CEBU TOP PERFORMING MAYORS FOR Q2 2026 RECOGNIZED UNDER THE GOVERNANCE AND PARTICIPATION INDEX "PULSO NG BAYAN"
In recognition of leadership that delivers results, Transparency Good Governance and Accountability Advocates & Visayas Social Pulse proudly announce the Cebu Top Performing Mayors for the 2nd Quarter of 2026 under the Governance and Participation Index "PULSO NG BAYAN."
This quarterโs recognition is anchored on the direct feedback of the people. The results are a product of an independent province-wide survey of 5,000 adult Cebuano respondents conducted from June 20 - 30, 2026 across all municipalities of Cebu.
WHY THEY ARE TOP PERFORMING
The Q2 2026 Top Performing Mayors distinguished themselves by excelling in the 5 pillars of the Governance and Participation Index:
1. Efficient Public Service Delivery โ Responsive frontline services and accessible government programs
2. Transparency and Accountability โ Strict compliance with Full Disclosure Policy and open governance
3. Citizen Participation โ Regular barangay consultations, public hearings, and active feedback mechanisms
4. Resource Management and Anti-Corruption โ Prudent management of town resources, zero tolerance for corruption, and measurable impact per peso spent
5. Social and Infrastructure Development โ Impact projects in health, education, livelihood, and disaster preparedness
Observers noted that these Mayors managed their town resources very well. Budgets were aligned to priority needs, procurement was transparent, and services reached the barangays without delay. Most importantly, they demonstrated strong anti-corruption leadership โ setting the tone that public funds are for the people.
WHY THEY MUST BE EMULATED
These Mayors prove that good governance is not an accident. It is a choice.
They should be emulated because they:
1. Put people first โ Policies were shaped by what constituents actually need
2. Guarded public funds โ Every program showed value for money and accountability
3. Listened and engaged โ They turned the Mayorโs Office into a bridge, not a wall
4. Delivered with integrity โ Leadership was measured by service, not by politics
