by Manny Pacquiao's DXBB Radyo Alerto in General Santos City, WOW Radio in Midsayap, North Cotabato, Radyo Natin in Kidapawan City and NICE FM also in Kidapawan City.

In the "Mindanao, Panahon Na!" radio program which I anchor along with my brothers, retired police colonel Patricio and former congressman Bernardo Jr., I explain to the listeners the issues involved in electing the near President of the Philippines.

While I am admittedly a supporter of Davao City Mayor Rody Duterte, I do my best to be forthright and frank in explaining why I believe Duterte would be the best choice for President.

I was pleasantly surprised by the very positive reaction of those who listened to the program live and through SoundCloud.com where we uploaded the recorded version of the program.

Requests that the same radio program be aired over other parts of the country to explain "Federalism," the "Available and Affordable Food," and the anti-drugs and anti-crime advocacies of Mayor Duterte, among others, were received prompting me to consider a nation-wide program.

Through the facilities of the very popular and powerful radio station DZRH, the over 100 Radyo Natin FM stations and RHTV with its 3 million subscribers, "Adbokasiya" will help make people understand the crucial issues involved in the 2016 Presidential Elections.

DUTERTE TELLS ZAMBO FOLKS:
NO MORE KIDNAP, BLOODY SIEGE
By Manny Piñol
Twenty-one years after some 200 armed men raided Ipil, Zamboanga Sibugay and burned the town, Presidential contender Rody Duterte assured Zamboangueños last week that there will be no repeat of the bloody raids and he will end kidnapping in the Southern Philippines.
Speaking before a mixed crowd of Muslims and Christians who filled the town's public gym, Duterte said that ending the conflict and the kidnap-for-ransom activities of armed groups in the Southern Philippines will be among his top priorities as President.
"If God allows me to be President, I will not only address criminality and drugs but I will put an end to the kidnappings and bloody raids," he told the residents of Ipil who responded by chanting his name repeatedly.
It was a statement which gave comfort and assurance to the townsfolk who have not forgotten the bloody April 3, 1995 attack by an armed group later known as the Abu Sayyaf.
The group killed 53 residents of the town, including the town's police chief, ransacked business establishments and banks before burning the town.
About 40 of the attackers were snared and killed by pursuing government troops in the mountain villages of the province but it was a nightmare that the people of the peninsula have not forgotten.
Zamboangueños relived the horror when heavily armed men led by Moro National Liberation Front (MNLF) commander Habier Malik raided Zamboanga City on Sept. 8, 2013 and terrorised the city for over two weeks resulting in the death of over 200 people, including the raiders, soldiers and civilians.
Duterte also assured Zamboangueños that with the expected derailment of the move to pass the controversial Bangsamoro Basic Law which aims to create a highly autonomous Moro State, he will present the Federalism option.
Under the Federalism proposal which Duterte has been espousing, the provinces in the Zamboanga Peninsula including Zamboanga City, will be under one Federal State distinct from the two other states proposed for the Bangsamoro Provinces in mainland Mindanao and the island provinces in the Western Part of the Southern Philippines.
Like his advocacy against drugs and crime, Duterte has focused on ending kidnapping which for so many years has become a money-making activity of armed groups in the Southern Philippines.
Members of a kidnap gang operating in Metro Manila who brought their victim to Davao City where she was forced to withdraw money from a bank, were all killed by police forces led by Duterte himself in July of 2013.
But while Duterte had been successful in his campaign against kidnapping and extortion, Abu Sayyaf members raided a resort in the Island Garden City of Samal late last year and abducted three foreigners and a Filipina.
The four are still being held captive reportedly in Sulu and a ransom of P3-billion is demanded by the kidnap gang.
Samal is not part of Davao City but as chairman of the regional peace and order council, Duterte initiated efforts to determine the whereabouts of the kidnap victims.
He has publicly asked the kidnappers not to hurt the hostages.
Duterte has earlier said that he will raise the salaries of policemen and members of the armed forces to boost their morale and make them effective in the campaign against drugs, criminality and kidnapping and prevent bloody raids by armed groups.
He said efficient intelligence gathering would effectively prevent a repeat of what happened in Ipil, Zamboanga Sibugay and Zamboanga City.

WHY DUTERTE ATTRACTS
The man and his message

He has no resources to bus people in. And even if he had, it is doubtful if he will.
He rarely brings along celebrities that politicians routinely resort to in order to fill up as much ground as they can.
And yet the people come. From wherever they are, from whatever they are doing.
Like most of his previous engagements, Mayor Rodrigo Duterte drew the crowd in. That is putting it mildly.
When he entered the Coron gym Friday, people who were waiting for hours excitedly clapped their hands and cheered.
Students wearing their school uniforms were not as restrained, jumping and shrieking as Duterte strode into the gym.
The Philippines’ political rock star was in the house.
Although it was the first time Duterte addressed this audience, it seemed like they knew each other for a long time.
When he cursed drug lords, criminals and corrupt politicians, the audience roared with laughter. When he hammered home the warning that he will give them what they ask for if they don’t reform, they applauded with approval.
What is it with the man loathed by academics, intellectuals, the prim and proper and the elite that endears him to his throng of believers?
“Simpleng tao, Sir. Walang pagkukunwari (A simple man, Sir. No pretensions),” a school teacher replied when asked why she made it a point to be present.
“Galit sya sa masasama (He hates the bad),” an elderly lady beside her added.
A government official seated close to them chimed in: “sya lang ang pwedeng mag-reporma sa bayan (he’s the only one who can reform the country).”
A tourist transport operator was more specific.
“Talagang laganap na ang drugas at krimen. Di kaya ng iba (Drugs and crime have really proliferate. The others won’t be able to deal with them),” he pointed out.
At the airport, a security guard who asked for the last Duterte baller had only one wish: “sana mananalo (hopefully he will win).”
People flock to see the man, there’s no doubt about that. Even while major media organizations turn a blind eye to the phenomenon, Duterte gets the same response everywhere he goes.
And yet, it is clear that it is not only about the man, although that is a big part of it.
It is more about the message, his message, that there is still hope for the country if he is given the mandate.
Duterte is, in more ways than one, an idea whose time has come. (CHITO A. FUENTES)

Duterte asks

'WHERE'S THE $5-MILLION
MARWAN REWARD MONEY?'

By Manny Piñol

Zamboanga City - Presidential frontrunner and incumbent Davao City Mayor Rody Duterte yesterday urged those responsible for the Mamasapano, Maguindanao raid last year to disclose who claimed the $5-M reward offered for the capture of international terrorist Zulkifli bin Abdul alias Marwan and how it was divided.

Meeting with the families of two members of the SAF 44 in Zamboanga City yesterday a year after the raid, Duterte said authorities should tell the families of the slain police commandos how the reward money was shared.

"Where's the money?" Duterte asked aloud adding that the operators of the raid which resulted in the death of the Malaysian bomb maker and international terrorist and also the killing of 44 members of the Special Action Force (SAF) and members the armed groups and several civilians in Mamasapano, Maguindanao must tell the truth.

Later, Duterte said that while the grief of the families of the victims in the Mamasapano Massacre could not be eased by material things, the members of the raiding team must share in the reward money because "more than anybody else, they made the supreme sacrifice."

The US government which has listed Marwan as one of the top international terrorists offered the $5-M reward for anybody who could provide information that could lead to the capture or killing of the Malaysian bomb-maker.

Reward money for operations like the Mamasapano raid to get Marwan is supposed to be given only to the informants but in actual practice it is usually shared between the informant and those responsible in carrying out the operations.

While government operatives are not supposed to get a share of the reward money, the reality on the ground is that police operatives also get to claim part of the reward in an arrangement made among the participants of the operation.

Duterte also lambasted the government handlers of the families of the SAF 44 for their "incompetence" in attending to the needs of the families.

"You promised to give them (the families) a house but what was built was a dog house," he said.

Duterte told the families of two members of the SAF 44 yesterday that he knew "something" about the ill-fated mission and that he would be willing to tell the truth "under oath."

Saying he was at the command centre in Andrews Base in Zamboanga City with President Aquino and then interior secretary Manuel Roxas III in the afternoon of January 25, he knew something on what transpired in the command centre.

“I know something about the government action during the Mamasapano incident because I was at the base camp with President Aquino, and if I am called to the Senate inquiry I will tell the truth of what I know because I have the moral obligation to tell what I know,” Duterte said during the meeting Sunday.

“If I will be called, I will be forced to tell the truth because I would be under oath, there’s no point in telling a lie with another lie,” he told Erica Pabalinas, the widow of Chief Insp. Ryan Pabalinas, who led the predawn SAF assault on Marwan’s hideout in Mamasapano.

Duterte was with Sen. Alan Peter Cayetano, his running mate in the May presidential election, flew to Zamboanga City after a trip to Ipil town in Zamboanga Sibugay to attend a Federalism Forum organised by the advocacy group Hugpong Pederalismo.

Here is more on Duterte's take on the SAF 44 case as reported by the Philippine Daily Inquirer's Nancy Carvajal and Julie Alpala:

The Davao mayor said he now knew more about the massacre after discussions with military authorities with knowledge of the debacle. “Gibahug yung SAF 44. The men were thrown into the lion’s lair,” he said during the meeting.

Tell the truth

Duterte said he was in Zamboanga City at the time of the massacre in Mamasapano to check on the recent bombings there.

He said that when then Interior Secretary Mar Roxas learned that he was in the area, he asked him to join him and President Aquino at Edwin Andrews Air Force Base at 5:30 p.m. on Jan. 25, 2015.

“What I heard and observed in that base camp was confidential at this time, but if the lies continue, I would be forced to tell the truth,” Duterte said.

He said he had also learned that American agents were present near the Mamasapano area and a helicopter was on standby to receive the finger of Marwan cut by the commandos after they killed the Malaysian bomb-maker.

Except for legal benefits, the next of kin of the SAF 44 had not received other promised assistance from the government, Pabalinas told the Inquirer.

The widow said she would attend the reopening of the Senate hearing on the Mamasapano massacre on Wednesday but would skip the ceremony today (Monday) during which two SAF commandos would receive the Medal of Valor, the highest military award conferred on a Filipino soldier for courage in battle.

She also said some of the survivors of the SAF 44 had been pressured to attend the ceremony. “They said they had received calls and forced to attend the ceremony otherwise they will lose their jobs in the government,” she said.

FILIPINO-CHINESE BUSINESSMEN
GIVE DUTERTE STANDING OVATION

By Pia Ranada
Rappler

MANILA, Philippines – “As a businessman, we welcome him because of his unorthodox way of doing things against graft and corruption, [for] peace and order," said a Filipino-Chinese businessman about Rodrigo Duterte.
"If he can do it in Davao, hopefully he can do it throughout the Philippines," continued Dr Henry Lim Bon Liong after hearing Duterte’s speech in front of his organization on Tuesday, January 19.
Liong is the executive vice president of the Federation of Filipino-Chinese Chambers of Commerce and Industry Inc (FCCCII), one of the biggest nationwide groups representing the Filipino-Chinese community.
Many members of the group gave Duterte a standing ovation as he arrived in their headquarters in Binondo, Manila – home to the country’s oldest Chinese community, Manila’s Chinatown.
One officer couldn’t help but notice that never before had he seen “such an overflow in our hall.”
Filipino-Chinese businessmen and professionals of all ages sidled up to the mayor for photos. There was a lot of hand-shaking and exchanges of pro-Duterte baller bracelets.
When things quieted down a bit, Duterte was introduced to the group as “the man who gets things done.”
Duterte repeated his promise to end criminality, corruption, and the spread of drugs. He emphasized his firm belief that peace and order sets the stage for thriving businesses and investments – something close to the federation’s heart.
Asked which election issue resonates the most with the group, its president Angel Yu said, “Peace and order.”
“Most of the Filipino-Chinese community are in business so if there is peace and order, there is business,” he said in a mix of English and Filipino.
For Yu and other members, Duterte is the presidential candidate who has proven he can make good on this promise.
“The evidence na ginawa niya sa Davao, nakahanga ang mga tao dahil nga, it was voted 5th safest city in the world. Sa peace and order, walang kalaban si Mayor, talagang number one ‘yun,” he said.
(The evidence he made out of Davao, people are impressed because it was voted, I think, 5th safest city in the world. In peace and order, the mayor has no rival. He is really number one there.)
Solving kidnapping
But more than protecting their businesses, Filipino-Chinese businessmen have a more personal reason for valuing politicians who make fighting crime their priority.
Filipino-Chinese and Chinese nationals are often victims of kidnap-for-ransom operations. In high-profile cases, teenage girls have been kidnapped and murdered. From January to August of 2014, 17 out of 50 kidnap-for-ransom victims were Filipino-Chinese, according to the Movement for the Restoration of Peace and Order.
“The Filipino-Chinese community is scared. Are they going to stay or are they going to move out? That is the question. But later on, with Duterte coming out as mayor, he solved the kidnapping cases so these people feel safe so they support him,” said Yu.
In fact, a Filipino-Chinese woman’s firm belief in Duterte’s ability to help her eventually saved her from her kidnappers in 2013.
But a board member said he has misgivings about Duterte’s campaign promise to end crime and drugs in 3 to 6 months.
“It’s easier said than done. How will he make sure policemen don’t go overboard and just kill whoever they want?” he asked.
Stance on China
Duterte’s stance on China also impressed some federation members. Duterte believes in bilateral talks with China if the present international arbitration case the Philippines is pursuing ends in gridlock.
This means he believes the Philippines and China should talk one-on-one instead of involving other countries.
“Some of the politicians want it multilateral. That’s difficult. Why would Japan and Australia look out for our interests? It would make things complicated, for me. But if only two of us will talk, it’s easier,” said Yu.
Resolving the West Philippine Sea dispute would allow the two bickering countries to work together in other pressing issues.
“For thousands of years we’ve been neighbors, we’ve been on good terms. Relatively, the West Philippine Sea is a small issue. In business, we can sit down and talk then there are more areas we can open for cooperation,” Yu added.
Though many of FCCCII members, especially the Davao City chapter, support Duterte’s candidacy, Yu said their group is willing to hear out other candidates.
Asked about his assessment of other candidates, Yu said Liberal Party standard-bearer Manuel Roxas II would likely continue the programs of President Aquino.
“We appreciate what President Aquino is doing, We are improving every year, at the same time, our peso will stabilize,” he said.
But some in their camp believe it may not be enough to copy from Aquino.
“I think Mar Roxas will continue the programs of president Aquino but now people look at too many angles. Financially, it’s good. But there are also some who say, it’s not wrong, but it’s not enough,” said Yu. – Rappler.com
