The City Government is implementing a P238.56 million digital upgrade to Cebu City’s decades-old traffic system. I have recently issued a notice to proceed to the joint venture of Cylix Technologies, Inc. and Triune Electronic Systems, Inc. that will work on modernizing our traffic infrastructure.

Covering 18 areas in Cebu City, the Digital Traffic System project will improve traffic flow and enhance public safety and security. It will involve vehicle detection, license plate recognition, and speed cameras as well as digital countdown timers and modern traffic signal controllers in the following crossing or intersection: P. del Rosario St. and Pelaez St., P. del Rosario St. and Junquera St., P. del Rosario St. and D. Jakosalem St., P. del Rosario St. and Sikatuna-T. Padilla Streets, Gen. Maxilom Ave. and D. Jakosalem St., Gen. Maxilom Ave. and F. Ramos St., Gen. Maxilom Ave. and Juana Osmeña St., Gen. Maxilom Ave. and Gorordo Ave.-Echavez St., Gen. Maxilom Ave. and San Jose St., Gen. Maxilom Avenue and Gotianuy St., Gen. Maxilom St. and A. Soriano St., Gen. Maxilom Ave. and S. Osmeña Ave., Juan Luna Ave. and A. Soriano Ave., Juan Luna Ave. and S. Osmeña Ave., Juan Luna Ave. and F. Cabahug St.-Cardinal Rosales, Gen. Maxilom Ave. and J.C. Vera St. and Benedicto St., Gen. This advanced traffic system with smart surveillance solutions will utilize an underground fiber optic network and will be monitored through a newly built Command Center that will act as a central hub for the different agencies involved in the traffic management in Cebu City.

I am personally excited for this project which I believe will benefit the Cebuanos who commute everyday for work, school, and their daily business.

TROPICAL CYCLONE: ALERT
ISSUED AT 11:00 AM, 12 October 2020

TROPICAL DEPRESSION "NIKA" MAINTAINS ITS STRENGTH AND IS ABOUT TO EXIT THE PHILIPPINE AREA OF RESPONSIBILITY.

Track and intensity outlook:
• Track: Tropical Depression “NIKA” is forecast to move generally west or west-northwestward over the northern portion of the West Philippine Sea throughout the forecast period. It is likely to exit the Philippine Area of Responsibility today. On the forecast track, “NIKA” will make landfall over Hainan Province in southern China on Wednesday afternoon or evening.
• Intensity: “NIKA” will continuously intensify over the West Philippine Sea over the next 24 hours. It is forecast to reach tropical storm category today and severe tropical storm category by Tuesday morning.

Hazards affecting land:
• Rainfall: Today, the combined effects of “NIKA” and the Southwest Monsoon will bring moderate to heavy rains over Pangasinan, Zambales, Bataan, Northern Palawan (including Calamian and Kalayaan Islands), and Lubang Island. Light to moderate with at times heavy rains will be experienced over Ilocos Region, Cordillera Administrative Region, Cagayan Valley, and the rest of Central Luzon. Flooding (including flashfloods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate.
• Winds: No tropical cyclone wind signal is in effect. However, the enhancement of both the Southwest Monsoon and the Northeasterly Surface Windflow will bring strong winds with occasional gusts over the northern and western section of Luzon, especially in coastal and mountainous areas.

Hazards affecting coastal waters:
• Gale Warning is in effect over the seaboards of Batanes, Cagayan, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Zambales, and Bataan due to rough to very rough seas. Sea travel is risky over these areas, especially for those using small seacrafts.
• Moderate to rough seas will be experienced over the other seaboards of Luzon. Those with small seacrafts are advised to take precautionary measures while venturing out to sea.

Other tropical disturbances being monitored (10:00 AM update)
• The Low Pressure Area east of Mindanao was estimated at 435 km East of Hinatuan, Surigao del Sur (8.4°N, 130.3°E). It is forecast to move northwestward towards Bicol Region-Eastern Visayas area today through Wednesday and is likely to develop into a Tropical Depression within 48 hours.
• The center of Tropical Depression “CHAN-HOM” (2014) was estimated at 2,295 km East Northeast of Extreme Northern Luzon (30.2°N, 142.1°E). It has maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving Southward at 10 km/h. It is not affecting the country and is forecast to weaken into a Low Pressure Area within 12 hours.

Location of eye/center:
• At 10:00 AM today, the center of Tropical Depression "NIKA" was estimated based on all available data at 340 km West of Sinait, Ilocos Sur (17.6°N, 117.2°E).

Strength:
• Maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h.

Movement:
• Moving Westward at 15 km/h.

Forecast Positions
• 24 Hour (Tomorrow morning): 855 km West of Northern Luzon (OUTSIDE PAR) (18.1°N, 112.5°E)
• 48 Hour (Wednesday morning):1,270 km West of Northern Luzon (OUTSIDE PAR) (18.9°N, 108.6°E)

FORECAST:
Visayas, Palawan including Kalayaan Group of Islands, and Occidental Mindoro will have cloudy skies with scattered rainshowers and thunderstorms due to the Southwest Monsoon/LPA.

Moderate to strong winds from Southwest to Southeast will prevail over Palawan including Kalayaan Group of Islands, and Occidental Mindoro with moderate to rough seas. Light to moderate winds from the Southwest will prevail over the Visayas with slight to moderate seas.
